MEETING MINUTES
AUGUST 17, 1995
PRESENT: Dick Bachhuber, Bill Donovan, George Luteri, Rod Mobus, Mary Rosen,
Harold Rentschler, Ken Westlake and Mary Winkler.

CALL TO ORDER:
Chairman Westlake called the meeting to order at 7:30 PM.
APPROVAL OF MINUTES:
The minutes from the April 20, 1995 meeting were approved as written.
The minutes from the June 15, 1995 meeting were approved as written.
CITIZEN FORUM:
No residents were in attendance to address the Commission.
SOLID WASTE PROGRAMS/DATA:
The Coordinator reported there had been a few cases of illegal disposal of yard material in the
multifamily refuse containers. In an effort to effectively communicate with individuals caught
disposing yard material in the containers but do not understand English it was suggested the
Coordinator carry cards with the appropriate information written in Spanish. This method will be
used until the Coordinator meets with the Spanish social worker to acquire the necessary verbiage
in Spanish to verbally communicate the information.
A suggestion to modify the recycling report will be incorporated; report to note that the revenue
corresponding to the sale of paper fiber or aluminum actually reflects the aggregate revenue
generated for the sale of all materials collected in the program.
The Coordinator stated there has been an increase in the theft of recyclables in both the residential
program as well as commercial properties. Apparently with the materials at a premium and the
ease of accessibility some individuals have found a quick and "illegal" money maker. Mount
Prospect does have an anti -theft ordinance for recyclables that can be applied To date no one has
been arrested but one individual did have the aluminum confiscated after collecting the material
from the blue bins. A number of residents have called in to complain about the illegal activity
and both the Coordinator and the Police are following-up on the complaints.
Request was made to obtain information on the collection of pica boxes in the Arlington Height's
residential recycling program.
COMMERCIAL RECYCLING
The Coordinator gave a brief update on the SWANCC pilot commercial recycling project in Park
Ridge. She also informed the Commission SWANCC will be sponsoring their second pilot
commercial recycling project in Arlington Heights.
The Commission agreed to proceed with the commercial recycling survey as planned. The
Coordinator stated she would submit the survey for review and approval by Village
Administration and then contact the Mount Prospect Chamber of Commerce. She will also
discuss the necessary procedures for applying for private funds to sponsor a pilot commercial
recycling project with Commissioner Johnson.
ADOPT -A -HIGHWAY PROGRAM
The Coordinator reported that based on the limited viable areas for the Adopt -A -Highway
Program in the Village, the program was not warranted at this time.
SWANCC
Vice Chair Luteri stated he is scheduled to inspect the transfer station nest month.
OTHER BUSINESS
In response to the recent discovery of potentially hazardous chemicals in a Mount Prospect
Apartment, the Commission held a discussion regarding the proper disposal of household
hazardous materials and the difficulty residents have in disposing of the waste.

The next meeting is scheduled for Thursday, September 21, 7:30 PM in the Public Works Facility,
1700 West Central Road.

There being no further business the meeting was adjourned at 9:10 PM.
