HomeMy WebLinkAbout02/17/1994 SWC MinutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING MINUTES FEBRUARY 17, 1994 PRESENT: Bill Donovan, Holly Johnson, George Luteri, Rod Mobus and Harold Rentschler. Lisa Angell, Solid Waste Coordinator ABSENT: Dick Bachhuber, Elizabeth Herbert, Ken Westlake and Mary Winkler. CALL TO ORDER: The meeting was called to order at 7:40 PM by Vice Chair George Luteri. APPROVAL OF MINUTES: The minutes from the January 20, 1994 meeting were approved as written. CITIZENS FORUM: Other than the Commission members no residents were in attendance. SOLID WASTE PROGRAMS: The Solid Waste Coordinator stated there were no significant changes in programming or services. As a side note she did relate the difficulty the Village does encounter collecting payment to for solid waste services from certain properties. Since the Village took over billing multifamily properties service is no longer disrupted for nonpayment, however, the Village has the legal option of placing alien on a property if payment is past due. Although the Village has never utilized this approach it is an option that may be considered if necessary. SOLID WASTE DATA: The Coordinator stated both the volume of materials and monthly participation rate reported by ARC Disposal was down in January. While the decrease in volume may be consistent with the lower volumes reported during the same period from previous years, the participation rate was unusually,low. Although the Commission felt participation may have been affected by weather conditions the Coordinator suggested a sample survey of recycling set -outs may be done to compare with the haulers data. (It should be noted that volume of material collected is the more critical of the two statistics in evaluating program success.) SQLID WASTE BID PROCESS - UPDATE: The Solid Waste Coordinator distributed copies of the Solid Waste Bid Specifications including Addendum's N0. 1 and 2 to the Commission. Since the Commissioners did not have time to peruse the document during the meeting the Coordinator highlighted the significant additions/revisions to the bid specifications. She also reported on the prebid meeting and Addendum N0. 2 which was drafted as a result of questions raised at the prebid meeting. SOLID WASTE AGENCY OF NORTHERN COOK COUNTY: Vice Chair Luteri reported that he completed his first inspection of the Wheeling Township Transfer Station and found no deficiencies. He continued to say that the facility was very clean and there was no odor outside the facility. While he was there the cameras inside the balers were operational; the cameras are able to identify unacceptable materials. The cycle time per bale is approximately 60 to 90 seconds. OTHER BUSINESS: • The Solid Waste Coordinator reported that the owner of Chicgoland Processing, Mr.John Obie was awarded the Village's Waste Not, Want Not award at the January 29, 1994 Celestial Celebration. Chicagoland Processing is a local business which includes Environmint and Envirowood; manufacturers of products made from recovered resources. • There was also a question regarding the sale of Village yard material/refuse stickers by businesses outside of Mount Prospect. (The question was prompted by the letter sent to a Arlington Heights business that had been selling stickers without Village authorization; the business had received stickers from a Mount Prospect business selling the stickers.) The Coordinator stated the Arlington Heights business did not respond to the letter but the Commission could discuss the issue of expanding the sale of Village stickers to businesses outside of Mount Prospect at the next meeting. NEXT MEETING: The next meeting is scheduled for Thursday, March 17, 7:30 PM at the Public Works Facility, 1700 West Central Road. ADJOURNMENT: There being no further business the motion to adjourn was moved, seconded and unanimously approved. The meeting adjourned at 8:25 PM. Respectfully submitted,
