SUBJECT: BID RESULTS FOR THE 2015 WATER MAIN IMPROVEMENTS
(CONTRACT AWARD NOT TO EXCEED $1,458,542)
Background
In 2008, a comprehensive hydraulic analysis of the Village -owned potable water distribution
system was performed. A major outcome of this analysis was a recommendation to increase
the size (diameter) of the pipes at or near the base of the elevated tank.
The existing pipes are primarily 6" and 12" in diameter. The hydraulic analysis indicated that
these pipes tend to be constrictive in nature and contribute to both low pressure and high
pressure problems in the distribution system. Specifically, the existing pipes tend to retard the
flow of water into and out of the elevated tank thereby limiting the tank's ability to drain and fill.
Water distribution system pressure is maintained utilizing elevated tank drain and fill cycles as
triggers. As the tank level lowers, booster pumps are turned on to increase pressure. As the
tank fills, pumps are turned off and reservoir fill valves are opened to reduce pressure.
However, due to the hydraulic lag caused by undersized piping at the base of the elevated tank,
booster pumps sometimes stay on too long causing intermittent high pressure and fill valves
remain open too long creating intermittent low pressure problems.
To correct this problem, staff proposes to replace the existing undersized water mains along
Evergreen Avenue and a portion of Maple Street near the elevated tank with larger, 24" and 16"
diameter pipes.
Bid Results
Plans and bid documents for this project were prepared by Burns & McDonnell, consulting
engineers of Downers Grove, Illinois and a public notice was placed in the newspaper. Thirteen
(13) construction firms picked up bid documents and twelve (12) attended a mandatory pre-bid
meeting on April 27, 2015. Bids were opened and read aloud on May 4, 2015. Six (6) bids
were received.
Each of the bidders submitted a bid bond in the amount of 10% of the total bid as required in the
bid proposal packet. All bids were checked for accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

Discussion
The low bidder, Martam Construction, Inc., is prequalified by the Illinois Department of
Transportation for construction projects and meets the requirements of the contract documents.
Martam Construction, Inc. has completed many projects for the Village in previous years,
including the installation of water main. All work has been completed to the Village's
satisfaction.
Staff recommends including a 10% contingency in the project award to allow for quantity
variances and unanticipated underground conflicts. In this instance, a 10% contingency added
to the lowest cost bid would result in a total contract award of $1,458,542 (Base Bid: $1,325,947
+ Contingency: $132,595 = Total Recommended Award: $1,458,542).
Recommendation
recommend the low bidder, Martam Construction, Inc. of Elgin, IL, be awarded the contract for
the 2015 Water Main Improvements in the amount not to exceed $1,458,542.
Please include this item on the May 19t" Village Board Meeting Agenda.

Background
Staff asked Burns & McDonnell consulting engineers of Downers Grove, Illinois for a proposal to
provide specified construction engineering services for the 2015 Water Main Improvements
Project. The scope of work requested stipulated full-time supervision for the contract term,
project administration, material testing, and pre/post construction videography of the project
area.
Proposal
Burns & McDonnell has submitted a cost proposal to provide the requested professional
services at a cost not to exceed $120,856.
Discussion
Staff has reviewed Burns & McDonnell's proposal and determined that they have allotted
adequate, qualified resources necessary to monitor all phases of work and administer the
construction contract. In addition, their cost proposal includes appropriate allocations for
requisite sub -contracted technical assistance including laboratory materials testing services and
construction site videography.
Burns & McDonnell has successfully performed a variety of civil engineering projects for the
Village over the course of 20 years.
Of particular relevance to this project is their experience with the 2008 water system hydraulic
analysis. Burns & McDonnell authored that study and developed its recommendations;
including the proposed 2015 Water Main Improvements.
Because of this experience, Burns & McDonnell is uniquely familiar with the Village's water
distribution system and the specific goals of this year's proposed water main improvements

The Burns & McDonnell fee is approximately 9% of the low bid and median bid price. Typically,
we expect construction engineering fees to be 8%-10% of construction costs. As such, Burns &
McDonnell's fee appears reasonable.
It is our opinion that Burns & McDonnell is uniquely well qualified to provide construction
engineering services for these improvements.
Recommendation
I recommend that the Village Board accept the proposal from Burns & McDonnell consulting
engineers of Downers Grove, Illinois, to provide specified construction engineering services for
the 2015 Water Main Improvements for a fee not to exceed $120,856.

BID RESULTS FOR BOOSTER PUMPING STATION #17 ROOF
REMOVAL & REPLACEMENT (NOT TO EXCEED $83,475)
The Village of Mount Prospect operates a water distribution system that uses booster
pumping stations located throughout the Village. In 2010, the Village retained the
services of a professional roofing architect to inspect and to evaluate the various pump
and lift station roofs. The roofs were inventoried and a capital replacement plan was
created based on current age and condition assessment. The roofing system at
Booster Pumping Station 17 was recommended for complete replacement.
The facility at Booster Pumping Station 17 actually has two separate roof areas. There
is a smaller area above the well pump that has an existing 4 -ply bitumen roof system
installed. The second larger area over the main pump house has the same modified
bitumen roofing system over pre -cast concrete planks. The existing roof drain bowls
and sumps will be replaced, along with the turbine vent above the deep well, under this
project.
Request for Bids
Staff retained the professional services of STR Building Resources (STR-REG) of
Arlington Heights to prepare the plans and specifications for the roof replacements
needed at Booster Pumping Station #17. The consultant, Tony Loden of STR-SEG
recommended that the bids reflect the option to choose one of the two different roofing
systems that could be used at Station 17; a SBS modified bitumen roof or the EPDM
(rubber membrane) roof as an alternate bid.
Both roofing systems have their advantages with the EPDM roofing system as the
current roofing system of choice on most commercial projects due to the ease of
installation and ability to fit difficult roof areas.
The SBS modified bitumen roof usually offers a longer life expectancy over the EPDM
(an expected life of greater than 25 years versus 18-20 years for the EPDM). The SBS

modified bitumen roof is an enhanced, newer version of the older -style 4 -ply roof that
exists on the site. The newer system is designed to meet the more rigid energy
standards of today.
The specifications will require that the new roof meet the current energy conservation
code requirement for either roof system. Due to the smaller size of the facility, staff
requested that the bids provide for a choice of roof systems as the consultant was to
perform a life cycle cost analysis on the project.
Bid Results
A bid notice was published in a local paper. The bids were available from the architect
and five (5) firms picked up a bid package. A mandatory pre-bid was held with four (4)
firms in attendance. Bids were received on May 4, 2015, opened and read aloud as
required.

Discussion
The bids were checked to ensure that the bidders provided the needed and necessary
roofing materials in accordance with the specifications and that the bidders submitted
properly completed bid forms, bid bonds and appropriately signed bid documents. All
firms complied with the requirements of the bid specifications and included the proper
bid bonds and signature.
The apparent low bidder for the EPDM roof is Anthony Roofing - TECTA America of
Aurora, Illinois. Anthony Roofing has not previously worked for the Village so staff
checked their references. References were contacted and all responded favorably
about the contractor's work effort, final project costs and project timeliness.
The apparent low bidder for the modified bitumen roof is L. Marshall Roofing of
Glenview, Illinois. L. Marshall is currently completing the roof replacement project at the
village's Booster Pumping Station 5. Their references have been contacted and found
satisfactory. The present project for the village is without issue and is on budget.

The roofing consultant reviewed all bids and found that both contractors to be compliant
with the specifications and capable of performing the work.
As part of their project analysis, STR-REG figured the life -cycle cost of both roof
systems and found that based on the bids received that the modified bitumen roof
offered a lower overall installed cost over the expected life of the roof system (greater
than 25 years). Based on the life -cycle costs analysis and the received bids, the lowest,
qualified bidder for the modified bitumen roof system is L. Marshall Roofing of Glenview,
Illinois at a cost of $79,500.
Staff is recommending that a small contingency of 5% ($3,975) be added to the project
award to cover any unforeseen repairs that may be found after the existing roof is
removed.
The final award will be for an amount not to exceed $83,475 ($79,500 bid with 5%
contingency of $3,975.)
Recommendation:
I recommend that the Village Board accept the lowest, responsible qualified bid for the
removal and replacement of roofs at Booster Pumping Station 17 with a modified
bitumen roofing system as submitted by L. Marshall Roofing of Glenview, Illinois for an
amount not to exceed $83,475. Sufficient funds for this procurement exist in the current
budget.

Background
The Shared Cost Sidewalk Program is a cooperative effort between the residents and the
Village to share in the cost of replacing eligible public sidewalk throughout the Village.
Information about the Shared Cost Program was published in the village newsletter, giving
residents an opportunity to have sidewalk replaced at a discounted cost. This year's cost to the
resident is $62.50 per sidewalk square, approximately half of the total cost of one square. This
program is dependent upon resident participation.
Bid Results
A Notice to Bidders was published in a local newspaper as required and invitations were sent to
contractors familiar with this program. Sealed bids were received on May 11, 2015.
Five (5) contractors submitted bids for this project. The bids ranged from a low of $54,165.00
by Globe Construction, Inc. to a high of $158,950.00 by Al -amp Concrete Contractors, Inc. The
engineer's estimate for the project was $71,350.00
All but one of the bidders submitted a bid bond in the amount of 10% of the total bid as required
in the bid proposal packet. Suburban Concrete, Inc. submitted a bid bond in the amount of 5%
of the total bid. All bids were checked for their accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

Discussion
The low bidder, Globe Construction, Inc., is prequalified by the Illinois Department of

documents. Globe Construction, Inc. was awarded the 2013 CDBG Sidewalk Program and their
work was completed to the satisfaction of the Village.

The 2015 Shared Cost Sidewalk budget amount is $86,700.00. This year, $14,700.00 will be
set aside for reimbursements to residents for the Village's share for work completed by their
own contractors replacing public sidewalk in front of their homes in conjunction with driveway
replacements. This leaves $72,000.00 as the available budget amount for the project. I
recommend the contract be awarded to the available budget amount to allow for contingency in
the contract quantities.
Recommendation
I recommend the low bidder, Globe Construction, Inc., of Addison, IL, be awarded the contract
for the 2015 Shared Cost Sidewalk Program in the amount not to exceed $72,000.00. There
are sufficient funds in the 2015 Budget to cover this proposed contract.

Background
In 2013, staff began a program to clean and paint all of the light poles, fixture, pedestrian poles,
sign posts and electrical cabinets in the downtown area which are showing wear and paint
degradation. Staff assessed the condition of 388 streetlights, 206 pedestrian lights, and 30
controller cabinets in the downtown area.
2015 will mark the third year of the program. The scope of work this year will include the tall
streetlight poles along south Elmhurst road, known as the `S' curve. There are forty (40)
streetlight poles in this year's project.
The work in 2013 and 2014 addressed 182 items or a little over 29% of the assets; the 2015
effort will address an additional 50 items bringing the total number addressed in this
maintenance effort to 232 items or approximately 37% of the total assets. Staff expects this
program to continue for at least five more years.
Discussion
The low bidder for the first two years has been Bill's Commercial Painting, Incorporated of
Mount Prospect, Illinois. The work was competitively bid as a one-year contract in 2013 and
again in 2014.
The pricing submitted by Bill's Commercial was very competitive in 2014 and allowed the Village
to perform the base bid and all of the alternate work at a cost less than engineer's estimate. The
firm has performed previous work for the Village and their work has been satisfactory and timely
with no issues.
Steve Kokosoulis, the owner of Bill's Commercial Painting recently contacted the Village to offer
to keep the 2014 pricing if the Village would consider the one-year extension to the agreement.
The estimate for cleaning and painting of one streetlight pole and fixtures is approximately
$1,500 based on the engineer's estimate and the average of bids received for the first two
years. Bill's Commercial pricing in 2014 for the cleaning and painting of one streetlight pole and
fixture was $708.00.
The proposed 2015 work will cost $35,400 based on 2014 pricing. Staff is recommending the
award of the full budget amount of $40,000 to cover contingencies and unanticipated work.

Background Information of the Dodge Charger Pursuit Vehicle
In 2014, the police department purchased an AWD Dodge Charger to test and evaluate the
suitability of the Dodge Charger Pursuit vehicle for future purchases. Over the past several
months, the Mount Prospect Police Department completed an extensive review of the Dodge
Charger. This review solicited feedback from officers on the vehicle's quality, durability,
acceleration, braking, turning, maneuvering, comfort, ability to store key patrol equipment and
maintenance records and related costs. Overwhelmingly, the officers' evaluations provided
extremely positive feedback. Officers find the vehicle's acceleration, handling in inclement
weather, overall comfort, and rear trunk space appropriate for duty use. Officers were
appreciative that they were afforded the opportunity to provide input regarding this purchase.
Additionally, the Dodge Charger accommodates the in -car computer, mobile video recorder, and
police radios installed in the front seat area while also providing ample room to safely, and
effectively transport prisoners in the back seat area. The purchase of these vehicles will enable
the Police Department to diversify our current vehicle fleet and will be ideal for traffic
enforcement and other essential police functions.
Staff has conferred with the Public Works Vehicle Maintenance Superintendent, Mr. Jim
Breitzman, regarding the acquisition of this vehicle. Mr. Breitzman foresees no issues with
having additional Dodge products mixed into our vehicle fleet, and determined the maintenance
costs and fuel usage is consistent with our other vehicles. Mr. Breitzman is satisfied with the
reliability and durability of the Charger Pursuit Vehicle, as well as the standard 5 -year, 100,000
mile power -train warranty that will stay with the vehicle during the course of our current 5 -year
vehicle replacement period. Additionally, warranty repairs for this vehicle will be completed
locally at Napleton Dodge in Arlington Heights.
Recommendation
The department is recommending the purchase of six (6) Dodge Charger Pursuit patrol vehicles.
The Dodge Charger Pursuit vehicle is available from Napleton Fleet Group under a suburban
purchasing cooperative agreement with the Northwest Municipal Conference at a cost of

$26,468.00 per vehicle. This price includes all vehicle options and freight (see the attached
specifications sheet). The state bid for this vehicle is $28,560.00, which is $2,092.00 more than
the Northwest Municipal Conference suburban purchasing cooperative agreement. We are
requesting the Village Board authorize the purchase of six (6) Dodge Charger Pursuit Vehicles
from Napleton Fleet Group at a total cost not to exceed $158,958.00 which includes the purchase
of (1) one shop manual. Funds for this vehicle are available for this expenditure in vehicle
replacement account 061.80.00.1.000.660.003, which is listed on page 322 of the 2015 Annual
Budget. Delivery of these vehicles will be in the summer or fall of 2015.
REQUEST TO PURCHASE THREE (3) 2016 FORD UTILITY POLICE INTERCEPTOR
AWD VEHICLES TOTAL COST: $84,349.00
Background on 2016 Ford Utility Police Interceptor Squad Car
In 2012, the Police Department engaged in an in-depth assessment of all vehicle manufacturers'
that offer a police package. At that time, staff's assessment concluded that the Ford Utility Police
Interceptor AWD would meet the needs of the department based upon interior room, drive -train
style, and history with this manufacturer's products. Over the past three years, the Ford Utility
Police Interceptor has proven to be an effective patrol vehicle. The utility style allows patrol
personnel sufficient room to maintain equipment as well as provide ample interior space for the
officer to comfortably operate the vehicle, complete reports, and use the mobile terminal.
Additionally, the Ford Utility Police Interceptor's all -wheel drive capability has proven to be a
significant benefit especially in winter driving conditions when compared to rear wheel drive
vehicles.
Recommendation
The department is recommending the purchase of three (3) 2016 Ford Utility Police Interceptor
AWD patrol vehicles. The Ford Utility Police Interceptor is available from Currie Motors under
the suburban purchasing cooperative agreement with the Northwest Municipal Conference at a
cost of $28,018.00 per vehicle. This price includes all vehicle options and freight (see the
attached specifications sheet). At this time there is no state bid for this vehicle and it is not
anticipated this bid will be available in the near future. We are requesting the Village Board
authorize the purchase of three (3) 2016 Ford Utility Police Interceptor vehicles under the
aforementioned suburban purchasing cooperative for police vehicles for a total price of
$84,349.00 which includes the purchase of (1) one shop manual. Funds for this vehicle are
available for this expenditure in vehicle replacement account 061.80.00.1.000.660.003, which is
listed on page 322 of the 2015 Annual Budget. Delivery of these vehicles will be in the summer
or fall of 2015.
Vehicle Conversion Total Cost: $86,400.00.
Since 2013, the Police Department has employed the services of Lund Industries of Northbrook
for squad conversions. A squad car conversion consists of removing and re -installing police
vehicle equipment from a replaced vehicle into a new vehicle. Additionally, the conversion
involves the installation of new emergency lighting, mobile data computers with mountings,

radios, mobile video recording systems and numerous other squad equipment items. In 2013, the
department conducted a process of selecting a new vendor to provide this service. Based on the
cost and ability to meet department needs, Lund Industries of Northbrook was selected.
In conclusion, it is requested that the bid process be waived to employ the service of Lund
Industries for the conversion and purchase of related installation equipment for six (6) Dodge
Charger Pursuit AWD and three (3) Ford Utility Police Interceptor AWD vehicles at a cost not to
exceed $9,600.00, per vehicle, with a total cost of $86,400.00. Funds are available for this
expenditure in account 061.80.86.00.1.000.660.003, which is listed on page 322 of the 2015
Annual Budget.
Finally, at the direction of the Public Works Director, all vehicles replaced in 2015 will be placed
into service by other Village departments or placed into auction. Squad P-20, a 2010 Ford Crown
Victoria with 39,000 miles will be repurposed and used by Public Works. Squad P-36, a 2007
Ford Crown Victoria Interceptor with approximately 48,000 miles of service will replace Squad
S-31, a 2004 Chevrolet Impala pool car which has over 100,000 miles. Squad S-31 will be turned
over to Public Works for disposition. Squad N-51 currently used by Officer Meister for NIPAS
will be disposed of by Public Works and replaced with the new Squad P-36 reducing the vehicle
fleet by one (1) vehicle.
The squads that will be replaced in 2015 are:
➢ P-3, 2010 Ford Crown Victoria Interceptor with approximately 76,000 miles of service;
➢ P-6, 2010 Ford Crown Victoria Interceptor with approximately 77,000 mile of service;
➢ P-7, 2010 Ford Crown Victoria Interceptor with approximately 100,000 miles of service;
➢ P-11, 2010 Ford Crown Victoria Interceptor with approximately 103,000 miles of service;
➢ P-14, 2010 Ford Crown Victoria Interceptor with approximately 95,000 miles of service;
➢ P-19, 2010 Ford Crown Victoria Interceptor with approximately 77,000 miles of service;

SUBJECT: ACCEPTANCE OF PROPOSAL FOR DEMOLITION OF 2004 SCOTT TERRACE
The single-family home located at 2004 Scott Terrace has been neglected for several years and has
significantly deteriorated creating a nuisance to the public. Numerous attempts were made by staff to
encourage the property owner to rehabilitate the property without success. Unfortunately the owners
have not been responsive and the home has deteriorated past the point of repair.
Given these facts, the Village sought and received a Final Default Order and Injunction for Demolition
from the Circuit Court of Cook County. The order was granted to the Village and all required. notices
have been given to the property owner of our intent to pursue the demolition of the home.
The Community Development Department solicited proposals to demolish the single-family home and
met with prospective bidders on site to review the proposed work. Three proposals were submitted by
demolition contractors. All three firms are capable of performing the services requested and have
performed similar work for other local municipalities. Listed below are the cost proposals that were
submitted for the demolition work:

structure is successfully removed through the demolition process, the Village will file the necessary

19th Village Board meeting. Staff will be present to answer any questions related to this matter.
