MINUTES OF THE SPECIAL MEETING OF
THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT
April 21, 2015
CALL TO ORDER
Mayor Juracek called the meeting to order at 6:04 p.m.
Present: Mayor Arlene Juracek
Trustee John Korn
Trustee John Matuszak
Trustee Steven Polit
Trustee Richard Rogers
Trustee Michael Zadel
Absent: Trustee Hoefert
SPECIAL MEETING BUSINESS ITEM:
Interviews for Executive Recruitment Consultant.
Mayor Juracek stated the Special Meeting is being conducted for interviews with executive recruitment
consultant to conduct search to fill vacant Village Manager position. Mayor Juracek introduced Ms. Heidi
Voorhees, co-owner of GovHR USA. GovHR USA is a public management consulting firm serving
municipal clients and other public sector entities on a national basis.
Ms. Voorhees provided a general overview of GovHR USA including qualifications, experience and
recruitment history. Stating a typical recruitment and selection process can take 175 hours to conduct,
Ms. Voorhees presented the scope of work with the following approach to the Village’s recruitment
process. .
Phase I Position Assessment, Position Announcement and Brochure Development.
Phase II Advertising, Candidate Recruitment and Outreach
Phase III Candidate Evaluation and Screening
Phase IV Presentation of Recommended Candidates
Phase V Interviewing Process
Phase VI Appointment of Candidates
A summary of costs was presented; total fees $18,000.
Ms. Voorhees responded to questions from the Village Board regarding the recruitment, interview, hiring
process and matters related to offer of employment. Anticipate 90 day period from time the consultant is
hired to when Village Manager is hired

goals/objectives/vision
Strategic Plan – what Village Board wants next manager to focus on; goals as performance tool.
Residency requirement
Salary range versus specific salary.

Mayor Juracek stated four (4) consulting firms were considered. HRGov USA was the only Illinois based
firm, the firm has a strong familiarity of Illinois local government and recently conducted successful
recruitment of Arlington Heights Village Manager.
Acting Village Manager Dave Strahl stated if there was a consensus of the Village Board to enter a
contract with HRGov USA, the next step would be to present the agreement for the Village Board’s
,
consideration and approval at the May 5,2015 Village Board meeting.
There was a consensus from the Village Board to move forward with approval of the agreement with
HRGov USA.
In thanking Ms. Voorhees, Mayor Juracek stated the agreement would be presented for discussion and
th
approval at the May 5 Village Board meeting.
ADJOURNMENT
There being no further business to discuss Mayor Juracek asked for a motion to adjourn.
Trustee Korn, seconded by Trustee Polit, moved to adjourn the meeting.
By unanimous vote the April 21, 2015 Special Meeting adjourned at 6:36 p.m.
