CWC Minutes 10/10/2015MINUTES VILLAGE OF MOUNT PROSPECT COFFEE WITH COUNCIL SATURDAY, OCTOBER 10, 2015 Community Center 1st Floor Village Hall The meeting convened at 9:00 AM with Mayor Arlene Juracek, Trustee Steven Polit, Trustee Richard Rogers, and Trustee Colleen Saccotelli in attendance. Assistant Village Manager David Strahl and Director of Public Works Sean Dorsey represented staff. Residents in attendance were: John Elenberger Redwood Drive Steve Van Arsdale Can Dota Avenue Christina Rogers Laurel Drive Amber Kelter Elm Street Carol Tortorello Elmhurst Avenue Tom Tezke School Street Craig Iverson Wille Street Louis Bowers Boxwood Drive Jan Kent Briarwood Drive William Millar Central Road Tom Manion Edward Street Dave Schein Na Wa Ta Avenue Jim Chylik Locust Street Jodi Matler Elm Street Gwynee Ryan Edward Street Amber Kelter Elm Street Mr. Dorsey provided a summary on the progress of the Isabella area combined sewer improvements project. Specifically, he explained that work is scheduled for final completion in November. All of the disturbed streets east of Route 83 will be resurfaced during the next few weeks. Impacted streets west of Route 83 will be temporarily patched for the winter and resurfaced next Spring. John Elenberger, Redwood Drive - thanked Laura Fowle at Public Works for her help identifying the source of dust and soot that recently blanketed his neighborhood. He explained that Ms. Fowle had helped identify the prevalent locust trees in the area as the source of the anomaly. He also thanked Public Works for repairing the damaged sign on Cottonwood Drive and the conscientious work of forestry crews he observed following a recent wind storm. Steve Van Arsdale, Can Dota Avenue - congratulated the village for the recent successful demolition of the "Central Plaza" building. He also inquired about the repairs taking place on the Lincoln Street bridge. Mr. Dorsey responded that crews were repairing cracks in the deck and one of the support beams. Carol Tortorello, Elmhurst Avenue - stated that she had no issues to discuss. Tom Tezke, School Street - stated that he had no issues to discuss. Craig Iverson, Wille Street - suggested that a right -turn lane be added to southbound Route 83 at Central Road in order facilitate better traffic movement. Mr. Dorsey responded that both Route 83 and Central Road are under the jurisdiction of the Illinois Department of Transportation (IDOT). He also stated that staff would evaluate the suggestion and advocate to IDOT if feasible. Trustee Polit suggested that the movement could be accommodated during the traffic signal timing presently allotted for the northbound Route 83 left -turn arrow. Louis Bowers, Boxwood Drive - inquired whether the village had jurisdiction over utility construction work recently performed by Illinois American Water Company on private property near his home. He commented that the utility work had aggravated the condition of a previously depressed section of private walkway. Mr. Dorsey responded that all utility companies are required to obtain permits for earth excavation work performed within the village. Mr. Dorsey stated that staff would investigate the matter. Jan Kent, Briarwood Drive - noted that a number of squirrels appear to be foraging the refuse containers behind Briarwood Plaza. She suggested that trash from the restaurants in the plaza might not be properly secured in containers. Mr. Strahl stated that staff would investigate the matter. Ms. Kent also inquired about the status of the Lynn Court annexation. Mr. Dorsey responded that staff had obtained an intergovernmental agreement with the Illinois Toll Highway Authority (the tollway) that would facility the annexation. Mr. Dorsey further explained that the village had recently completed a plat of annexation for the tollway property. This plat is currently under review by the tollway. If the proposed annexation area is amenable to the tollway, formal annexation procedures will commence. Once the tollway property is annexed, a second annexation process will be initiated to annex the Lynn Court area. William Millar, Central Road - expressed concern about improper drainage gradients installed at Westbrook School as part of the expansion project currently under construction. He expressed concern that improper drainage from the construction site could impact his property. Mr. Dorsey responded that the school is required to construct drainage improvements pursuant to approved plans and deviations will be corrected. Mr. Dorsey stated that staff would inspect the site and pursue corrective action if necessary. Mr. Millar also expressed about the proposed Central / Weller pedestrian crossing improvements. He feared that pedestrians would be endangered if permitted to congregate in the middle of Central Road. Mr. Dorsey explained that the proposed improvements invoke a "pedestrian refuge" concept that has proven to increase pedestrian safety. Mr. Dorsey observed that pedestrians presently must cross five lanes of traffic to traverse Central Road. After the improvements, pedestrians will have a mid - roadway refuge that will reduce the traverse to approximately two lanes. Additionally, the refuge will be protected by concrete curb, pavement markings, pedestrian warning lights, and signs. Page 2 of 3 Tom Manion, Edward Street - expressed thanks for all village employees and the work that they do. Dave Schein, Na Wa Ta Avenue - thanked Public Works for repairing the pavement in front of his house. He also commented on the recent committee of the whole discussion regarding the Levee 37 flood study. Mr. Schein opined that the cost of proposed storm water improvements recommended by the study should be borne by those that reap the benefit; not the village as a whole. Trustee Rogers commented that he held concerns about the proposed plan to construct storm water detention facilities adjacent to schools in the Levee 37 drainage basin. He feared it could present safety hazards if detention facilities were constructed near schools and public parks. Mr. Dorsey responded that the location of detention facilities was preliminary and conceptual in nature. Mr. Dorsey also stated that further plan development would incorporate school district, park district, and community concerns. Jim Chylik, Locust Street - stated that he had no issues to discuss. Jodi Matler, Elm Street - explained that she lived in the Isabella sewer improvements project area. She related that her street had endured construction activity since spring. As a consequence, the tires on her car were severely worn by the deteriorated roadway and the ventilation ducts in her home were inundated with dust. She inquired whether the village would compensate her for replacing her tires and cleaning her ventilation ducts. She also asked if replacement of her private driveway could be incorporated into the project if she paid the incremental cost. Mr. Dorsey responded that private property improvements could not be incorporated into a village construction contract. However, staff could provide her with the pavement contractor's contact information so that she could solicit a cost estimate for the work. Mr. Dorsey suggested that favorable pricing has been secured this way in the past. Mr. Dorsey also stated that staff would contact her regarding her tire replacement and duct cleaning inquiries. Gwynee Ryan. Edward Street - asked if village codes prohibit dog walking without a leash. Mayor Juracek responded that unleashed dogs are prohibited. Ms. Ryan related incidents in which she had been accosted by unleashed dogs while walking in her neighborhood. Mr. Strahl responded that he would ask the police department to investigate the matter. Amber Kelter, Elm Street - observed that residents in her neighborhood consistently park vehicles across public sidewalks restricting pedestrian access. Mayor Juracek responded that parking vehicles across public sidewalks is prohibited by village code. Mr. Strahl stated that he would ask the police department to increase monitoring for this violation. Ms. Kelter also observed that someone had recently bleached the word "Royals" on a public sidewalk in her neighborhood. Mr. Dorsey responded that public works would examine the walk and take appropriate corrective action. There being no further business to discuss, the meeting was adjourned at 10:45 AM.
