MAIN ST. (CENTRAL PLAZA) Central Plaza has been neglected for several years and has significantly deteriorated creating a nuisance to the public. Numerous attempts were made by staff to locate the property owner to rehabilitate the property without success. Unfortunately the owners have not been responsive and the Plaza has deteriorated past the point of repair and is a public nuisance. Given these facts, the Village sought and received a Final Default Order and Injunction for Demolition from the Circuit Court of Cook County. The order was granted to the Village and all required notices have been given to all potential owners of our intent to pursue the demolition of the Plaza. The Community Development Department solicited proposals to demolish the Plaza and met with prospective bidders on site to review the proposed work. Four proposals were submitted by demolition contractors. All four firms are capable of performing the services requested and have performed similar work for other local municipalities. Listed below are the cost proposals that were submitted for the demolition work: Company Base Proposal Albrecht Enterprises $216,500 Langos Corporation Martam Construction, Inc. $265,000 $294,312 Robinette Demolition, Inc. $365,000 Staff requested pricing on six different options for filling the approximately 5,400 square foot basement area. The options ranged from leaving the precast floor in place to filling the basement with alternative fill options. Option A: Leave deck in place. Secure all openings with steel plates. Option B: Leave deck in place. Secure all openings with plywood secured with locks as necessary. Central Plaza Demolition Proposals June 30, 2015 Page 2 Option C: Backfill basement with recycled crushed brick from onsite. Cap final 12" with backfill of 3" stone. Option D: Backfill with clay. Cap final 6" of backfill with topsoil. Cover all top soil with seed blanket. Option E: Backfill completely with 3" stone. Option F: Backfill completely with CA -6 recycle. NA NA $150,000 $150,000 $150,000 $150,000 Staff is recommending accepting the base proposal from Albrecht Enterprises, Inc. for the demolition services in an amount not to exceed $216,500. Based upon feedback from the contractors regarding safety, drainage and reuse of the material, staff is recommending option E, which calls for filling the basement with 3" stone. Albrecht's proposal for filling the basement with 3" stone is an additional $80,000, therefore the total cost for demolishing the building is $296,500. Once the structure is successfully removed through the demolition process, the Village will hire an environmental firm to remove all contaminated soils and obtain a full No Further Remediation Letter from the Illinois Environmental Protection Agency. The Village has issued a Request for Proposals for the environmental work and will bring the results before the Village Board for approval after all responses have been evaluated. The goal is to initiate the environmental work immediately after the demolition work is completed. This may impact the timing of when the basement gets filled as there may be contaminated soils below the basement. Once all of this work is completed, the Village will file the necessary priority lien to recuperate all costs associated with this project. Sufficient funds are available in the Downtown Development Fund to cover these expenses and staff will process a budget amendment later this fall to reflect this expense. Please forward this memorandum to the Village Board for their review and consideration at the July 21St Village Board meeting. Staff will be present to answer any questions related to this matter.
