HomeMy WebLinkAbout12/19/1991 SWC MinutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING MINUTES DECEMBER 19, 1991 PRESENT: Bill Donovan, Dick Bacchuber, George Luteri, Carl Maas, Harold Rentschler and Ken Westlake. Holly Tabbert-Johnson and Mary Winkler arrived after the meeting was called to order. Lisa Angell - Public Works ABSENT: Elizabeth Herbert CALL TO ORDER: Chairman Westlake called the meeting to order at 7:40 PM. APPROVAL OF MINUTES: The minutes from the November 21 meeting were approved as written. CITIZEN FORUM: As there were no residents present the meeting proceeded to the next item on the agenda. SOLID WASTE SERVICES: The Solid Waste Coordinator reported on the following items: Yard material program - collection ended December 15; a few residents setting out yard material after their last scheduled collection were left with uncollected bags/containers at their curb. Multifamily recycling - two presentations were made to condominiums associations. Both sites requested implementation of the program in January of 1992. Letters to properties who have not contacted the Village regarding recycling will be sent. A return form will be included so there will be documentation from the property representative of their decision to participate or not. Volume -based refuse collection residential mailing - a copy of the draft mailing was distributed to Commissioners. Due to time constraints the draft was already submitted to the printer. However, the Commission's suggestion to include Public Works phone number can be added. The Commission gave their approval of the mailing reminding residents of the February 3rd implementation. Residential Solid Waste Survey - the question was raised whether the participants felt somewhat intimidated since a few of them had spoken out against the volume -based program. The Solid Waste Coordinator indicated the participants were willing to participate and, in fact, most stated with the expanded recycling they were down to two cans. Christmas Tree Collection - the program is scheduled from December 26 - January 15. The Coordinator stated the program will need to be reevaluated next year as disposal of the chips is growing more difficult. Based on last years response from residents, this type of chip is not in great demand. If the Village program is to continue an alternative disposal source must be secured. In other matters relating to the recycling program Commissioner Maas asked about the missed collection of several bins two weeks ago. The Coordinator explained that ARC held a meeting with the recycling drivers to discuss the collection of mixed paper in the Village. (She noted the Village was unaware of the meeting topic.) As a result of the meeting there was confusion over what ARC management had told the drivers and what the drivers actually did. According to ARC management the drivers were told not to collect mixed paper that was not prepared properly, ie, in a brown paper bag. However, rather than just leaving the mixed paper the drivers left all materials even if the other commodities were properly prepared. The same day it happened the Coordinator contacted ARC and was told the drivers would return to pickup all the materials. In addition, a meeting was held with ARC to discuss this procedure and residential "report cards". It was agreed residents would not have their mixed paper left behind without one notification. After residents receive one notice, the following collection any improperly prepared materials will be left behind. SPEAKERS BUREAU Chairman Westlake reported on his presentation last month to the Mount Prospect Jaycees. A January presentation by the Commission is scheduled for January 23 at the Library. Chairman Westlake will make opening remarks with a slide presentation to follow. All Commissioners in attendance will participate in the question/answer period. TELEPHONE BOOK COLLECTION The Coordinator reported Mount Prospect is on Don Tech's list to sponsor a telephone book collection in September of 1992. Commissioner Bacchuber mentioned that General Telephone is making changes to enhance the recyclability of its directory; changing paper fibers and use of recyclable adhesive. In addition, the size of the directory will be reduced. A brief discussion was held on the processing of telephone books. OTHER BUSINESS Vice Chair Luteri stated a biology teacher at Prospect High School is having students weigh their garbage. The Coordinator informed the Commission a booth had been reserved for information on solid waste programa at the Mount Prospect Expo scheduled the week of February 29 at Randhurst Mall. The Commissioners agreed to share responsibility in manning the booth for the two day event. NEXT MEETING The next regular meeting was set for Thursday, January 21. ADJOURNMENT There being no other business the motion to adjourn was moved, seconded and unanimously approved. The meeting adjourned at 9:30 PM. Respectfully submitted, M.
