HomeMy WebLinkAbout09/17/1992 SWC MinutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING MINUTES SEPTEMBER 17, 1992 PRESENT: Dick Bachhuber, Bill Donovan, Holly Johnson, George Luteri, Harold Rentschler, Ken Westlake and Mary Winkler. Paul Wendell - resident Anna Kruckmeyer - Daily Herald Lisa Angell - Public Works ABSENT: Elizabeth Herbert CALL TO ORDER: The meeting was called to order by Chairman Westlake at 7:35 PM. Chairman Westlake apologized to the Commission for the manner in which discussion and voting was conducted during the August meeting. He stated Commission meetings will adhere more closely to Roberts Rules of Order. However, residents with comments or questions after Citizens Forum will be allowed to address the Commission according to acceptable procedures. MTNiiTF.q The minutes from the August 17, 1992 Commission meeting were unanimously approved as written. CITIZENS FORUM: Mr. Paul Wendell expressed his concerns over the Commission's recommendation to the Village Board of Trustees to implement a straight user fee system for solid waste services. Mr. Wendell also asked for clarification of the newspaper article which stated the Village would save money by going to this system. Chairman Westlake answered Mr. Wendell's questions about the news article. Mr. Wendell handed out a worksheet that factored out the cost to a typical homeowner if the Village went to the proposed system. Based on his figures residents would be paying more for refuse services but getting less service. He also expressed concern for those families already strapped by the economy. He stated he doesn't mind helping to subsidize these individuals for refuse services through his taxes. Mr. Wendell clearly stated his support of the Village's efforts to reduce the waste stream but questions the social and financial benefits of the user fee system. Several of the Commissioners responded to Mr. Wendell's concerns. The user fee concept and its effectiveness were discussed. SOLID WASTE PROGRAMS: One of the Commissioners questioned the role of the Commission; 1) Was the Commission to recommend programs that would reduce the municipal solid waste stream? or, 2) Was the Commission to recommend programs that would reduce the Village deficit? The Commission agreed that their charge was to evaluate and recommend program, policies, etc. that would reduce the Vil- lage's waste stream. Following further discussion one of the Commissioners withdrew her support of the user fee program in favor of a one container system. Although discussion on the user fee approach will continue all members agreed there should be a greater emphasis on recycling education. The Commissioners sense residents are not maximizing their current recycling opportunities. It was suggested that "Recycling Hints" become a part of the Village Newsletter. The Solid Waste Coordinator was directed to follow-up on this. The Solid Waste Coordinator shared with the Commission a sugges- tion that had been given to her to increase recycling participa- tion; that we provide direct positive reinforcement to resi- dent(s) for their efforts. For example, when the Solid Waste Coordinator is out in the community and she notices a home with a large volume of recyclables, that a personal letter of recogni- tion be sent to that resident/family. The Commission agreed this was another method that may maximize the recycling program. The Solid Waste Coordinator was asked if Public Works had devel- oped a plan of implementation, for the Commission's recommenda- tions, with supporting data, ie, how single family and multi -fam- ily units would be impacted. She stated Public Works was still analyzing the alternatives but should have a proposed plan by the October meeting. The Solid Waste Coordinator reported a letter had been submitted to ARC Disposal requesting pricing for additional recyclables. It was suggested that ARC be asked about the feasibility of collecting corrugated cardboard and yard material in the same truck. HOUSEHOLD HAZARDOUS WASTE: The Solid Waste Coordinator stated the final report had not been received from the IEPA but Public Works had been informed that Mount Prospect's, 5.7% turnout had exceeded the 3-4% average. RECYCLING - OLD TELEPHONE DIRECTORIES: Chairman Westlake asked if there was adequate coverage of the two sites. Vice Chair Luteri stated he has been attending to the site on Golf Road on a regular basis. The Solid Waste Coor- dinator indicated she has straightened books at both locations. She reported that while she was at the Randhurst location Marcia Lancaster from Fairview School delivered 250+ phone books from the collection promoted by the Fairview PTA. MONTHLY DATA: There was no discussion of the August or quarterly data included in the September information packet. OTHER BUSINESS: No other business was brought up for discussion. NEXT MEETING: The next meeting was scheduled for Thursday, October 15, 7:30 PM at the Public Works Facility. .an.'rmTPm There being no other business the meeting was adjourned at 9:40 PM.
