Northwest Highway Mount Prospect, Illinois B0056 Phone \tv BOARD OF FIRE AND POLICE COMMISSIONERS B47/B70-5656 MINUTES May 4, 2015 Public Safety Building Fire Department Conference Room Chairperson Skowron called the meeting to order at 3:01 p.m. Roll Call: Michaele Skowron, Chairperson Jackie Hinaber, Commissioner James Powers, Commissioner Absent: Charles Bennett, Commissioner Mark Busse, Commissioner Also Present: John Malcolm, Fire Chief Timothy Janowick, Police Chief Brian Lambel, Battalion Chief Michael Eterno, Deputy Chief of Police APPROVAL OF MINUTES Chairperson Skowron asked for a motion to approve the Open Session Minutes of April 6, 2015. A motion was made by Commissioner Powers and seconded by Commissioner Hinaber. Roll Call: Ayes: Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried Chairperson Skowron asked for a motion to approve the Open Session Minutes of April 20, 2015. A motion was made by Commissioner Hinaber and seconded by Commissioner Powers. Roll Call: Ayes: Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried CITIZENS TO BE HEARD None FIRE DEPARTMENT UPDATE Chief Malcom reported Candidates Zern and Boomgarden on the current eligibility list have asked to be removed from the list, as they have taken positions with another department. A conditional offer will go out to the next candidate on the list in anticipation of the retirement of Henry Dawson. With Deputy Chief Dawson's retirement, Brian Lambel will be promoted to Deputy Chief. POLICE DEPARTMENT UPDATE Chief Janowick reported the police department has approval for an anticipatory hire. Chief Janowick provided a report on the department's recruitment efforts for the next test and we are in the process of developing a recruitment video. DISCUSSION AND APPROVAL OF THE AMENDMENTS TO THE BOARD OF FIRE AND POLICE COMMISSIONERS RULES AND REGULATIONS Deferred to the next meeting. DISCUSS AND APPROVE VENDOR FOR POLICE RECRUIT WRITTEN TEST Chief Janowick provided an overview of the three vendors available for the written test, Stanard and Associates, 1/0 Solutions and Stephen A. Laser Associates. He also reviewed the fees involved for each of the company. Chairperson Skowron requested a spreadsheet for the three vendors itemizing services and costs. The Board agreed to revisit this topic at the end of tonight's meeting, as Chief Janowick will provide a spreadsheet for their review. BOFPC Minutes 5/4/15 Pagel Chairperson Skowron asked for a motion to go into Closed Session. CLOSED SESSION A motion was made by Commissioner Hinaber and seconded by Commissioner Powers to go into Closed Session at 3:34 p.m. under Personnel 5 ILCS 120/2 (c) (1)-The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity, to approve Closed Session Minutes and to conduct Police Department oral interviews. Roll Call: Ayes: Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried The Board returned to Open Session at 8:51 p.m. with following present: Chairperson Skowron Commissioner Bennett Chief Janowick Commissioner Hinaber Deputy Chief Eterno Deputy Chief Griffin Commissioner Powers Commander Smith Diane Rhode, Exec. Secretary DISCUSS AND APPROVE VENDOR FOR POLICE RECRUIT WRITTEN TEST(CONTINUED) Chief Janowick provided a spreadsheet showing the services offered by the vendors and the associated costs. After a thorough review and discussion, the Board agreed with the Chiefs recommendation to use Stephen A. Laser Associates. Chairperson Skowron asked for a motion. A motion was made by Commissioner Powers and seconded by Commissioner Bennett to adopt Stephen A. Laser Associates as our servicer for the next police recruit test. Roll Call: Ayes: Bennett, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried Chairperson Skowron asked for a motion to remove fire candidate Michael Morel from the list. A motion was made by Commissioner Powers and seconded by Commissioner Bennett. Roll Call: Ayes: Bennett, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried Chairperson Skowron asked for a motion to provide a conditional offer of employment to Philip Ellenbecker. Chairperson Skowron asked for a motion to remove Fernando Ortiz from the Police Officer Eligibility List. A motion was made by Commissioner Hinaber and seconded by Commissioner Powers Roll Call: Ayes: Bennett, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried OTHER BUSINESS The Board discussed holding an additional meeting to discuss the amendments to the BOFPC Rules and Regulations and agreed on May 18, 2015, at 5:45 p.m. With no further business, a motion was made by Commissioner Bennett and seconded by Commissioner Powers to adjourn the meeting at 9:25 p.m. Voice Vote: Ayes: Bennett, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried Minutes typed by Diane Rhode, Executive Secretary to Chief Timothy Janowick.
