Juracek Trustee Paul Hoefert Trustee Richard Rogers Trustee John Matuszak Trustee Colleen Saccotelli Trustee Steven Polit Trustee Michael Zadel APPROVAL OF MINUTES OF THE COMMITTEE OF THE WHOLE FOR JUNE 9 2015 APPROVAL OF MINUTES OF THE JOINT WORKSHOP' JULY 14.2015 APPROVAL OF MINUTES OF THE JOINT WORKSHOP AUGUST 11„ 2015 CITIZENS TO BE HEARD CRAFT BREWERY AND BREW PUB LIQUOR LICENSE CLASSIFICATIONS The creation of a new specialty craft brewery and brew pub liquor license classifications was discussed at the June 9th Committee of the Whole Meeting. The Village Board supported these additional liquor license classifications with minor modifications Staff requests direction on any final modifications to the draft ordinance and create two new liquor classifications - Craft Brewery (S-8) and Brew Pub (F-8) - due to the differences in definitions. CHAPTER 13 "HAPPY HOUR" DISCUSSION On July 15, 2015 Illinois legislature passed Public Act 99-0046 restoring previously banned "happy hour" practices in Illinois. As a home rule municipality our Chapter 13 prohibits these practices in Mount Prospect liquor establishments. The new law allows for reducing prices of alcoholic drinks during a specified drink promotion period, serving of spirit infused drinks and allowance of meal and party packages. As social expectations evolve over time and in lieu of the recent state law change it becomes necessary to periodically review our Village Code and become current with state legislation for the stimulus of our restaurant economic development. Attached you will find a comparison between the state newly passed "happy hour' law and Mount Prospect current Chapter 13 regulations, a memo from the Chief of Police Tim Janowick and the proposed draft ordinance which allows the previously banned policies as well as new practices. Staff is requesting direction from the Village Board on whether to reinstitute these promotional concepts into Mount Prospect Chapter 13. Appropriate staff will be on hand to answer questions and facilitate discussion on whether to restore "happy hour' and related new promotions.
