HomeMy WebLinkAbout01/20/1994 SWC MinutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING MINUTES JANUARY 20, 1994 PRESENT: Dick Bachhuber, Bill Donovan, Holly Johnson, George Luteri, Rod Mobus, Harold Rentschler, Ren Westlake and Mary Winkler. Bob Heselbarth Diane Preinitz Dave Schein Lisa Angell - Daily Herald - Resident - Resident - Solid Waste ABSENT: Elizabeth Herbert Reporter Coordinator CALL TO ORDER: The meeting was called to order at 7:39 PM by Vice Chair George Luteri. (Chairman Westlake arrived at approximately 7:45 PM.) APPROVAL OF MINUTES: The minutes from the November 18, 1993 meeting were approved with the following correction: Under Other Business, Page (two) 2, third (3rd) paragraph, line one (1) now reads: At the request of the Public Works Director, Mr. Don Pastor....; should read. At the request. of the Public Works Director, Mr. Don Pastor of.... CITIZEN FORUM: - Mr. Schein stated he decided to come after being extended sever- al invitations by the Solid Waste Coordinator to attend and to share any comments or suggestions he might have with the Commis- sion. Ms. Preinitz arrived after Citizen Forum was closed; her com- ments can be found under Other Business. SOLID WASTE PROGRAMS/MONTHLY DATA: The Solid Waste Coordinator distributed solid waste data for 1993. She commented that due to ARC changing their monthly reporting system, data for the individual items was not avail- able. The Coordinator then added that the Village was consider- ing ARC's current proposal for adjusting the revenue to the Village for the sale of recyclables. The Coordinator also reported on the following: . Yard material collection will begin again April 1. Christmas. tree collection went very well this year. No negative comments that the trees were not composted this year. SOLID WASTE BID PROCESS: The Solid Waste Coordinator updated the Commission on the bid process for the residential solid waste contract; the current Contract expires July 31 1994. February 7 - bids mailed to waste haulers February 16 - prebid meeting; 1:30 PM March 7 - bid opening; 10:00 AM March 22 or 29 - presentation of bid results and- recommendations ndrecommendations (The presentation to the Mayor and Board of Trustees is sched- uled for March 22 but should the presentation be postponed the 29th has been identified as an alternate date. Chairman Westlake will be making the presentation for the Commission.) Commissioner Donovan suggested. that the bid_ proposal include- pricing for a 5 year contract as an option. SOLID WASTE AGENCY OF NORTi ERN COOK COUNTY: Vice- Chair Luteri gave a report on the January 5, Citizen's Advisory meeting and walk through of the Wheeling Township Trans- fer Station. . T'ae transfer station will open February 1, 1994. The fourth (4th) bay in the transfer station is designated for yard material. The IEPA permit allows the up to 100 cubic yards of baleable waste to be left overnight in the facility if it is stored in a covered container. Representatives from the Citizens' Committee will inspect the transfer station under the following guidelines for notifying SWANCC and/or the operator. (Committee members will share in the responsibility of the. inspections, it is not intended that the entire Committee be present at all the inspections.) Once a quarter - no prior notice of inspection needs to be given. Once a quarter - one hour prior notice needs to given. All other inspections require a minimum 12 hour notice. The Committee and SWANCC developed an inspection sheet for the Committee to use when conducting inspections. When asked his opinion of the project, he stated he felt SWANCC has done a very good job. OTHER BUSINESS: Diane Preinitz announced Westbrook School had purchased two (2) park benches made from recycled plastic. The purchases were made possible from the $200 grant received. from SWANCC and anoth- er $200 from the School. The Solid Waste Coordinator stated that the Public Works Depart- ment was also doing its part to close the recycling loop. The Forestry Division purchased two (2) park benches made from recycled. plastic and the Streets division purchased parking bumpers from recycled plastic. The parking bumpers are manufac- tured by a local business, Envirowood. The Coordinator showed the Commission copies of the SWANCC "Green Pages.", a recycling reference book. The book is an excel- lent source of recycling information available to staff and residents in the member communities. NEXT MEETING. - The next meeting is scheduled for Thursday, February 17, 7:30 PM at the Public Works Facility, 1700 W.
