Central Road, Mount Prospect, Illinois 60056-2229 MINUTES OF THE MOUNT PROSPECT TRANSPORTATION SAFETY COMMISSION CALL TO ORDER The regular meeting of the Mount Prospect Transportation Safety Commission was called to order at 7:00 p.m. on Monday, June 8, 2015. APPROVAL OF MINUTES Commissioner Fisher, seconded by Commissioner Kuehlthau, moved to approve the minutes of the regular meeting of the Transportation Safety Commission held on February 9, 2015. The minutes were approved by a vote of 7-0. Commissioners Bencic and Morgan abstained. CITIZENS TO BE HEARD There was no one in attendance that spoke on an issue not on the agenda. TSC Meeting Page 1 of 4 June 8, 2015 OLD BUSINESS None NEW BUSINESS A.CATHY LANE IMPROVEMENTS 1)Background Information At the February 17, 2015 Village Board Meeting, trustees approved a proposal to modify the Millers Lane & Central Road intersection to allow for a right-in / right-out configuration on Millers Lane. Trustees also directed the Engineering Division to widen Cathy Lane at Central Road adjacent to the Central Community Center (CCC) to provide two outbound lanes on Cathy Lane (right-turn lane & shared left-thru lane) and one inbound lane. The intent is to reduce the delay for motorists turning onto Central Road. The Engineering Division has performed a topographic survey and developed construction drawings. Plans have been sent to the Illinois Department of Transportation (IDOT) for review as Central Road is under their jurisdiction. As of yet, the Village has not received a response but is confident a permit will be obtained in the near future. Cathy Lane, for the first 130’ north of Central Road, will be widened 7’ to the east. It will then taper 80’ to the existing roadway width. All work will be done within the existing right-of-way. Pavement markings will be installed to distinguish the exclusive right-turn lane, shared left-thru lane, and inbound lane. The project will be constructed as part of the Village’s Resurfacing Program at an approximate cost of $31,000.00. Work is expected to begin in June or July, once a permit is secured from IDOT. As part of the road improvements, the existing parking regulation along the east side of Cathy Lane adjacent to the CCC will need to be modified. On-street parking along the east side of Cathy Lane for the first 230’ north of Central Road would result in northbound vehicles having to avoid parked vehicles, cross the double-yellow line, and be in direct conflict with oncoming vehicles. It is, therefore, recommended that parking be prohibited at all times for the first 230’ north of Central Road and “weekend only” on-street parking still be permitted beyond this point adjacent to the CCC. On-street parking along the west side of Cathy Lane adjacent to the CCC would remain unchanged, no parking at all times. There would continue to be no daytime parking regulations along Cathy Lane north of the CCC. As part of the study, information was sent to the CCC, Millers Station Homeowners Association, and six businesses within the office building at 800 W. Central Road. The CCC has expressed their support for the project and does not object to the parking regulation change. The president of the Millers Station Homeowners Association has also expressed support for the project. We have not received any responses from the businesses at 800 W. Central Road. Recommendation: Approve the parking regulation changes along the east side of Cathy Lane north of Central Road in conjunction with the widening of Cathy Lane this summer. Further, amend the Village Code as follows: 1.Repeal the ordinance that prohibits parking along the east side of Cathy Lane for the first 500’ north of Central Road except on weekends (Section 18.2008). TSC Meeting Page 2 of 4 June 8, 2015 2.Enact an ordinance that prohibits parking along the east side of Cathy Lane for the first 230’ north of Central Road at all times (Section 18.2006). 3.Enact an ordinance that prohibits parking along the east side of Cathy Lane between 230’ and 500’ north of Central Road except on weekends (Section 18.2008). 2) Discussion Chairman Keane introduced the item and asked Traffic Engineer Lawrie to present the Engineering Division’s report. Traffic Engineer Lawrie provided the Commission with background information and summarized the recommendations. Chairman Keane questioned whether the roadway widening and prohibited parking regulation should be extended to the CCC’s north driveway. Traffic Engineer Lawrie said the proposed roadway widening will provide sufficient stacking space for vehicles turning onto Central Road and there is not a need to prohibit parking further north. Commissioner Tortorello asked the age of Cathy Lane. Traffic Engineer Lawrie said it was last resurfaced in 2014 but the widening work will not involve removing the new asphalt. Commissioner Kuehlthau asked the cost to make these improvements. Traffic Engineer Lawrie responded the estimated cost is $31,000.00 and will be completed as part of the Village’s annual Street Resurfacing Program to keep costs down. Commander Smith noted an existing fire hydrant will need to be relocated to accommodate the roadway widening. Traffic Engineer Lawrie said the Village Water/Sewer Division will relocate the fire hydrant and a hired utility contractor will relocate a street light. Commander Smith said providing some on-street parking on the weekends is still necessary. The parking lot is mostly or completely full during certain activities at the CCC. Commissioner Morgan asked if two-way traffic will be maintained on Cathy Lane with on-street parking allowed on weekends north of the CCC driveway. Traffic Engineer Lawrie said on-street parking along the west side of Cathy Lane adjacent to the CCC will still be prohibited at all times allowing two-way traffic to still be maintained. Commissioner Bencic asked if the intersection radius will be large enough to accommodate fire trucks and other large vehicles. Traffic Engineer Lawrie responded the existing right-of-way limits the radius from being much larger but will be designed to allow emergency vehicles access to Cathy Lane from Central Road. Commissioner Bencic made a recommendation to approve the proposed parking regulation changes per the Engineering Division. The motion was seconded by Commissioner Fisher. The motion was approved by a vote of 9-0. B) UPDATE ON VARIOUS VILLAGE TRANSPORTATION PROJECTS Traffic Engineer Lawrie presented the status of the following Village transportation projects: See Gwun Avenue Traffic Calming Project Northwest Highway Streetscape Project Lincoln Street Traffic Calming Project TSC Meeting Page 3 of 4 June 8, 2015 Central-Weller Pedestrian Crossing Improvements Central-Arthur-Bosch Pedestrian Signal Project Downtown Covered Bike Parking Central-Union Pacific Railroad Pedestrian Gates There was general discussion on each of the projects. No formal action was necessary. COMMISSION ISSUES No issues were raised by Commission members. ADJOURNMENT With no further business to discuss, the Transportation Safety Commission voted 9-0 to adjourn at 7:46 p.m. upon the motion of Commissioner Bencic.
