MOUNT PROSPECT SOLID WASTE COMMISSION
MEETING MINUTES
MAY 20, 1993
PRESENT: Dick Bachhuber, Bill Donovan, Holly Tabbert-Johnson,
George Luteri, Rod Mobus, Harold Rentschler and Ken Westlake.

CALL TO ORDER:
The meeting was called to.order at 1:30 PM by Chairman Westlake.
APPROVAL OF MINUTES:
The minutes from the April 15, 1993 meeting were approved as
written.
CITIZEN FORUM:
No residents in attendance; the Commission moved on to the next
item on the agenda.
SOLID WASTE PROGRAMS:
The Solid Waste Coordinator reported there had been a marked
decrease in the number of contaminants in multifamily recyc-
ling toters since a joint re-education effort was implemented
by the Public Works Department and property managers/owners.
. Public education regarding the addition of aerosol cans,
except paint cans was initiated at the Public Works Open
House. An article will appear in the Summer edition of
the Village Newsletter and a'news release was submitted
to the local newspapers.
The Village continues to receive reports of illegal fly
dumping of yard material. There is a concern that landscap-
ers may be responsible for this activity as method to avoid
tip fees at the compost sites or because the material
has been rejected by the compost facility, ie, material has
an unacceptable odor.
MONTHLY DATA:
The monthly data was distributed at the meeting for review by
Commission members. It was noted that volume for the month of
April exceeded 1 million pounds.
OPEN HOUSE:
The Commissioners agreed that despite the seemingly lack of
interest in attending "mini -seminars" the solid waste display
area was well attended. The overall response to the Village's
solid waste management program was positive.
The Solid Waste Coordinator thanked the Commission members for
their continued support and participation in the annual Public
Works' Open House.
SOLID WASTE AGENCY OF NORTHERN COOK COUNTY (SWANCC):
Vice Chair Luteri reported the Pollution Control Board had ruled
in favor of SWANCC in the Des Plaines lawsuit. Although Des
Plaines can appeal the decision it is doubtful the City will
seek further action.
Chairman Westlake reported on the US EPA's recent recommendation
to the Army Corps of Engineers to deny SWANNC's permit for the
proposed balefill. Several reasons were cited including
SWANCC's failure to adequately examine alternative sites and the
presence of a Heron Rookery at the proposed site.
The US EPA's recommendations will be considered along with other
opinions as part of the Army Corps of Engineers decision process
for the permit.
OTHER BUSINESS:
The Commission expressed their interest in participating, once
again, in the 4th of July parade. There was a suggestion to
make this year's theme aerosol cans and design an aerosol can
for the float. The Solid Waste Coordinator stated she would
contact the Steel Can Industry to see if they had a promotional
figure available for the float.
There was a brief discussion on changing the meeting night,
however, due to various conflicts the consensus was to keep the
meetings the third Thursday of every month.
NEXT MEETING:
The next meeting was scheduled for Thursday, June 17, 7:30 PM in
the Public Works Facility, 1700 West Central Road.

proved. The meeting adjourned'at 8:45 PM.
