SUBJECT: 2015 CDBG SIDEWALK PROGRAM
(CONTRACT AWARD NOT TO EXCEED $200,000.00)
Background
This year's Community Development Block Grant (CDBG) Sidewalk Program involves the
replacement of existing sidewalk that does not comply with the standards for the Americans with
Disability Act (ADA) at eligible locations in the Village. Staff has identified the following
locations for this year's program: Busse Road south of Golf Road and Golf Road east of Busse
Road.
Bid Results
A Notice to Bidders was published in a local newspaper as required and invitations were sent to
contractors familiar with this program. Sealed bids were received on June 29, 2015.
Five (5) contractors submitted bids for this project. The bids ranged from a low of $187,982.00
by Schroeder & Schroeder, Inc. to a high of $259,900.00 by Path Construction Company. The
engineer's estimate for the project was $198,900.00
All bidders submitted a bid bond in the amount of 10% of the total bid as required in the bid
proposal packet. All bids were checked for their accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

Discussion
The low bidder, Schroeder & Schroeder, Inc., is qualified to complete the work involved with this
project and meets the requirements of the contract documents. Schroeder & Schroeder, Inc.
has worked on previous Village sidewalk projects and their work was completed to the
satisfaction of the Village.

Since the contractor's bid is based on estimated quantities, I recommend the contract be
awarded to the available budget amount of $200,000.00 to allow for contingency in the contract
quantities.
Recommendation
I recommend the low bidder, Schroeder & Schroeder, Inc., of Skokie, IL, be awarded the
contract for the 2015 CDBG Sidewalk Program in the amount not to exceed $200,000.00.
There are sufficient funds in the 2015 Budget to cover this proposed contract.
Please include this item on the July 7th Village Board Meeting Agenda.
