Northwest Highway Mount Prospect, Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES March 7, 2016 Public Safety Building Fire Department Conference Room Chairperson Skowron called the meeting to order at 5:47 p.m. Roll Call: Michaele Skowron, Chairperson Mark Busse, Commissioner Jackie Hinaber, Commissioner Excused: Charles Bennett, Commissioner James Powers, Commissioner Also Present: Timothy Janowick, Chief of Police John Dolan, Interim Deputy Fire Chief Phone 847/870-5656 APPROVAL OF MINUTES Chairperson Skowron asked for a motion to approve the Open Session Minutes of February 1, 2016. A motion was made by Commissioner Hinaber and seconded by Commissioner Busse. Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Abstain: None Motion Carried CITIZENS TO BE HEARD No one in attendance. The Board recessed at 5:50 p.m. and resumed open session at 5:54 p.m. FIRE DEPARTMENT UPDATE Deputy Fire Chief Dolan reported the Fire Department would be promoting four lieutenants and the Fire Chief and Deputy Fire Chief will become official upon their swearing-in at the Village Board Meeting on March 16, 2016. Deputy Chief Dolan presented a certificate for the chair's signature confirming Tom Hammon completed probation. POLICE DEPARTMENT UPDATE Chief Janowick reported he is working with Human Service to develop a community diversity engagement survey, which will be distributed to the stakeholders (businesses and agencies) providing community services here in Mount Prospect. The survey will assess services provided to the community, as well as the services needed to help develop a comprehensive plan for diversity engagement in the community. CLOSED SESSION Chairperson Skowron asked for a motion to go into closed session under Personnel 5 ILCS 120/2 (c) (1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity and Item V. a. To approve closed session minutes. A motion was made by Commissioner Busse and seconded by Commissioner Hinaber to go into Closed Session at 6:02 p.m. Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Abstain: None Motion Carried The Board returned to open session, with everyone present from the previous session at 6:06 p.m. BOFPC Minutes 3/7/2016 Page 1 Chairperson Skowron asked for a motion to direct the Fire Department to notify candidate #69 he will not be proceeding in the hiring process. A motion was made by Commissioner Busse and seconded by Commissioner Hinaber. Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Abstain: None Motion Carried Deputy Fire Chief Dolan reminded the Board that Robert McKillop would be honored at the Village Board Meeting on March 16th when they present him with a fire helmet to thank him for his years of service on the Board of Fire and Police Commissioners. 12hairperson Skowron reminded everyone the fire department interviews will be held on April 11th and th The Board excused Interim Deputy Fire Chief Dolan from the meeting at 6:09 p.m CLOSED SESSION Chairperson Skowron asked for a motion to return to Closed Session under Personnel 5 ILCS 120/2 (c) (1) -The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity, and Item V. b. Decide on the appeal of a Suspension Order entered by the Police Chief. A motion was made by Commissioner Hinaber and seconded by Commissioner Busse to return to Closed Session at 6:09 p.m. Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Abstain: None Motion Carried The Board returned to open session at 7:38 p.m. with everyone present from the previous session. Chairperson Skowron asked for a motion regarding the decision on the appeal of a Suspension Order entered by the Police Chief. The Board in Closed Session reviewed information and decided to uphold the Suspension Order issued by the Police Chief. A motion was made by Commissioner Busse and seconded by Commissioner Hinaber. Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Abstain: None Motion Carried Chairperson Skowron asked for motions regarding the information the Board reviewed in Closed Session for three police candidates in the hiring process. Chairperson Skowron asked for a motion to have Miguel Trejo continue in the process. A motion was made by Commissioner Busse and seconded by Commissioner Hinaber. Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Abstain: None Motion Carried Chairperson Skowron asked for a motion to continue with Erik Draffone in the police hiring process. A motion was made by Commissioner Busse and seconded by Commissioner Hinaber. Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Abstain: None Motion Carried Chairperson Skowron asked for a motion to continue with Nicole Gaborek in the police hiring process. A motion was made by Commissioner Busse and seconded by Commissioner Hinaber. If anyone is interested, please let the Police Chief know. Chairperson Skowron reminded everyone that at the Village Board meeting is on March 16, 2016. There was a discussion on the swearing-in of new police officers the week of March 21 at. The next Board of Fire and Police Commissioners Meeting will be on April 4, 2016.
