HomeMy WebLinkAbout06/18/1992 SWC MinutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING MINUTES JUNE 18, 1992 PRESENT: Bill Donovan, George Luteri, Carl Maas, Harold Rentschler, Ken Westlake and Mary Winkler. Herbert Weeks - Public Works Director Rick Tiller - Daily Herald ABSENT: Dick Bachhuber, Elizabeth Herbert and Holly Johnson. CALL TO ORDER: The meeting was called to order by Chairman Westlake at 7:35 PM. APPROVAL OF MINUTES: The minutes from the May 21 and May 28 meetings were approved. CITIZEN FORUM: No residents were present. MARKETS FOR RECYCLABLES: Ken Van Byssum, Recycling Coordinator for ARC Disposal, gave an overview of the recycling market and answered various questions regarding this industry. Mr. Van Byssum stated all the markets are soft and, at this time, no new markets are opening up. A discussion regarding curbside collection of corrugated card- board was held. The Commission questioned what lead time ARC Recycling would need should the Village Board of Trustees ap- prove pickup. Mr. Van Byssum indicated ARC would need 30 days and collection would probably be done once a month using a pack- er truck. He also stated ARC has noted an increase in the amount of corrugated received at their drop-off site since the Village implemented the volume -based refuse collection. There was support among the Commissioners for once a month curbside collection of corrugated cardboard. Mr. Van Byssum was also questioned about marketability of mixed paper. He stated our end market user is satisfied with quality collected. The following questions were also raised but deferred for discus- sion at the July meeting when the Solid Waste Coordinator will be present to update the Commission: 1) Recycling of old telephone directories. 2) Collection of household hazardous waste. 3) Community awareness of plastic recycling. Mr. Van Byssum informed the Commission about the new Occupation- al Safety and Health Administration (OSHA) regulations regarding blood products. OSHA requires ARC to offer their employees hepatitis shots. Drivers are at risk because resi- dents will throw out used needles that have not been properly containerized. There have been instances where drivers have been stuck with the needle while handling residential refuse. He has asked the Village's assistance in educating residents on the need to properly contain discarded needles. Mr. Weeks noted that ARC Disposal has been doing a good job providing residential solid waste services. SOLID WASTE SERVICES: Several Commissioners questioned Mr. Weeks on the aftermath of the June 17th storm. Mr. Weeks commented that it had been 15 years since the Village had been hit by a storm of that severi- ty. As of Thursday, June 18 Public Works had logged over 600 complaints of damaged trees and over 60 trees were totally de- stroyed. He also stated Public Works will pickup spoiled food from residents who were without electricity. Curbside - Mr. Weeks reported, per the Solid Waste Coordinator, that 90% of the residents surveyed set out 2 cans or less of refuse weekly. Chairman Westlake stated 38 Illinois communities now have some variation of a pay by container program. Further discussion of the Village's solid waste program will be held at the July 16, meeting. 4th OF JULY PARADE: Vice Chair George Luteri, Commissioner Harold Rentschler and Chairman Ken Westlake stated they would be in the parade. The Solid Waste Coordinator will be asked to contact the Commission members not present whether they will be available. All available Commission members are asked to meet Thursday, June 25 to help prepare the float for the parade. PROCUREMENT POLICY: Deferred. WHITE GOODS MANAGEMENT RECOMMENDATION: The Public Works Director stated the white goods law will proba- bly be pushed back two years but suggested we begin community education as the ban on white goods in landfills will inevitably be enforced. PROJECT PEOPLE: Deferred. OTHER BUSINESS: It was noted that the Commission appreciates the solid waste data and related news articles provided to them. NEXT MEETING: The next meeting was scheduled for Thursday, July 16, 7:30 PM at the Public Works Facility.
