Background
The Prospect Meadows Subdivision is bounded by Forest Avenue to the west, Kensington Road to
the south, Elmhurst Avenue to the east and Rand Road to the north. The subdivision does not
have storm sewers and relies on ditches for storm water drainage. Inconsistencies in the flow lines
of several of the ditches has created local summits that reduce the capacity of the ditches and low
areas that collect and hold water long after the rain has ended. The Prospect Meadows Drainage
Project reestablishes a consistent flow line along Bob -O -Link Road, and sections of Prospect
Manor Avenue to both improve the drainage of the ditches.
Bid Results
A Notice to Bidders was published in a local newspaper as required and invitations were sent to
contractors familiar with this program. At 1:00 P.M. on May 26, 2015 sealed bids were publicly
opened and read aloud.
Eight (8) contractors submitted bids for this project. The bids ranged from a low of $303,745.00 by
Canyon Contracting, Inc. to a high of $617,440.00 by Kovilic Construction Co., Inc. The Engineer's
estimate for the project was $362,050.00.
Each of the bidders submitted a bid bond in the amount of 10% of the total bid as required in the
bid proposal packet. All bids were checked for their accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

Discussion
The low bidder, Canyon Contracting, Inc., has not completed any prior work for the Village but
references contacted for work done within other municipalities said their work had been
satisfactory. Canyon Contracting is also a subcontractor for the Levee 37 project and received
favorable recommendations from the U.S. Army Corps of Engineers and the general contractor.
Staff recommends including a 10% contingency in the project award to allow for quantity variances
and unanticipated underground conflicts. For this project, a 10% contingency added to the lowest
bid would result in a total contract award of $334,120.00. (Base Bid: $303,745.00 + Contingency:
$30,375.00 = Total Recommended Award: $334,120.00)
Recommendation
I recommend the low bidder, Canyon Contracting, Inc. of Spring Grove, IL, be awarded the
contract for the Prospect Meadows Drainage Project in the amount not to exceed $334,120.00.
Please include this item on the June 2nd Village Board Meetina Aaenda.

Background
Levee 37 was constructed by the Army Corps of Engineers to prevent Des Plaines River
flood waters from reaching the properties west of River Road in Mount Prospect and
Prospect Heights. Pump Stations #1 and 2 function as the release of the storm water
from those subdivisions when high river levels restrict the normal gravity discharge of the
storm sewer system.
During high river level events, Tideflex check valves close to prevent river water from
inundating adjacent properties via the storm sewer system. This modus was the cause of
record flooding during high river level events in 1986 and 1987. The Tideflex check
valves were installed in 1991 and have proven highly effective at preventing river water
inundation.
Levee 37, along with Pump Stations #1 and #2 were constructed in 2011. A principle
assumption applied to the design of the pump stations was that the coincidence of high
river levels and significant rainfall on the landside of the levee system was extremely
remote. This assumption was based on an analysis of rainfall data and river levels
recorded prior to 1990.
As a consequence, the pump stations were designed to primarily rely on the normal
gravity discharge to dewater the storm sewer system. The Army Corps of Engineers has
described Pump Stations #1 and #2 as "nuisance" pumps", intended only to supplement
gravity dewatering of the storm sewer.
Unfortunately, on dozens of occasions, the properties west of River Road have
experienced significant flooding due to the inability of the gravity discharge and pump
stations to release water to the Des Plaines River at a sufficient rate. On all of these
occasions, the gravity discharge has been occluded by high river levels and the landside
of the levee has been subject to rainfall events unrelated to the river crest.
Presently, the Village of Mount Prospect, City of Prospect Heights, and the Army Corps
of Engineers are considering several options to increase the capacity of the existing pump

stations. To accomplish this, staff is seeking to enter into a contract for a report that will
provide an analysis of the existing drainage systems tributary to the pump stations,
analysis of the pump stations capabilities and proposed capacity improvements, and
recommendations for improvements which could prevent the described flooding.
Discussion
As permitted by the Qualification Based Selection process, the Village solicited Statements
of Qualifications from 5 qualified engineering consulting firms. Each firm was asked to
submit as part of their proposal the following information:
1. Resumes of key personal and related experience on similar type projects.
2. A summary of the firm's process to accomplish the required tasks.
3. A staff hour estimate for major phases of work.
4. A project schedule.
Tasks that were identified to be performed included:
1. Topographic survey of drainage system
2. Hydraulic and hydrologic analysis of the existing drainage system
3. Analysis of the design and capabilities of the Army Corps pump stations 1 and 2
4. Recommendations for improvements to the existing drainage system
5. Recommendations for improvements to the Levee 37 pump stations 1 and 2
6. Recommendations to reduce flooding risk for properties with below grade garages
7. Identify potential funding sources for recommended improvements
The consulting firms' statement of qualifications were reviewed on the basis of their
understanding of our goals and their methodology of the design and construction
process. They were rated (with a maximum score of 100 points) according to these
specific categories: Background of Firm, Capacity to Perform Work, Understanding of
Project, Related Project Experience, Project Schedule and Projected Work Hours to
complete tasks.

Discussions were entered into with the top two ranking consultants and Christopher B.
Burke Engineering, Ltd. demonstrated a clear understanding of our project goals. They
also provided examples of similar drainage studies for other municipalities which
included analysis of pump stations. They have had significant experience working with
the Army Corps and have accomplished analysis of portions of the Prospect Heights
storm sewer system that will be part of this study.
Because of their demonstrated experience and ability to perform the work, staff
requested a cost proposal from Christopher B. Burke Engineering, Ltd. to perform the

tasks as identified. They submitted a not to exceed cost of $117,000.00 to complete the
project. It is the opinion of staff that the work hours allotted are reasonable and the rate
is competitive and comparable to rates of recent projects.
Christopher B. Burke Engineering, Ltd. has established a highly regarded reputation in the
field of drainage studies and satisfactorily provided engineering services for the Village of
Mount Prospect on a street lighting project.
Recommendation
It is my recommendation that the Village Board accept the proposal from Christopher B.
Burke Engineering, Ltd. for the Levee 37 Tributary Area Drainage Study for a not to
exceed amount of $117,000.00.
Please include these items on the June 2nd Village Board Meeting Agenda.

NEW AWARD RECOMMENDATION - $100,000
BACKGROUND
As you may recall, sealed bids for our 2015 parkway tree stump removal contract were opened on February
9, 2015. On March 3, 2015, based on our recommendation, the board awarded the stump removal contract to
Alpine Tree Service of Newago, Michigan in the amount of $100,000.
This was the first time that Alpine Tree Service would have worked for the Village. We thoroughly checked
their references and met with the company owner to clarify all contractor requirements ahead of time.
Alpine Tree Service was given the go-ahead for their first stump removal list on April 6, 2015.
Unfortunately, on May 13, 2015, before finishing the first stump list, the owner of the company, Mr.
Malcolm VandenToorn, called and stated that his company is not returning to Mount Prospect and does not
want to proceed with the contract. His reasons for not finishing the contract were unclear, but we believe the
logistics of working out of state seemed to cause most of his problems.
Subsequently, on May 14, 2015 a letter and email affirming the performance deadline (May 19) to finish the
work. This transmittal advised Alpine to complete the work by the deadline or risk termination of the
contract for failure to perform.
Additionally, on May 19, 2015 Village Attorney Allen Wall sent Alpine Tree Service a letter stating that the
Parkway Stump Removal Contract would be terminated on June 1 if he did not complete the work or provide
the Village with an acceptable alternative schedule to complete the work.
DISCUSSION
We are now seeking approval to hire a new contractor for the 2015 stump removal contract. We recently
contacted Fleck's Landscaping, the second lowest bidder in the February 9, 2015 bid letting for parkway
stump removals and they are willing to resume the stump contract at their bid prices.
The following were the base bid prices from our February 9"' bid opening. Fortunately, Fleck's base bid was
still quite comparable to Alpine's. A recapitulation of the bid results from the February 9"' opening is
provided on the following page:

Fleck's Landscaping has worked satisfactorily for Mount Prospect in the past. They held our recent turf
mowing contract for years 2012-2014. Their equipment list shows they own the resources necessary to
successfully complete our contract. Additionally, they provided references for similar area contracts. Most
recently, they successfully completed a large stump removal contract for the Village of Arlington Heights.
BID RECOMMENDATION
Based on the above, I recommend cancellation of the existing 2015 Stump Removal contract awarded to
Alpine Tree Service of Newago, Michigan in the not -to -exceed amount of $100,000.
I also recommend that the Village Board waive the requirements for public bidding and award a new 2015
Stump Removal contract to Flecks Landscaping of Wheeling, Illinois in an amount not to exceed $100,000.
I also recommend that the Village Board authorize staff to execute up to two (2) one year contract extensions
provided the work is performed satisfactorily and the contractor agrees to hold prices. Expenditures in years
two and three will be in amounts appropriated in future budgets.

Background
The Public Works Facility is approaching 28 years old and still has the original single ply roof installed.
The roof has been inspected by two (2) separate roofing consultants at different times within the last five
years. Both roofing consultants identified degradation of the roofing system and recommended complete
replacement of the roof membrane, insulation, flashing and other associated roofing components.
The roofing consultants identified significant shrinkage of the single ply membrane, which is causing the
membrane to pull away from the parapet walls causing undue pressure on the structural walls. In addition
the roof has experienced a number of leaks at increasing frequency as the roof continues to age. Average
leaks experienced over the life of the roof have been two (2) — five (5) a year, but in the last few years the
leaks have increased to eight 8) — 10 annually.
Lastly, the single ply membrane continues to degrade with age and no longer adequately supports foot
traffic. The roof is frequently accessed to check mechanicals located on the roof and the foot traffic is
directly contributing to the increased leaks. The life expectancy of the installed single ply roof was 20
years.
This is the first year of a two year program to replace the Public Works facility roof. In the current
Capital Improvement Plan is the replacement of the roof over the Public Works main garage and vehicle
maintenance garage scheduled for 2016.
Unfortunately staff lacks the resources and expertise to prepare satisfactory plans, specifications and
bidding documents necessary to complete this project. Staff prepared a request for proposal and solicited
proposals from four (4) firms qualified to perform this work. The firms were asked to submit proposals to
complete the following: developing specifications, conducting a pre-bid walkthrough, reviewing the bids
and overseeing the construction of the project per design.

Proposal
We sent out (4) four proposals for professional services and received proposals from (3) three out of the
(4) four firms. The fourth firm replied by email that they were too busy to take on any new work.
Discussion
The proposals were reviewed and rated (with a maximum score of 100 points possible) according to these
categories: Background of firm, capacity to perform work, project understanding, related project
experience, and project schedule. The compiled ratings are noted in the table below:

Staff has reviewed all three proposals and determined that Ehlke Lonigro Architects has shown a good
understanding of the project and have allotted adequate and qualified resources to design and oversee the
construction of the requested improvements.
Staff contacted the firm's references and all indicated that they performed satisfactory work and they
would recommend using Ehlke Lonigro Architects Design for future projects.
In addition, Ehlke Lonigro Architects has performed other design work for private business in the Village
of Mount Prospect and the Community Development Department has provided positive feedback about
their work.
Typically, we expect design and construction engineering fees for roof replacement work to cost
approximately $5-$8 per square foot. Ehlke Lonigro's fee is $2.05 per square foot; well below recent
costs incurred performing similar work. Staff also met with one of the firm's principals, Sean Ehlke, and
is confident the firm has sufficient knowledge and experience to perform this work at the proposed price.
Recommendation
I recommend that the Village Board accept the proposal from Ehlke Lonigro Architects to include field
investigation, design, construction documentation preparation, bidding and construction administration
services for the Public Works Administrative Roof Replacement for a fee not to exceed $22,500.
Sufficient funds for the proposed expenditure are available int 20 5 budget.

BACKGROUND
The Village of Mount Prospect installed a new electronic message sign at the corner of
Elmhurst Road and Northwest Highway in 2004. The high visibility in the downtown area
allows easy dissemination of information to the community. The Clerk's Office receives 3 to 7
requests for messages a week and was now able to upload them to the electronic Civic
Events Sign. After 5 years of usage, it became apparent this sign did not meet operational
expectations, as it required numerous and costly repairs. In 2009, due to the extended down
time and long-distance service repairs, staff determined the most efficient and cost effective
option was to replace the sign and software with a local vendor.
Despite the relatively short-term life of the electronic message sign, the technology of
electronic message signs had significantly improved between 2004 and 2009. In late 2009
the Village received three (3) bids; the bid was awarded to the lowest bidder All -Right Sign,
Inc. The bid provided for the 2009 White Way 20MM RGB double faced sign, manufactured
by White Way Sign Company, Mount Prospect, Illinois. After installation by All -Right Sign,
Inc. all service, parts and training were provided by the White Way Sign Company.
Since early 2014 there have been significant issues with the White Way Sign which is running
a proprietary hardware unit inside the monument that has embedded Windows XP built into it.
When the Village converted over to Windows 7, compatibility issues became a problem; the
embedded Windows XP in the sign, cannot be upgraded to Windows 7. In April of 2014,
Microsoft stopped supporting Windows XP. Over a period of several months personnel from
both the IT Division and the Public Works Department along with the White Way Signs
technician were able to work together resolving issues on a temporary basis. However, by
mid -year, the only technician with the knowledge to evaluate and resolve sign issues left the
White Way Sign company. Without a qualified technician to replace him and subsequent
bankruptcy of White Way Signs in November of 2014, the sign became increasingly difficult
to operate due to Windows XP compatibility issues. This caused extended periods of
downtime. For the last several months the sign has been up and running thanks to the
technical abilities and modifications to the sign by Mr. Robert Rundell in our IT Division.
While the modifications allow the sign to function, there remain two (2) major deficits: 1) The
software and parts are proprietary — to the now bankrupt, White Way Signs; and, 2) While the
sign software is being accessed, the Civic Events sign goes dark until the software updates
the messages to the sign.
DISCUSSION
Staff surveyed a number of local municipalities utilizing electronic message boards; the
overall recommendation was Watchfire, from Danville, IL. Watchfire signs are currently
installed at the Village of Roselle, Village of Addison, Village of Wheeling, City of Prospect
Heights, ABT Electronics and at Randhurst Village in the circle outside of Hampton Inn, to
name a few. Watchfire conducted an on-site demonstration which included confirmation the
Watch Fire sign could be installed at the monument housing the existing sign. The existing
Civic Events Sign is comprised of 20mm red, green and blue LEDs that can produce a full
range of colored text. Staff compared the benefits of Watchfire's most popular signs
comprised of 10 mm RGB LEDs and 12 mm RGB LEDs. The newer technology and smaller
LED sizes bring increased clarity and view ability of the sign at closer distances and more
varied angles. Both signs are capable of graphics but the smaller, 10 mm LED has a more
detailed appearance. The cost differential is under $2500 between the two.
The new software offered by Watchfire, Ignite, is intuitive; Windows 7 based, and features a
user friendly interface to the sign. Unlike the current sign, a Watchfire sign can perform
updates of new messages without shutting down the display. Software updates are available
through the Watchfire's customer support site. The sign software can be operated from a staff
computer through the Wi-Fi system currently being employed by the current sign.
Watchfire has a five (5) year warranty on parts and a ten (10) year assurance on part
availability. They offer generous buyback programs on existing signs and warehouse the
working parts from those repurchased. These parts are used for customers who have signs
beyond the age of ten years. Since Watchfire is based out of Danville, IL, parts are shipped
and available within 24 hours.
Staff requested proposals from five (5) sign companies recommended by both Watchfire and
municipal contacts. The Village received two (2) bid proposals with prices for 10 mm and 12
mm RGB LED configurations and two (2) different sizes of replacement units. The current
cutout in the monument is 2'-1" high by 10'-2" wide and the current sign fits snugly inside.
The 1'-5" high by 10'-2" wide sign proposed is smaller than the current sign. This sign would
fit inside the current cutout of the existing monument, but would need to have a frame work
built around it to fill in the entire cutout space. Visibility and readability of the sign would be
diminished due to the smaller size.
The 2'-5" high by 10'-2" wide sign proposed is larger than the existing sign and the cutout.
This sign would be flush mounted to the surface of the monument and completely cover the
existing cutout. The larger size would be easier to view and have more information on the

screen at one time. The Watchfire sign's thickness is five (5) inches and will protrude from the
surface of the monument. The current sign protrudes three (3) inches. The additional two
inches will not be noticeable by those viewing the sign. The signs are waterproof and
weatherproof and do not require an enclosure.

In addition to a comparative analysis of the proposals staff obtained references and
recommendations from other municipalities utilizing electronic message boards. Signet Sign
Company recently installed a sign in Roselle in October of 2014 and they gave favorable
comments about the Watchfire sign and Signet Sign Company.
RECOMMENDATION
The Civic Events sign is an essential component of the overall media options to communicate
with the general public. Unfortunately, maintaining the sign in a manner that meets this need
has resulted in periodic downtime and in ability to change the messages. Not replacing the
sign is an option; however, staff fears a complete failure is a distinct possibility and an
emergency replacement could be more expensive than the available quotes. In addition, the
sign could be dark for a significant amount of time.
Staff has been nursing the sign along for several years, but the termination of support from
the local vendor has altered the ability to continue. This replacement was not put into the
current CIP since the change in vendor support and its impact, did not occur until after last
year's CIP was approved. Staff recommends replacement of the Civic Events sign in the
amount of $52,273 from Signet Sign Company for a flush mounted, 10 mm RGB LED, double
faced sign. This purchase would require a budget amendment.

Thank you very much for allowing us the opportunity to present this quotation to you for a replacement
message center at the corner of Route 83 and Northwest Highway.
The existing ( 2'-1" x 10'-0" ) electronic unit is built into a stone masonry monument, and will be
removed. The new sign will be connected to the existing electrical service. The new sign will require
18 amps total at standard 120 volt. This unit will receive the data transmission through a RVvF high
speed long range wireless modem requiring a "line of sight" view to the Village Offices. The new
message center will be a Watchfire unit. All L.E.D. full color technology with an extensive "Ignite
Graphics Software" package.
The existing opening in the masonry monument sign wall does not match the available sizes of the
Watchfire units. ( See attached drawing # 15-03171 depicting the sizes and options.) The replacement
unit will be installed over the opening, and will have custom trim to cover any open spaces. There will
be new steel framing built inside the openings to support the new units, and a data transmission
antenna mounted t the stone.
There are two sizes of replacement units that are close to the existing unit size:
(1) V-5" high x 10'-2" wide x5" deep
(1) 2'-5" high x 10'-2" wide x5" deep
You also requested two different MM pixel pitch configurations: 12 MM and 10 MM.
The following costs of each size, and pixel pitch, includes the removal of the old units, new framing and
installation of the new units. The install of the antenna hardware at the Village offices is also included
to your existing computer.
