Northwest Highway Mount Prospect, Illinois 80058 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES February 1, 2016 Public Safety Building Fire Department Conference Room Chairperson Skowron called the meeting to order at 5:49 p.m. Roll Call: Michaele Skowron, Chairperson Charles Bennett, Commissioner Mark Busse, Commissioner Jackie Hinaber, Commissioner James Powers, Commissioner Also Present: Timothy Janowick, Chief of Police Brian Lambel, Interim Fire Chief Phone 847/870-5850 APPROVAL OF MINUTES Chairperson Skowron asked for a motion to approve the Open Session Minutes of January 4, 2016. A motion was made by Commissioner Hinaber and seconded by Commissioner Bennett. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers Nays: None Abstain: Skowron Motion Carried Chairperson Skowron asked for a motion to approve the disposal of Open Meeting audiotapes/CDs pursuant to Illinois Records Commission for the period of September 2012 through November 2015. A motion was made by Commissioner Busse and seconded by Commissioner Powers. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron CITIZENS TO BE HEARD No one in attendance. Nays: None Abstain: None Motion Carried FIRE DEPARTMENT UPDATE Chief Lambel reported the Fire Department would be promoting personnel on March 15, 2016, at the Village Board Meeting, and he provided a copy of the letter they received announcing their promotion. With the four candidates graduating from the academy and the promotions, it will allow the department to place Engine 13 back in service. Chief Lambel also updated the Board on the Safer Grant hires. Additionally, he asked the Board to consider scheduling two more interview dates. After some discussion, the Board agreed to April 11 and 12, 2016, with a start time of 3:30 p.m. Chief Lambel presented a certificate for the chair's signature confirming Kyle Anders completed probation. POLICE DEPARTMENT UPDATE Chief Janowick announced on February 16, 2016, Officer Berg would be receiving an award from the Fired Department and the American Heart Association recognizing him for his lifesaving efforts. Three police candidates are continuing in the hiring process. CLOSED SESSION Chairperson Skowron asked for a motion to go into closed session under Personnel 5 ILCS 120/2 (c) (1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity and to approve closed session minutes and the semi-annual review of minutes. A motion was made by Commissioner Bennett and seconded by Commissioner Powers to go into Closed Session at 6:06 p.m. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried BOFPC Minutes 2/1/2016 Page 1 The Board returned to open session at 6:45 p.m. with everyone present from the previous session. Chairperson Skowron asked for a motion to dispose of Closed Session audiotapes/CDs pursuant to the Open Meetings Act for the period of February 2011 through April 2014. A motion was made by Commissioner Bennett and seconded by Commissioner Hinaber. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried Chairperson Skowron asked for a motion to remove candidate #68 from continuing in the hiring process for the fire department. A motion was made by Commissioner Powers and seconded by Commissioner Bennett. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried Other Business There was a discussion on swearing-in ceremonies taking place at Village Board meetings for appointments and promotions.
