HomeMy WebLinkAbout09/19/1991 SWC MinutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING MINUTES SEPTEMBER 19, 1991 PRESENT: Dick Bachhuber, Bill Donovan, Elizabeth Herbert, Holly Tabbert- Johnson, George Luteri, Carl Maas, Harold Rentscheler, Ken Westlake and Mary Winkler. Qui Quang Di - Mount Prospect resident and businessman Herb Weeks and Lisa Angell - Public Works CALL TO ORDER The meeting was called to order by Chairman Westlake at 7:30 PM. APPROVAL OF MINUTES The minutes from the August 15, 1991 meeting were approved as written. Citizen Forum Mr. Qui with DADI AMERICA, INC., a local Mount Prospect business made a brief presentation to the Commission regarding his efforts to organize a three to four week recycling education program for 40 Chinese executives. Mr. Qui has requested assistance from the Village in developing a program. He also spoke about his company's interest in tire recycling and asked the Commission for any information or contacts they may know regarding tire reclamation. SOLID WASTE CONTRACT Several members of the Commission questioned the data from ARC regarding the volume and revenue from the commodities collected in August. The Solid Waste Coordinator stated a comparison had been made and some of the variance in prices between ARC and BFI may be due to a drop in the market. The Public Works Director indicated ARC had been contacted regarding market prices and Public Works staff will continue to monitor revenues. The Solid Waste Coordinator stated presentations had been made to five multifamily sites, two sites began service September 16th and 5 more sites were scheduled to begin service later this month. Follow-up letters to multifamily sites that have yet to contact Public Works are to be sent. The Coordinator reported presentations had been made to two schools and a church and two schools had been added to the curbside program. Several positive comments were made regarding the Commission's recent tour of ARC's Recycling Center and transfer site. It was suggested that the Village Board of Trustees be encouraged to tour these sites. There was also a request that a tour of Mallard Lake Landfill and Land and Lakes compost site be arranged for those individuals whose Commission began after last year's tours. Thanks to Commissioners Bachhuber and Luteri who took photographs at the transfer site and recycling center visuals aids will now be available for presentations. The pictures will be made into slides as well as booklet form. SPEAKERS BUREAU In response to the letter sent by the Commission to local civic and non-profit organizations the Kiwanis Club requested a presentation. Commissioner Holly Johnson volunteered to make the presentation. Commissioner Mary Winkler volunteered to make an October 1 presentation at St. Raymonds. HOUSEHOLD HAZARDOUS WASTE COLLECTION A brief discussion of the Village's resolution supporting a household hazardous waste collection day was held. The resolution will be sent to Mt. Prospect's state representatives requesting their support. Commissioner George Luteri suggested a clear definition of household hazardous waste and categorization of materials be our first priority. He feels an overall sweep without clear parameters will not resolve the long term problem these materials present. The Solid Waste Coordinator stated that Village Administration has also suggested researching alternative solutions, ie, contacting local paint vendors for disposal of paints and utilizing the Village Newsletter to assist residents in making environmentally safe choices regarding household materials. Commissioners Maas and Winkler volunteered to contact local paint stores and manufacturers. It was also agreed that, when possible, inserts providing solid waste information should be mailed with the Newsletter. The Solid Waste Coordinator informed the Commission on the status of Housebill 114 which requires resources be available statewide for the collection and disposal of household hazardous materials. At this time the bill is on the Governor's desk awaiting his approval. OTHER BUSINESS Mr. Weeks, Public Works Director, updated the Commission on the Village's leaf program. Village leaves will no longer be transported to the farm in Barrington, ARC Disposal, as part of the solid waste contract, will haul the leaves. Village staff will continue to collect the leaves. In response to a question about road reconstruction Mr. Weeks enlightened the Commission on asphalt recycling. He stated that in most instances bid proposals require the grindings be recycled. The question of recycling phone books was raised. Chairman Westlake stated he has had conversations with representatives from R.R. Donnelley in the past. It was the concensus that if the Village set up a collection program it should be at the same time new phone books are distributed. A few probable collections sites were mentioned. To acknowledge the tremendous effort the residents of Mount Prospect have made to reduce their solid waste stream Commissioner Dick Bachhuber agreed to draft a letter of thanks and submit it to the local newspapers. A request to place the collection of reusable household goods on October's agenda was made. NEXT MEETING The next regular meeting was set for Thursday, October 17.
