MAYOR'S REPORT FLOODING Mayor Farley noted that heavy rains have ceused the Des Plaines River to rise to a point where it was necessary to close River Road. Glen Andler, Director of Public Works, explained that the flood control measures taken by the Village after the 1987 flood are working and that no residential flooding has occurred. Mr. Andler also noted that the Des Plaines River is 8-1/2 feet above flood stage with 9 feet being the anticipated crest. Mayor Farley stated he would be leaving the meeting early in order to monitor the potential flooding situation first hand. He informed the Board that .he would be rearranging agenda items for Board COnsideration. VILLAGE MANAGER'S REPORT BIDS: Assistant Village Manager David Strahl presented bid results. Page ;~ - May 21, 1996 A complete tabulation of the proposals is attached to these minutes. Trustee Hoefert arrived at this point in the meeting. Trustee Clowes asked if the plan being considered includes the installation of paths throughout the project, noting that while not everyone uses baseball diamonds, etc. everyone could use a path. It was noted by the representative from the Arlington Heights Park District that pathways would be included in the next phase, if grant monies are available and designated to this project. It was noted, however, that the Arlington Heights Park District does not have plans to fund any future phases in their budget. Several members of the Village Board expressed disappointment that the plan ~had apparently been changed and that they had not been informed of the change to delete the pathways. DEFER Trustee Hoefert, seconded by Trustee Corcoran, moved to defer action relative to accepting the proposals presented for Phase III of the Melas Park improvement until the next regular meeting of the Village on June 4th in order to determine the status of the pathways throughout the park. CRACK SEALING Bids for, the crack sealing program were advertised .and secured by the Northwest Municipal Conference for a number of municipalities. It was the recommendation of the Northwest Municipal Conference to accept the Iow qualified bid submitted by Kenneth R. Hartman, [nc. in an amount of $1.035 per pound. KENNETH R. Trustee Wilks, seconded, by Trustee Clowes, mo~ed to concur with HARTMAN the recommendation of the Northwest Municipal Conference and administration and accept the Iow qualified bid submitted by Kenneth R. Hartman to provide and install the crack sealing material at $1.034 per pound, not to exceed the budget amount of $28,000.00. MAYOR'S REPORT VILLAGE MANAGER'S Mayor Farleystated that the Village Board had reviewed the Village PERFORMANCE Manager's performance in previous Closed Sessions and stated that REVIEW: SALARY he would entertain a motion to take official action based on that INCREASE review. Trustee Corcoran, seconded by Trustee Hoefert, moved to increase the Village Manager's sa. lary from $91,500.00 to $95,000.00 and to raise his deferred compensation amount from $3,202.50 to $5,192.50. Prospect, IL 60056 Re: Melas Park Parking Considerations Dear Glen, Attached is a memo from Land Design Collaborative addressing the enclosed a revised parking plan for Melas Park. The north and south lots remain unchanged; will be paved and accommodate 200 cars each. The overflow parking area has been altered due to the additional area that was required for detention. The new plan shows 38 overflow parking spaces west of the south lot, and 170 spots along the northern edge of the property. Because the access road will not continue north of the pump house, the 27 paved angle spaces have been reduced to only 12 spots. The additional 15 parking areas can be accommodated within the proposed overflow parking areas. Although the configuration has changed from the earlier plan, the parking capacity at the park has actually incrased from 697 to 709 cars.. From the Arlington Heights Park District's perspective, these changes do not pose any problems or jeopardize the needs of the park. The Park District has always felt the proposed parking far exceeds the needs the athletic uses that will be programmed at this site. Arlington Heights Road Arlington Heights, IL 60004 RE: MELAS PARK - Overflow Parking Dear Roger: As discussed at the meeting held at the Village of Mt. Prospect last week, LDC has reviewed the overflow parking situation per the revised Master Plan dated January 21, 1994 (see attached). According to this plan, the total parking capacity is 697 spaces. The north and south parking lots accommodate 200 cars each, with an additional 27 spaces found along the access road, just west of the pump house. The remaining 270 spaces occur in the Mt. Prospect Public Works garage (100) and in designated grass overflow areas. During the course of the actual implementation of the project, the designated grass overflow parking was substantially eliminated due to; (1) the request for additional detention by the Village of Mt. Prospect, and (2) the extension of the south parking lot to the west to accommodate the Metropolitan Water Reclamation District's deep tunnel structures. These changes resulted in the loss of approximately 132 overflow spaces. By utilizing the area north of the pump station and picnic grove, we can recover 170 spaces. The roadway improvements will be terminated at the pump station. This parking should only be allowed during special events, since we do not want to encourage parking along the roadway, or on the turf areas on a regular basis for fear of vehicles encroaching on the berms and fields, thereby potentially damaging the existing mature trees, turf and irrigation system. With the recovery of these spaces, the parking count totals at 709 - 205 cars in the north lot, 196 in the south lot, 100 at the Mt. Prospect Public Works garage, and 170 and 38 in designated grass overflow areas as mentioned above and as shown on the attached drawing. The Zoning Board of Appeals PUD considered this request and recommended granting this request by a vote of 7-0, allowing for the .landscape plan to be phased in, with completion within 3 years from the date the Ordinance is adopted. The Petitioner had also requested modifications from the MODIFICATION Development Code. One request was to reduce the setback FROM requirements between the stormwater facilities and structures, DEVELOPMENT which request has since been withdrawn. The other request CODE is to waive the required curb and gutter around the parking lot. The Plan Commission recommended granting this request by a vote of 9-0. Inasmuch as the request for modification from Development Code was not listed on the agenda, Trustee Hoefert, seconded by Trustee Skowron, moved to consider an item not listed on the agenda. VILLAGE MANAGER'S REPORT Assistant Village Manager David Strahl stated that the only COMMERCIAL item on the next agenda for the Committee of the Whole VEHICLES Meeting on May 28th is the report on commercial vehicles parking in residential districts. Page 7 - May 21, 1996 ANY OTHER BUSINESS PROM NIGHT Trustee Clowes complimented members of the Fire Department, DEMONSTRATION specifically Dale Steward on the recant Prom Night Demonstration et Prospect High School. Trustee Clowes noted that such a demonstration shows how tragedies caused by drinking and driving can effect so many lives. YOUNG LEADERS Trustee Clowes also expressed support for the Young Leaders Program Luncheon; congratulated David Jepson, Finance Director, DISTINGUISHED on receiving the Distinguished Finance Officers Award; expressed FINANCE OFFICER appreciation to everyone involved with the recent Youth Sports and AWARD More Day, in particular Nancy Morgan, Director of Human Services and Nancy R~dtke of the Mount Prospect Park District, noting that YOUTH SPORTS & the event was sponsored by TAPP Mount Prospect, noting that the MORE event was sponsored by TAPP Mount Prospect and was very successful. PUBLIC WORKS Trustee Wilks complimented everyone involved with the Public Works OPEN HOUSE Open House on a job well done. CLOSED SESSION CLOSED SESSION The Closed Session set for this meeting, for the purpose of discussing Personnel 5 ILCS 120/2 (C) (2), was cancelled.
