HomeMy WebLinkAbout06/20/1991 SWC MinutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING MINUTES JUNE 20, 1991 PRESENT: Dick Bachhuber, Bill Donovan, Holly Tabbert-Johnson, George Luteri, Carl Maas, Harold Rentschler and Ken Westlake. Herb Weeks and Lisa Angell - Public Works staff Doris Rentschler - resident ABSENT: Elizabeth Herbert and Mary Winkler CALL TO ORDER The meeting was called to order by Chairman Westlake at 7:35 PM. APPROVAL OF MINUTES The minutes from the May 16 regular meeting were approved as written and the summary of the May 30 discussion was accepted as written. CITIZEN FORUM Mrs. Rentschler was present as an interested citizen but did not raise any questions or concerns for the Commissions consideration. COMMISSION APPOINTMENTS Chairman Westlake welcomed the newly appointed Commissioners Holly Tabbert-Johnson and Harold Rentschler. Ms. Johnson and Mr. Rentschler shared their experience and insight on solid waste issues with the Commission. Ms. Johnson also serves as President of Project People which has recently received its 2nd national award, Take Pride in America. Mr. Rentschler read an article from Popular Mechanics in reference to illegal dumping of used motor oil. Mr. Donovan related an incident of illegal dumping of used motor in Sauk Creek. Mr. Donovan also shared advances in the industry of oil filters. The filter being marketed will actually filter motor oil down to 1 micron, thus dramatically reducing the volume of used motor oil. The frequency of oil changes is also decreased with this filter. Mr. Weeks said he was aware of such a filter the only problem is that vehicle warranties are not honored if there is a problem with a car using this filter. CONTINUED DISCUSSION OF NEW SOLID WASTE CONTRACT Lisa Angell informed the Commission that the final draft of informational material was at the printer. Mr. Weeks stated the routing map did not follow the Village's leaf collection schedule as had been discussed at an earlier meeting. Ms. Angell stated the count of multifamily properties was complete and verbal contact with property managers/owners had made regarding the new contract. A number of the Commissioners had questions regarding ARC's readiness to implement the contract August 1. It was stressed how critical a successful transition from BFI to ARC was to the solid waste program. Mr. Weeks stated he would confirm ARC's ability to implement service effectively and efficiently by contract start date, ie, adequate equipment and staff. COMMISSION ACTIVITIES Althouth the Commission is unable to establish presentations to multifamily properties at this time, Chairman Westlake called on the Commission to be available to meet with multifamily managers, associations and/or tenants when needed. All the Commissioners agreed this was vital to the program and stated they would willing to make presentations. Harold Rentschler did state he would be gone for the next 6-8 weeks but available thereafter. Chairman Westlake suggested to the Commission that they participate in the Village's 4th of July parade. Following an exchange of ideas on what their involvement should be the Commission agreed on a display board exhibiting recyclables. Commissioners will walk next to the truck. Mr. Weeks stated he would provide the display board and truck. He also stated he would see about having special T-shirts made for the Commissioners. To prepare the display a work session was scheduled for June 25 and all Commissioners available were asked to attend. It was noted that Project People and ARC Disposal would also be in the parade. Ms. Angell was asked to contact the Village Clerk, Carol Fields to see if we could be grouped together in the procession. STATUS REPORT ON CURRENT PROGRAMS There were no questions or comments on the current programs. As Commissioners receive a written overview of programs with their monthly packets it was agreed only specific questions or concerns should be discussed. STATUS OF LOCAL DROP-OFF CENTERS Ms. Angell reported that the Arlington Heights Drop-off Center is only for Arlington Heights residents. Apparently there has been fly dumping at the site which Arlington Heights officials feel may be the act of non-residents. She also stated Des Plaines is phasing out their center located at Main Scrap. OTHER BUSINESS Ms. Angell asked if the Commissioners would each like their own copy of solid waste speakouts and Public Works response. The Commissioners agreed a synopsis of the Speakouts included in the monthly solid waste i report would be adequare unless there was correspondence of unusual concern. NEXT MEETING The next regular meeting was set for Thursday, July 18. Mr. Rentschler suggested the disposal of white goods containing freon be put on the agenda.
