(CONTRACT AWARD NOT TO EXCEED $334,120.00)
Background
The Prospect Meadows Subdivision is bounded by Forest Avenue to the west, Kensington Road to
the south, Elmhurst Avenue to the east and Rand Road to the north. The subdivision does not
have storm sewers and relies on ditches for storm water drainage. Inconsistencies in the flow lines
of several of the ditches has created local summits that reduce the capacity of the ditches and low
areas that collect and hold water long after the rain has ended. The Prospect Meadows Drainage
Project reestablishes a consistent flow line along Bob -O -Link Road, and sections of Prospect
Manor Avenue to both improve the drainage of the ditches.
Bid Results
A Notice to Bidders was published in a local newspaper as required and invitations were sent to
contractors familiar with this program. At 1:00 P.M. on May 26, 2015 sealed bids were publicly
opened and read aloud.
Eight (8) contractors submitted bids for this project. The bids ranged from a low of $303,745.00 by
Canyon Contracting, Inc. to a high of $617,440.00 by Kovilic Construction Co., Inc. The Engineer's
estimate for the project was $362,050.00.
Each of the bidders submitted a bid bond in the amount of 10% of the total bid as required in the
bid proposal packet. All bids were checked for their accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

Discussion
The low bidder, Canyon Contracting, Inc., has not completed any prior work for the Village but
references contacted for work done within other municipalities said their work had been
satisfactory. Canyon Contracting is also a subcontractor for the Levee 37 project and received
favorable recommendations from the U.S. Army Corps of Engineers and the general contractor.
Staff recommends including a 10% contingency in the project award to allow for quantity variances
and unanticipated underground conflicts. For this project, a 10% contingency added to the lowest
bid would result in a total contract award of $334,120.00. (Base Bid: $303,745.00 + Contingency:
$30,375.00 = Total Recommended Award: $334,120.00)
Recommendation
I recommend the low bidder, Canyon Contracting, Inc. of Spring Grove, IL, be awarded the
contract for the Prospect Meadows Drainage Project in the amount not to exceed $334,120.00.
Please include this item on the June 2nd Village Board Meetina Aaenda.
