HomeMy WebLinkAbout02/21/1991 SWC MinutesMOUNT PROSPECT RECYCLING COMMISSION MEETING MINUTES FEBRUARY 21, 1991 PRESENT: Bill Donovan, Elizabeth Herbert, Paul Hoefert, George Luteri, Carl Maas, Ken Westlake and Mary Winkler Lisa Angell - Public Works Janet Hansen - Mount Prospect Chamber of Commerce Doris Rentschler - Mount Prospect resident ABSENT: Dick Bachhuber and Joe Kubik CALL TO ORDER The meeting was called to order by Chairman Westlake at 7:35 PM. APPROVAL OF MINUTES The minutes of the January 19, 1991 minutes were approved as written. CITIZENS FORUM Mrs. Rentschler indicated she had no official business to bring before the Commission. COMMERCIAL RECYCLING Paul Hoefert and Janet Hansen presence d the draft of the business recycling brochure for review by the Commission. The brochure is a joint project of the Mount Prospect Recycling Commission and Chamber of Commerce. (The Mount Prospect Rotary Club is also sponsoring the project.) Focusing on the business community the brochure explains, why and how to recycle, including recommendations. Following a few minor revisions to the draft the Commission approved the document. The brochure will be distributed at the March 21, Chamber Luncheon, Ecology and Economics. Ms. Hansen brought a sample brochure to show the Commissioners the style and design of the recycling brochure. She also showed an award certificate similar to one she would like to have for businesses that recycle. Paul Hoefert then shared a few of the insights on business recycling he received from a gentleman at All State Insurance. Apparently one of the factors he cautioned Paul about was that some recycling companies may not want to work with small businesses. To avert this problem he suggested several smaller businesses coordinate their recycling programs to enhance working relationships with recycling companies. In closing, Paul credited Ms. Hansen for all her efforts on the business recycling program. STATUS REPORT ON EXISTING DATA Lisa Angell reported on the low participation rate at the Cottonwood Apartments; less than 3% participation. After a brief discussion the motion to discontinue curbside recycling at Cottonwood was moved, seconded and unanimously approved. Public Works staff will notify Village Administration regarding the Commission's recommendation and proceed under the Manager's direction. Chairman Westlake read the letter, he drafted, addressed to the Courts of Randview Homeowners Association. In essence, the letter is another attempt at having representatives from the Homeowners Association meet with the Commission to address curbside recycling concerns. The Commission will wait for a response from the letter before discussing alternative approaches to gaining Courts of Randview's approval for curbside recycling. The Homeowners Association contends the commingled system with dumpster type.containers is more conducive to their setting. SOLID WASTE CONTRACT BID Lisa Angell informed the Commission the bid packet had been mailed to prospective bidders and a prebid meeting is scheduled for February 26, 1991. Several Commissioners brought up the recent newspaper article regarding the Village's purchase of yard bags. Lisa explained that, per the terms of the current yard material contract, expiration July 31, 1991, yard material is collected at the curb in Village designated bags at a set fee to BFI. Therefore, the Board of Trustees approved the purchase of enough bags for the remainder of this contract. BALEFILL UPDATE Chairman Westlake updated the Commission on the most recent decision affecting the Balefill. The Army Corps of Engineers denied the permit for the balefill because 1) loss of bird habitat and 2)'an exhaustive search for alternative sights was not made. In response to'permit denial, the Solid Waste Agency of Northern Cook County will be filing a lawsuit. Vice Chair Luteri stated he thought he read in the paper that Mount Prospect is going to support SWANCC's lawsuit. OTHER BUSINESS The question was raised regarding recycling education and services to local schools and churches. Lisa indicated several of the schools have developed recycling education within their own curriculums and that curbside recycling is available to all schools and churches at no cost. It was suggested a letter about recycling be sent to all Churches and schools, as there still may be a few who are unaware of services available or just need further encouragement to participate. Mary Winkler stated she would draft a generic letter for that purpose. Lisa Angell informed the Commission she had been contacted by Friendship Conservatory regarding the Conservatory's Earth Day Program scheduled for April 27. As part of the program they are requesting a speaker to address "Closing the Recycling Loop". Chairman Westlake volunteered to make the presentation.
