HomeMy WebLinkAbout07/18/1991 SWC MinutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING MINUTES JULY 18, 1991 PRESENT: Dick Bachhuber, Bill Donovan, Elizabeth Herbert, Holly Tabbert-Johnson, George Luteri, Carl Maas, Ken Westlake and Mary Winkler. Herb Weeks and Lisa Angell - Public Works Staff Jim Kadlec - resident Larry Smith - Daily Herald reporter ABSENT: Harold Rentschler CALL TO ORDER: The meeting was called to order by Chairman Westlake at 7:35 PM. APPROVAL OF MINUTES The minutes from the June 20, 1991 meeting were approved as written. CITIZEN FORUM Mr. Kadlec expressed his support of the expanded recycling program. He and his family have been recycling for years and are anxious for the new program to be implemented. He did state though, that despite their efforst there may be times when his family will exceed the two (2) can limit. He expressed concern there may be other families with growing children that may experience the same problem. Mr. Kadlec stated he has heard a number of positive comments regarding the Village's solid waste program. He suggested that information regarding collection of materials, ie, volume and revenue be published on a regular basis. The Solid Waste Coordinator indicated this information has been published in the Village newsletter but could be done on a regular basis to keep residents apprised of their efforts. The question of yard material collection was also brought up under Citizens Forum. Mr. Weeks informed the Commission of the recent incidents of illegal dumping of yard bags, "fly dumping" on residential properties. Mr. Kadlec asked whether a community compost site was a feasible alternative. The Commission explained the difficulties of siting a compost facility as well as other negative factors associated with such a site to Mr. Kadlec. CONTINUED DISCUSSION OF NEW SOLID WASTE CONTRACT The Solid Waste Coordinator updated the Commission on implementation of the new contract: Bin delivery - the manufacturer has experienced a number of production problems which have set back delivery dates. Public Works still anticipates delivery of bins to all residents will be completed before August 1; this includes adhering instruction sheets to all the bins before delivery. The Coordinator acknowledged the efforts of Project PEOPLE in preparing 1,000 of the bins for delivery. Residents have already received their information packet and all calling with questions. Most questions are about the recycling program; residents are eager to participate. Meeting with ARC Disposal was held to finalize implementation. Multifamily property commingled recycling will be done on a phase-in basis. Implementation to begin by mid-August with all properties serviced by October. The Coordinator stated she has already been contacted by multifamily property managers to set a date for a recycling presentation. The presentation at Chrystal Towers will be made by Holly Tabbert- Johnson and the Coordinator. The Commission requested a listing of scheduled presentations be provided in advance of the Commission Meeting. The Coordinator stated she would make a list available on a regular basis. ARC has proposed a change in their reporting system on volumes collected. The modifications being made to their site will not accommodate the same type of weigh-in system available to BFI. ARC has requested an average weight be utilized. Spot checks entailing exact weights would be taken on a regular basis to ensure the accuracy of the average. Since the Village has an accurate basis to go on and we can establish an average of the new commodities before ARC's new system would take effect the Cormâ–ºission did not voice any objections. . The Coordinator reviewed additional information ARC is required to give the Village in their monthly report; market rates and markets used. DISPOSAL OF WHITE GOODS As Commissioner Rentschler was not present only a brief discussion was held on this subject. Commissioner.Luteri addressed the use of a freon substitute and the hazards associated with its use. Disposal of white goods will be on next months agenda. SPEAKERS BUREAU It was suggested a letter be sent, again, to civic and non-profit organizations making them aware of the Commission's availability to address their groups on solid waste issues. It was also suggested the Library be contacted for reserving their room for a presentation. The Solid Waste Coordinator will contact Brenda Wickmann, Special Service Coordinator for the Library. STATUS REPORT ON CURRENT PROGRAMS The Commission reviewed the information prior to the meeting and had no questions regarding the data. OTHERJ Commissioner Johnson who is also President of PROJECT P.E.O.P.L.E. showed the Commissioners the EARTH AWARD plague her organization presents to organizations who apply and successfully meet established environmental criteria. She thought the Village may be interested in pursuing the award. The Commission expressed their support and interest in the program. No formal action was taken but the Solid Waste Coordinator will discuss application procedures with Commissioner Johnson at a later date. NEXT MEETING The next regular meeting was set for Thursday, August 15. ADJOURN There being no other business the motion to adjourn was moved, seconded and unanimously approved.
