SUBJ: BID RESULTS FOR HIGH -SERVICE PUMP REHABILITATION

Background
The Village of Mount Prospect operates a water distribution system that uses high -service
booster pumps to circulate water to and from the various water reservoirs to customers. Each
year, staff performs testing and preventive maintenance on these high -service pumps and
motors. As part of this annual check-up, certain pumps and motor assemblies are identified as
needing further rehabilitation.
This year, two (2) pumps were identified as needing further work. The two (2) pump and motor
assemblies needing work include a 50HP pump #2 at Booster Station 5 and a 100HP pump #2
at Booster Station 17.
Staff prepared bid specifications for the repair of the pumps and the replacement of the electric
motors for these assemblies.
Bid Results
Bid documents were sent to seventeen (17) area firms and a bid notice was published in a local
paper. Three (3) additional firms picked up packets, making the total twenty firms with bid
packets. Bids were received on June 1, 2015, opened and read aloud as required.

Discussion
All bids were checked to ensure that the supplier was providing the necessary equipment in
accordance with the specifications. All bids were submitted with proper bid security or bid
bonds and appropriately signed documents.
All of the bids received contained mathematical errors. Peerless Midwest and Industrial Water
Services did not extend prices correctly and Illinois Pump did not total prices correctly.
Pursuant to the advice of the village attorney, the lowest responsible bidder was established by
the written -out total project cost.
The lowest responsible bidder for the items is Illinois Pump, Inc. of Rolling Meadows, Illinois.
The firm provided a number of relevant references including Wheeling, Wilmette, and Lake
Forest, all of which indicated the contractor performed quality work on time and within budget.
Illinois Pump has confirmed that they can complete the requisite work at a total project cost not
to exceed their written -out bid price ($55,286).
Recommendation:
I recommend that the Village Board accept the lowest, responsible bid for the rehabilitation of
two (2) pump and motor assemblies as submitted by Illinois Pump, Inc. of Rolling Meadows,
Illinois in an amount not to exceed $55,286. Sufficient funds for this work exist in the current
budget.
