Northwest Highway Mount Prospect, Illinois 60056 Phone B47/B70-5656 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES April 6, 2015 Public Safety Building Fire Department Conference Room Chairperson Skowron called the meeting to order at 5:45 p.m. Roll Call: Michaele Skowron, Chairperson Charles Bennett, Commissioner Mark Busse, Commissioner Jackie Hinaber, Commissioner James Powers, Commissioner Also Present: John Malcolm, Fire Chief Timothy Janowick, Police Chief Henry Dawson, Deputy Fire Chief Michael Eterno, Deputy Chief of Police Brian Lambel, Battalion Chief APPROVAL OF MINUTES Chairperson Skowron asked for a motion to approve the Open Session Minutes of March 2, 2015. A motion was made by Commissioner Hinaber and seconded by Commissioner Busse. Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Abstain: Bennett, Powers Motion Carried Chairperson Skowron asked for a motion to approve the Open Session Minutes of March 3, 2015. A motion was made by Commissioner Busse and seconded by Commissioner Hinaber. Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Abstain: Bennett, Powers Motion Carried CITIZENS TO BE HEARD None CLOSED SESSION A motion was made by Commissioner Bennett and seconded by Commissioner Busse to go into Closed Session at 5:48 p.m. under Personnel 5 ILCS 120/2 (c) (1)-The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity and to conduct a Fire Department background oral interview. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Motion Carried The Board returned to Open Session at 6:39 p.m. with everyone present from the previous session. Chairperson Skowron asked for a motion to return to Closed Session personnel and approval of minutes A motion was made by Commissioner Hinaber and seconded by Commissioner Busse to go into Closed Session at 6:40 p.m. under Personnel 5 ILCS 120/2 (c) (1)-The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity and to approve minutes. Chairperson Skowron asked for a motion to exclude Nicholas LeClair from any further consideration. A motion was made by Commissioner Hinaber and seconded by Commissioner Bennett. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried ELIMINATION OF ANY CANDIDATES BASED UPON BACKGROUND ORAL INTERVIEWS Chairperson Skowron asked for a motion to retain Jason Klein on the Fire Department's list of eligible candidates. A motion was made by Commissioner Bennett and seconded by Commissioner Busse. Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried Chief Janowick recommended Marcos Mendoza be removed from the eligibility list based on failure to submit a request in writing requesting a pass until the next set of interviews. Chairperson Skowron asked for a motion to removed Marcos Mendoza from the Police Departments Eligibility List based on the Rules and Regulations of the Board of Fire and Police Commissioners in Section 2, Subsection H, Paragraph #2. A motion was made by Commissioner Bennett and seconded by Commissioner Busse Roll Call: Ayes: Bennett, Busse, Hinaber, Powers,Skowron Nays: None Abstain: None Motion Carried FIRE DEPARTMENT UPDATE Chief Malcom provided a brief update on staffing and probationary officers. The current Firefighter/Paramedic Eligibility List is good through January 15, 2017. The Lieutenant's list has two candidates remaining and is good through December 15, 2016. POLICE DEPARTMENT UPDATE Chief Janowick asked for approval to make two conditional offers to candidate #9 and #10 on the Police Officer Eligibility List and the Board approved. Chief Janowick also asked to schedule oral interview dates and times. After discussion, the Board agreed to May 4th and 5th starting at 3:00 p.m. with a regular meeting on May 5th. Commissioner Powers, Commissioner Hinaber, and Chairperson Skowron will be on the interview panel. REVIEW OF THE BOARD OF FIRE AND POLICE COMMISSIONERS RULES AND REGULATIONS Chief Janowick is recommending changes to the Board of Fire and Police Commissioners Rules and Regulations. Most of the changes are minor and included requirements for taking the test, which are included in our packet, but not included in the rules and regulations. It is important to complete these changes prior to the next testing. There was a lengthy discussion regarding the language changes and the Board suggested meeting on April 20th and requested the BOFPC Attorney attend a meeting for a legal opinion. Chief Janowick will have the testing company information available for the next meeting for the Board's approval. OTHER BUSINESS Chief Janowick asked if anyone would like to attend the Illinois Fire and Police Commissioners Conference. If anyone is interested, please contact Diane Rhode.
