HomeMy WebLinkAbout04/15/1993 SWC MinutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING MINUTES APRIL 15, 1993 PRESENT: Dick Bachhuber, Bill Donovan, Elizabeth Herbert, George Luteri, Holly Tabbert-Johnson, Rodney Mobus, Ken Westlake and Mary Winkler. Lisa Angell - Public Works Staff ABSENT: Harold Rentschler CALL TO ORDER: The meeting was called to order at 7:40 PM by Chairman Westlake. APPROVAL OF MINUTES: The minutes from the March 18, 1993 meeting were approved as written. CITIZEN FORUM: No residents in attendance; the Commission moved on to the next item on the agenda. SOLID WASTE PROGRAMS: . Multifamily - The Solid Waste Coordinator stated two addition- al multifamily sites have committed to the recycling program. Pickwick Commons West - 153 units; meeting is to be scheduled with.all building owners. Prospect Commons - 344 units; although there are four different management companies involved one of the management groups has agreed to program implementation but would like to wait until the weather is warmer. In March ARC abruptly changed their practice of collecting recyclables with contaminants. Without warning ARC faxed a list of multifamily sites whose recycling toters were not collected due to contaminants. The SW Coordinator reported there was no forewarning and she has spent a great deal of time trying to get the program back on track. In addition to cleaning out contain- ers, she wrote letters to the property managers asking their assistance in keeping the containers free of contaminants and had special decals made up and adhered to the containers. (The decals state no garbage, no plastic bags in Spanish and Eng- lish.) Although there is occasional raw garbage in the toters, the biggest contaminant is plastic bags. (Arc refused to pickup containers with just one plastic newspaper sleeve!) The Coordinator has discussed her concerns with ARC regarding the manner in which they changed their practice; ARC had previ- ously picked up toters with contaminants and never indicated it was a problem. While the Coordinator recognized the problem needed to be addressed, once she was aware of it, she felt ARC should have allowed a period for re-education before refusing to collect the containers. ARC indicated they were forced to take immediate action based on feedback from their markets. Single Family - Public information regarding Clean-up Week included, newspaper articles, an interview on Talk of the Town, the Civic sign and an article in the Village Newsletter. Yard Material - The yard material program will begin April 1. The same article.addressing yard material collection will be reprinted in the Summer Newsletter. OPEN HOUSE: The Commission made their work schedule for the May 15 Open House. The schedule for the mini seminars was also set; each seminar will run approximately 15 minutes in the Public Work's Training Room. Yard Material Management - Composting George Luteri - 9:30 AM and 10:30 AM Proper Preparation of Recyclables Mary Winkler - 10:00 AM and 11:00 AM A yard material display including two compost bins were con- structed by Public Works staff. SOLID WASTE AGENCY OF NORTHERN COOK COUNTY: Vice Chair Luteri reported on the Village of Glenview's annexa- tion of the Wheeling Township Transfer Station. He also provid- ed history on zoning of that property. Vice Chair Luteri stated the Des Plaines Times had printed the letter submitted by the "real" SWANCC Citizens Committee request- ing retraction of a letter signed "SWANCC's Citizens Committee but edited criticism of the Newspaper. MONTHLY DATA: It was noted that the Village exceeded a million pounds in recyclables again this month. 0 OTHER BUSINESS: The Commission requested the Coordinator inform SWANCC of Commis- sioner Mobus' appointment and have him added to the list for RESOURCE, SWANCC's publication. NEXT MEETING: The next meeting was set for Thursday, May 20, 7:30 PM in the Public Works Facility, 1700 West Central Road. ADJOURN: The motion to adjourn was moved and unanimously approved.
