Northwest Highway Mount Prospect, Illinois 60056 Phone BOARD OF FIRE AND POLICE COMMISSIONERS 847/870-5656 MINUTES January 5, 2015 Public Safety Building Fire Department Conference Room Chairperson Skowron called the meeting to order at 5:49 p.m. Roll Call: Michaele Skowron, Chairperson Charles Bennett, Commissioner Mark Busse, Commissioner Jackie Hinaber, Commissioner James Powers, Commissioner Also Present: John Malcolm, Fire Chief Timothy Janowick, Chief of Police Henry Dawson, Deputy Fire Chief APPROVAL OF MINUTES Chairperson Skowron asked for a motion to approve the Open Session Minutes of December 1, 2014. A motion was made by Commissioner Powers and seconded by Commissioner Bennett. Roll Call: Ayes: Bennett, Hinaber, Powers, Skowron Nays: None Abstain: Busse Motion Carried CITIZENS TO BE HEARD No one in attendance. FIRE DEPARTMENT UPDATE Chief Malcom reported the new firefighter sworn-in today would attend the fire academy next week in Glenview. The new Firefighter/Paramedic list will become effective January 15, 2015, and Chief Malcolm asked the Board to schedule background interviews in February. The Board agreed to February 2nd and �d with a regular meeting at 3:00 p.m. before the interviews on February 2"d 3 . Chairperson Skowron suggested timing the questions and after discussion, the Board agreed. The panel for the February interviews will be Chairperson Skowron, Commissioner Bennett, and Commissioner Powers. Tentative dates for interviews in March will be on the 3rd and 4th. The panel will include Chairperson Skowron, Commissioner Busse, and Commissioner Hinaber. The Chief asked the Board how they would like to handle the Certificate of Appointment and after a brief discussion, the Board decided to have the Chairperson sign the document and it will be reported by the Fire Chief at the next meeting. Chairperson Skowron signed the documents presented by the Chief stating Joe Reschke and Lukasz Misiejuk completed probation. POLICE DEPARTMENT UPDATE Chief Janowick reported Alexa Kiess was sworn in on December 29, 2014, and is currently attending the Suburban Law Enforcement Academy. The Chief also informed the Board there will be a recruit test this summer. Chairperson Skowron asked for a motion to go into closed session. CLOSED SESSION A motion was made by Commissioner Bennett and seconded by Commissioner Hinaber to go into Closed Session at 5:49 p.m. under Personnel 5 ILCS 120/2 (c) (1)-The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity, and to approve closed session minutes. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Motion Carried BOFPC Minutes 1/5/15 Page 1 The Board returned to open session at 6:35 p.m. with everyone present from the previous session. Chairperson Skowron asked for a motion based on the additional information from interviews and testing that Nicolas Dina's offer of employment be rescinded. A motion was made by Commissioner Hinaber and seconded by Commissioner Bennett. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Motion Carried Chairperson Skowron asked for a motion to recognize the fact that Joshua Gabl did not comply with the application process in terms of submitting his preference points in a timely manner in order for preference points to be considered. A motion was made by Commissioner Bennett and seconded by Commissioner Busse. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Motion Carried OTHER BUSINESS Chairperson Skowron reminded everyone to meet here in the lobby for the tour of Northwest Central Dispatch on January 13 at 8:45 a.m. Commissioner Powers mentioned a need for a review of the Rules and Regulations and Village Ordinance as it pertains to the Board of Fire and Police Commission. Chief Janowick will also review the documents with the attorney. The following meeting dates are scheduled as follows: February 2 and 3, 2015 March 2 and 3, 2015 With no further business, a motion was made by Commissioner Busse and seconded by Commissioner Powers to adjourn the meeting at 6:44 p.m. Voice Vote: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Motion Carried Minutes transcribed by Diane Rhode, Executive Secretary to Chief Timothy Janowick.
