Chairman Donnelly called the meeting to order at 7:30 p.m. Commissioner Beattie made a motion to approve the minutes of the February 26, 2015 meeting; Commissioner Youngquist seconded the motion. The minutes were approved 4-0 with one Commissioner abstaining. After hearing one (1) additional case Chairman Donnelly introduced Case PZ-07-15, 211 Randhurst Village Drive and stated it was Planning and Zoning Commission final. Ms. Andrade stated the Petitioner for PZ-07-15 is seeking Variations to increase the sign area, projection, and height permitted for a projecting sign consisting of motion for the space known as 211 Randhurst Village Drive located at Randhurst Village. Ms. Andrade explained the subject space is located next to AMC Theater and will be occupied by Truco Taqueria, which will be a restaurant. She stated the Petitioner would like to install a projecting sign along the side building elevation. The sign would be twenty-one feet (21’) in height, as measured from finished grade to the top of the sign, and consist of an overall projection of ninety-six inches (96”) from the building wall. Ms. Andrade explained the sign would be two sided and measure thirty-six (36) square feet in area, including a three foot (3’) round rotating logo in the center. Planning and Zoning Commission- March 26, 2015 PZ-07-15 Joseph Donnelly, Chair 2 Ms. Andrade stated the proposed sign requires Variations to allow the proposed projection, vertical dimension, area, overall height and motion. The sign would include a ninety-six inch (96”) projection and a vertical dimension of seventy two inches (72”) when a maximum of forty two inches (42”) is permitted. The sign would measure thirty six (36) square feet when a maximum of sixteen (16) square feet is permitted. The overall height would be twenty one feet (21’) when fourteen feet (14’) is permitted. Lastly, the motion component of the sign requires a Variation. Ms. Andrade summarized the standards for sign variations as the following: The sign allowed under code regulations will not reasonably identify the business; The hardship is created by unique circumstances and will not serve as a convenience to the petitioner, and is not created by the person presently having an interest in the sign or property; The variation will not be materially detrimental to the public welfare or injurious to other property or improvements in the neighborhood; and The variation will not impair visibility to the adjacent property, increase the danger of traffic problems or endanger the public safety, or alter the essential character of the neighborhood; and be in harmony with the spirit and intent of this Chapter. Ms. Andrade stated, per the Petitioner, the restaurant is located on a busy stretch of Randhurst Village Drive and needs an eye catching sign to effectively advertise the business and make the public aware of their location. She further explained the sign has been tastefully designed and will not impair the visibility to the adjacent property or increase the danger of traffic problems or endanger public safety. Ms. Andrade stated Staff has reviewed the requests and is supportive of the Variations to the dimensions as it would be consistent with the overall design and character of the Randhurst Village shopping center. Variations for projecting signs have been granted to other businesses at Randhurst, such as Old Navy and Blackfinn Restaurant. Further, the projecting sign would measure significantly less than a 150 square foot wall sign that would be permitted by Code. Ms. Andrade stated staff does not support the Variation request to allow motion as it could potentially be distracting to drivers in the vicinity. The Village Sign regulations prohibit any sign which moves or assumes a non-stationary position by mechanical means. The proposed sign would be the first in the Village to consist of mechanical motion. Ms. Andrade stated based on these findings, Staff recommends that the Planning & Zoning Commission make a motion to adopt staff’s findings as the findings of the Planning and Zoning Commission and approve the following motions: "To approve: 1.A Variation to allow a projecting sign consisting of a 96” overall projection, as measured from the building wall to the outer edge of the sign; 2.A Variation to allow a projecting sign consisting of a 72” vertical dimension; 3.A Variation to allow a projecting sign measuring 36 square feet in area; and 4.A Variation to allow a projecting sign measuring 21’ in height as measured from the finished grade, as shown on the Petitioner’s exhibits prepared by Ad Deluxe Sign Co.” She stated that Staff finds that the standards for a sign Variation to allow motion have not been met. Based on these findings, Staff recommends that the Planning & Zoning Commission make a motion to deny adopt staff’s findings as the findings of the Planning and Zoning Commission and the following motion: Planning and Zoning Commission- March 26, 2015 PZ-07-15 Joseph Donnelly, Chair 3 “To approve: 1.A Variation to allow a projecting sign consisting of motion.” She stated the Planning & Zoning Commission's decision is final for this case. Chairman Donnelly asked if the projecting sign is in lieu of a wall sign or in addition to a wall sign. Ms. Andrade stated the Petitioner has approval to install a wall sign similar in size on the northeast elevation of the storefront. Chairman Donnelly swore in Ahmet Demir 23856 W. Andrew Dr. Plainfield, Illinois; the sign contractor on the project. Mr. Demir stated they have approval to install the wall sign with the exact dimensions as the projecting sign which is significantly less the one hundred and fifty (150) square feet. Commissioner Keuter asked what side of the building the wall sign will be on. A picture showed the wall sign above the front entrance door. Mr. Demir stated the restaurant is a start of a new franchise and that he has done work for the owner’s other restaurant, Mago’s. Mr. Demir further explained that each location of the new franchise will have the same sign and believes the rotating logo will attract diners’ attention. Chairman Donnelly stated that the rotating sign will be visible to the townhouses along the back of Randhurst. Commissioner Youngquist stated that the projecting sign without the rotating component is in need of a significant amount of relief from the sign code and that he is not in favor of the rotating component. There was general discussion between the commissioners regarding the interesting design of the sign and that they don’t believe Mount Prospect needs to start allowing signs with movement. Commissioner Beattie asked if there was a reason as to why the wall sign and the projecting sign are different colors. Mr. Demir stated that he wasn’t certain of the exact reasoning behind the two colors, other than the color of the wall sign stands out against the brick. Chairman Donnelly asked if there were any additional comments for the Petitioner, hearing none he opened the discussion to the public. Hearing no discussion from the public he brought the case back to the board. Commissioner Beattie made a motion seconded by Commissioner Keuter to approve the following: 1.A Variation to allow a projecting sign consisting of a 96” overall projection, as measured from the building wall to the outer edge of the sign; 2.A Variation to allow a projecting sign consisting of a 72” vertical dimension; Planning and Zoning Commission- March 26, 2015 PZ-07-15 Joseph Donnelly, Chair 4 3.A Variation to allow a projecting sign measuring 36 square feet in area; and 4.A Variation to allow a projecting sign measuring 21’ in height as measured from the finished grade, as shown on the Petitioner’s exhibits prepared by Ad Deluxe Sign Co.” UPON ROLL CALL AYES: Otteman, Beattie, Youngquist, Keuter, Donnelly NAYS: None The motion was approved 5-0. Commissioner Beattie made a motion seconded by Commissioner Keuter to approve the following: 1.A Variation to allow a projecting sign consisting of motion. UPON ROLL CALL AYES: None NAYS: Otteman, Beattie, Younquist, Keuter, Donnelly The motion was denied 5-0. Chairman Donnelly stated the decision is Planning and Zoning Commission final.
