Mayor's Report 08/18/2015 PROCLAMATION METROPOLITAN MAYORS CAUCUS TH CELEBRATING THE 25 ANNIVERSARY OF THE PASSAGE OF THE AMERICANS WITH DISABILITIES ACT WHEREAS, nearly 1 in 5 residents of the United States have a disability; and WHEREAS, the population of people with disabilities is increasing among all age groups; and WHEREAS, people with disabilities are more likely to be disadvantaged socially, vocationally, economically, and educationally; and WHEREAS, the Americans with Disabilities Act was signed into law on July 26, 1990 by President George H. W. Bush; and WHEREAS, it is appropriate to pause and recognize the Americans with Disabilities Act as a wide ranging and landmark piece of civil rights legislation that prohibits discrimination based on disability; and WHEREAS, in enacting the Americans with Disabilities Act (ADA), Congress recognized that persons with individuals with disabilities are to assure equality of opportunity, full participation, independent living, and economic self sufficiency; and WHEREAS, the ADA has expanded opportunities for Americans with disabilities by reducing barriers and changing perceptions, and increasing full inclusion in community life; and WHEREAS, despite the great strides that people with disabilities have made as a result of the Americans with Disabilities Act, barriers remain; and WHEREAS, the goals of ADA 25 are to foster public recognition that disability is a natural part of the human experience and expand opportunities for people with disabilities to participate fully in civic, social and economic life of the nation, our state and our community. NOW, THEREFORE, I, Arlene A. Juracek, Mayor of the Village of Mount Prospect, hereby resolve that the Village of Mount Prospect encourage the reduction of stigma and discrimination against people with disabilities. And, as a community we remember there is no higher calling then to recognize the dignity and worth of all people. ____________________________ Arlene A. Lisa Angell Village Clerk Dated this 5th day of May, 2015 Village of Mount Prospect Mount Prospect, Illinois INTEROFFICE MEMORANDUM TO:MAYOR ARLENE JURACEK AND BOARD OF TRUSTEES FROM:ADMINISTRATIVE ASSISTANT DOREEN JAROSZ DATE:AUGUST 12, 2015 SUBJECT:CHANGE OF OWNERSHIP PHOTO’S HOTDOGS 1708 KENSINGTON ROAD REQUEST FOR A NEW CLASS “F2” LIQUOR LICENSE On Tuesday, August 11, 2015Acting Village Manager andAdministrative Assistant to the Village Manager met with prospective purchaser Bhavik Modi and his cousin Ashish Modi regarding their request to assume ownership of the above referenced establishment. The current owner is retiring and the purchase of the business is contingent upon approval of the liquor license.The Class “F2” license provides for the sale of beer and wine at dining tables. Neither owner has experience in the restaurant industry, however; this joint venture to own and operate a community business is their “American Dream”. Mr. Ashish Modi was a manager of a liquor establishment in Woodridge and is familiar with the state rules and regulations of alcohol sales.Both gentlemen have completed a certified classroom liquor servers training course as required by Village code. Mr. Ashish Modi will manage the daily operations of the restaurant.The business will continue to operate under the name Photo’s. With regard to the operation of the establishment, the applicants plan no substantive changes other than upgrading of the menu and outdoor décor. Lunch and dinner will continue to be served with hours of operation remaining the same. Mr. Modi is hopeful to keep Photo’scurrent loyal customers and not have any interruption of service or blemish thecommunity reputation thatPhoto’s has built over the years. The requirements of the Village’s liquor code were reviewed with Messrs.Modi. Particular attention was paid to the prohibitions against sales to minors and over service to clearly intoxicated persons. Staff discussed at length the Village’s FightOrdinance requirements. Both gentlemen indicated they had read the Village’s rules and regulations in this regard and understood. Messrs.Modi werealso reminded that the sale of alcohol was ancillary to the primary purpose of the business which is the sale of food. A completed application along with payment of appropriate fees and most documentation is on file. The applicants have submitted to a background check and fingerprinting. If the Village Board considers this request favorably, a motion to approve the change in ownership would be in order. The License would be issued once all documentation has been submitted and an ordinance creating a new class “F-2” license would need to be adopted with the current “F-2” license being deleted upon completion of the sale.
