HomeMy WebLinkAboutRes 32-15 10/06/2015 Acknowledging the Contributions of John MalcolmRESOLUTION NO. 32-15 A RESOLUTION ACKNOWLEDGING THE CONTRIBUTIONS OF JOHN MALCOLM TO THE VILLAGE OF MOUNT PROSPECT WHEREAS, JOHN MALCOLM has served the Village of Mount Prospect faithfully and with great distinction for more than 29 years, beginning his career as a member of the Mount Prospect Fire Department on August 18, 1986, as a Firefighter/Paramedic; promoted to the rank of LieutenanbParamedic on October 3, 1994, promoted to the rank of Deputy Fire Chief on May 5, 1998 and finally, to the rank of Fire Chief on November 3, 2010; and WHEREAS, JOHN MALCOLM has brought an undying loyalty to the Mount Prospect Fire Department, a clear understanding of organizational needs and priorities, a commitment to carefully defined objectives, a wisdom born of experience and the courage to always do the right thing for the right reason; and WHEREAS, JOHN MALCOLM has exemplified the utmost standards of public service and stewardship as he led the Fire Department - ensuring superior fire protection and community services essential to the safety and quality of life for all residents of Mount Prospect; and WHEREAS, under the leadership of JOHN MALCOLM, the Fire Department has received over $1,000,000 in Federal Grants to enhance the fire protection and medical services for the Village of Mount Prospect and in 2015 secured an additional $1.3 million dollars to hire six (6) new fire fighters through the Staffing for Adequate Fire and Emergency Response (Safer) Grant program; and WHEREAS, JOHN MALCOLM successfully maintained the budget of the Fire Department by balancing the need for fiscal conservativeness with the need to deliver effective and efficient professional fire services; and WHEREAS, through his leadership, management, and dedication, JOHN MALCOLM was instrumental in the successful completion of numerous Village projects; new construction of Fire Station 14 and remodeling of Fire Station 13; Emergency Operations Center — operations and hazardous management plans; Incident Action Plans (IAPs); updated fire department standard operating procedures and revisions to the Board of Fire and Police Commission Rules and Regulations; and WHEREAS, JOHN MALCOLM provided guidance, leadership, and representation in multi - jurisdictional agencies and professional organizations including Illinois Fire Chief's Association, International Association of Fire Chief's, Illinois Emergency Management Association, Illinois Fire Safety Alliance (Appointed Director), Northern Illinois Emergency Management Consortium Member, Cook County Department of Homeland Security (EOP Committee and Vice President) — MABAS Division 1 and Northwest Central Dispatch (911) Executive Committee; and WHEREAS, JOHN MALCOLM continually demonstrated his true compassion for helping others by fostering numerous charitable causes and organizations including; Toys for Tots, Village food drives, Meals from the Heart (Ronald McDonald House) United Way and the Illinois Burn Camp (Charity Golf Outing.) Perhaps his compassion and warm heart was most evident during those special moments he shared with little future fire fighter(s) or the family who shared a heartfelt story of how the fire department touched their lives; and WHEREAS, as a highly regarded and respected leader JOHN MALCOLM brought pride, integrity and professionalism to the workplace every day; and WHEREAS, JOHN MALCOLM was never too tired or busy to personally respond to emergencies; and, like all firefighters has relied on support from his family throughout his career; and therefore his wife Denise and daughter Meghan share in this honor; and WHEREAS, JOHN MALCOLM will retire from service to the Village of Mount Prospect on October 9, 2015. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Mayor and Board of Trustees of the Village of Mount Prospect do hereby acknowledge the many lasting contributions of JOHN MALCOLM during his more than 29 years of outstanding service to our Village and its residents. SECTION TWO: That the Mayor and Board of Trustees of the Village of Mount Prospect do hereby recognize JOHN MALCOLM for his more than 29 years of dedicated service to the Village and hereby express our gratitude for his leadership and many contributions to the community and extend our best wishes to him in all his endeavors. SECTION THREE: That the Mayor and Board of Trustees of the Village of Mount Prospect do hereby declare Friday, October 9, 2015 as "JOHN MALCOLM DAY" in the Village of Mount Prospect. SECTION FOUR: That a copy of this Resolution be presented to JOHN MALCOLM as a permanent record of the recognition, respect and reverence expressed herein. SECTION FIVE: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law. AYES: Mayor Arlene A. Juracek, Trustees Paul Wm.
