HomeMy WebLinkAbout11/17/1994 SWC MinutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING OF NOVEMBER 17, 1994 PRESENT: Dick Bachhuber, Bill Donovan, Holly Johnson, George Luteri, Rod Mobus, Harold Rentschler and Ken Westlake. Lisa Angell, Public Works ABSENT: Elizabeth Herbert and Mary Winkler CALL TO ORDER Chairman Westlake called the meeting to order at 7:35 PM. APPROVAL OF MINUTES The minutes from the October 20 meeting were approved as written. CITIZEN FORUM There were no residents in attendance to address the Commission. SOLID WASTE PROGRAMS/MONTHLY DATA The Commission discussed mandatory recycling at multifamily properties. Although several communities including the city of Chicago have mandated recycling at multifamily sites the general consensus among the Commission was that this approach would not benefit the program at this time. The Village currently has a strong voluntary program that includes over 90% of the townhomes and condominiums and several apartment complexes. It was felt that enforcing a mandatory recycling program at this time would only compound the existing problem with proper disposal of solid waste at some of the apartment complexes. The Commission did support a program for the multifamily sites that patterns the modified volume -based program used for single family units, i.e., containers exceeding a designated , inventory will be billed at full cost to the property. Commission members commented they were surprised there was not a marked increase in the amount of recyclables collected with the expanded program. COMMERCIAL RECYCLING The Coordinator reported that she had been contacted by Janet Hansen of the Mount Prospect Chamber of Commerce regarding the tour of the Park Ridge commercial recycling program - (The tour will be scheduled sometime after the first of the year. ) The Coordinator also discussed with Ms. Hansen the Chambers assistance in assessing the interest and/or needs for recycling services to the business community. Ms. Hansen indicated she would present this topic to the Chamber's Governmental Affairs Committee for their recommendation. SWANCC Although Vice Chair Luteri had no formal report he did, at the request of the Commission, explain why the agency's had made application for changes in the transfer station's operating permit. OTHER BUSINESS: Chairman Westlake suggested the Adopt -A -Highway program be once again considered for implementation in the Village. He indicated he would do additional research but did note that there were a number of communities in this area that were program participants. He also reported on the program conducted by Honeywell in Minnesota that recovers thermostats containing mercury. NEXT MEETING: The December Commission meeting was canceled; the next Commission meeting was scheduled for January 19, 1995, 7:30 PM in the Public Works Facility at 1700 West Central Road.
