MEETING MINUTES
DECEMBER 17, 1992
PRESENT: Dick Bachhuber, Bill Donovan, Elizabeth Herbert,
George Luteri, Rodney Mobus, Harold Rentschler,
Ken Westlake and Mary Winkler.

CALL TO ORDER:
The meeting was called to order at 7:35 PM by Chairman Westlake.
Mr. Rodney Mobus was welcomed as a new member of the Commission.
APPROVAL OF MINUTES:
The minutes from the November 19 meeting were approved as writ-
ten.
CITIZEN FORUM:
Mr. Vlazny stated he was concerned about the escalating costs
associated with refuse service and its impact on the Village
budget. He suggested other aspects of the solid waste issue be
addressed.
Pressure at the manufacturers level to reduce packaging.
Transporting of trash by rail
Chairman Westlake indicated President elect Clinton's appointee
to head the US EPA, Carol Browner, strongly supported packaging
restrictions in the state of Florida and suspects she will con-
tinue in that direction.
Chairman Westlake also responded that it has been the Village's
approach to manage waste within our own jurisdiction rather than
shipping the waste. Another Commissioner commented on a video
about out of state.waste coming to Indiana and the negative
aspects of this type of activity.
Mr. Hendricks thanked the Commission for their contribution to
the community and was also appreciative for what he had gained
by attending the meetings.
SOLID WASTE AGENCY OF NORTHERN COOK COUNTY:
Vice Chair Luteri updated the Commission on the construction of
the Agency's transfer station and the Citizens Advisory Commit-
tee. At the December 2 Committee meeting the members reviewed
SWANCC's proposed well water monitoring program, the Good Neigh-
bor Agreement and Performance Evaluation; the evaluation is part
of the Good Neighbor Agreement.
There was a discussion regarding the construction site, specifi-
cally soil conditions, following Vice Chair Luteri's report.
The Solid Waste Coordinator stated there had been no direction
on whether the Village would apply for SWANCC's household hazard-
ous waste pilot program. She indicated it would cost the Vil-
lage approximately $10,000 plus personnel costs if selected.
SOLID WASTE PROGRAMS:
There appeared to be some discrepancy as to whether the Board
had made a final decision on the Commission's recommendation for
one container basic service program. One of the Commissioners
felt it was not a dead issue as the Board was still reviewing
the budget and programs. However, there was a sense, based on
the last Committee of the Whole Meeting that the Board would not
alter the program under the current contract.
The Solid Waste Coordinator addressed the problem of fly dumped
yard material. One of her concerns is with landscapers who are
including the cost of composting in their service and then ille-
gally dumping the material. The Commission discussed methods of
reducing this problem, however, no firm approach was determined.
Commission members also commented on the variations for payment
of volume based programs presented in the articles included with
their information packet.
MULTIFAMILY SITES:
The Director of Planning and Zoning asked the Commission's in-
volvement in drafting an ordinance addressing specifications for
accommodating recycling toters/refuse dumpsters at new multi -fam-
ily sites. Currently there are no specifications other than
requiring enclosures for the refuse containers.
Although the Commission agreed to draft an ordinance it was
suggested a subcommittee be formed to do so. Commissioners
Bachhhuber, Mobus, Westlake and Winkler volunteered for the
subcommittee. The Solid Waste Coordinator will provide copies
of the Village's ordinance addressing enclosures and ordinances
from other Village's pertaining to this subject. The subcommit-
tee will set a meeting date at the January 1993 meeting.
MONTHLY DATA:
The Solid Waste Coordinator explained the revised reporting
system from ARC Disposal which gives a separate weight for glass
and mixed glass. The mixed glass is marketed as cullet, howev-
er, there is no revenue to the Village for this material.
OTHER BUSINESS:
Holiday Wishes and a note of thanks were extended to the Commis-
sioners on behalf of the Mayor and Board of Trustees.
NEXT MEETING:
The next meeting was scheduled for January 21, 1993 at 7:30 PM
in the Public Works Facility.

seconded and unanimously approved. The meeting was adjourned at
9:40 PM.
