CALL TO ORDER – ROLL CALL The meeting was called to order at 7:00 p.m. in the Village Board Room of the Village Hall, 50 South Emerson Street, by Mayor Pro Tem John Korn. Trustees present included Paul Hoefert, Steven Polit, Richard Rogers and Michael Zadel. Staff present included Acting Village Manager David Strahl, Community Development Director Bill Cooney, Public Works Director Sean Dorsey, Fire Marshal Bryan Loomis and Administrative Analyst Alexander Bertolucci. II. APPROVAL OF COMMITTEE OF THE WHOLE MINUTES FOR MARCH 10, 2015 Motion made by Trustee Hoefert seconded by Trustee Polit. Minutes were approved. III. CITIZENS TO BE HEARD Bill Reddy from Millie’s Hallmark, 1024 S. Elmhurst Road spoke. He stated the trustee candidates had attributed comments made by him in a newspaper article during the Candidates’ Forum on March 21, 2015. He clarified that his comments regarding transparency were specific to Golf Plaza II and were not about the Village in general. He requested the trustee candidates to stop using his name and comments out of context. IV. WAIVER OF PERMITS/FEES FOR NON-PROFIT AND GOVERNMENTAL AGENCIES DISCUSSION Acting Village Manager Strahl stated staff seeks direction from the Village Board regarding the waiver of fees and permits for non-profit and governmental agencies. He stated a March 2015 survey from the Northwest Municipal Conference reflects a decrease in community’s that offer fee and permit waivers since 2010. He stated 8 of the 17 municipalities that completed the survey currently offer similar permit and fee waivers. He provided a summary of the Village’s current fees, guarantees, and deposits for development and site improvements, building permits, and fire protection. He stated staff recommends limiting waivers options so that Village staff and out of pocket expenses related to development are not singly incurred by the Village. He presented the recommended waiver options. He stated Public Works fees proposed to be eligible for a waiver would be limited to refundable guarantees and deposits. He stated the proposed waiver of fire inspection and plan review fees would be limited to fees related to retrofitting an existing structure. He stated the permit fee for projects that are valued under $5,000 is $50 and the fee increases by $10 for each $1,000 of additional construction value above the first $5,000. He stated that staff recommends the building permit fees be capped at no more than $250 for a non-profit or religious institution plus any direct costs associated with building inspections and plan reviews. 03/24/15 Committee of the Whole Page 1 of 2 General comments from the Village Board members included the following items: 1) There was a question regarding how often non-profit agencies request the Village to waive fees. 2) There was general discussion regarding the Village recovering costs related to inspections and plan reviews. 3) There was a discussion regarding reviewing this topic again, if development in the non-profit sector was to suddenly increase within the Village. 4) There were questions regarding consideration or liability scenarios associated with waiving fees. There was general consensus by the Village Board to proceed with staff recommendations to modify the waiver fee options for non-profit organizations, religious institutions and governmental agencies. These changes limit expenses that otherwise would have been singly incurred by the Village. V. MANAGER’S REPORT Acting Village Manager Strahl stated there is no Village Board meeting on March 31, 2015 as it is a fifth Tuesday. He stated the April 7, 2015 Village Board meeting is rescheduled to Wednesday, April 8, 2015 due to the Consolidated Election on April 7, 2015. VI. ANY OTHER BUSINESS Trustee Rogers stated he is uncertain if he will be able to attend April 8, 2015 Village Board Meeting. There was general discussion regarding the March 23, 2015 snow storm. VII.
