Village Manager's Report 04/08/2015Mount Prospect Public Works Department LL $/ INTEROFFICE MEMORANDUM TO: ACTING VILLAGE MANAGER DAVID STRAHL FROM: VILLAGE ENGINEER DATE: MARCH 30, 2015 SUBJECT: NORTHWEST HIGHWAY STREETSCAPE PROJECT CONSTRUCTION ENGINEERING SERVICES AGREEMENT ($136,541) BACKGROUND The Village is seeking to have streetscape improvements made to Northwest Highway from Maple Street to Louis Street, George Street to Albert Street and Forest Avenue to Fairview Avenue. The project was approved for Illinois Transportation Enhancement Program (ITEP) funding for an 80/20 split of the construction costs. The Village is responsible for the Engineering costs. The Design Engineering is complete and the bids were opened by IDOT on January 30, 2015. IDOT is preparing to award the contract to Path Construction Co. in the amount of $1,268,950. The Village is responsible for the Phase III Construction Engineering cost which is estimated to be $136,541. DISCUSSION With the approaching start of construction the Village must enter into a CONSTRUCTION ENGINEERING SERVICES AGREEMENT with a consulting engineer. Prior to awarding the Phase I, Project Preliminary Engineering Services and Phase II, Design Engineering Services contracts the Village requested a statement of qualifications from six consulting engineering firms. After reviewing and evaluating the qualifications, the Village selected to negotiate an agreement with the first ranked consultant, Hancock Engineering Co. and the Village board approved the contract on June 18, 2013. Their Phase I and Phase II work has been satisfactory and because of their specific knowledge about this project, it is my recommendation that the Phase III Construction Engineering contract be awarded to Hancock Engineering Co., in the amount not to exceed $136,541. The proposed Construction Engineering cost of $136,541 represents 10.7% of the bid construction cost of $1,268,950. This is in line with what we would expect and is very similar to the Kensington Road Improvement Project which had a 10.6% ratio. Also, based on the estimated 1,228 hours necessary to complete the Phase III Engineering work, the average cost per hour of $103.17 is also reasonable. The sealing of brick pavers is necessary to keep the brick color from fading and to seal out moisture, dirt, oil and paint that might otherwise get imbedded into the brick. Sealing also extends the life expectancy of the brick walk and facilitates cleaning. The life expectancy for the sealant is five (5) to seven (7) years and currently all brick walks are scheduled to be sealed on a six year cycle. The proposed agreement is for a two (2) year term concluding at the end of 2016. Bidders were asked to submit pricing for 2015 and 2016. BID RESULTS Sealed bids were opened at 1:00 P.M. on March 16, 2015 for the proposed 2015-2016 brick paver sealing program. Bid prices were based on estimated quantities of 50,000 square feet. Seven invitational bids were mailed, and a bid notice was placed in the local paper. Eight contractors attended the mandatory pre-bid meeting. One bid was received with result as follows: Bidders 1 2015 2016 Midwest Brickpaving, Inc. 1 $57,000.00 $57,000.00 DISCUSSION The only bid received was from Midwest Brickpaving, Inc. Midwest Brickpaving has held the brick sealing contract the past two years, in addition Midwest Brickpaving, Inc. has previously completed repair and installation projects for the Village. All work has been satisfactorily completed on time and within budget. Submitted references were checked and responded with positive recommendations and stated they would rehire Midwest Brickpaving for any future projects. Page 2 of 2 2015-2016 Brick Paver Sealing Contract (Not to Exceed $75,000) March 31, 2015 The price submitted by Midwest Brickpaving is 4.6% higher than the 2013 awarded bid price (see table below). The 4.6% increase is reflective of the CPI the last two years. In addition, the 2015 bid price of $57,000 is approximately $20,000 lower than the second lowest bid received in 2013 (see table below). Taking these factors into consideration the Ione bid received from Midwest Brickpaving represents a very competitive bid price. Therefore, I recommend that we take advantage of the lower than anticipated unit prices and add additional work up to the budgeted amount of $75,000 RECOMMENDATION I recommend award of a two (2) year contract to Midwest Brick Paving, Inc. Year one (1) will be in an amount not to exceed $75,000. Year two (2) will be in an amount not to exceed the appropriated budget in 2016. Concrete restoration of driveways, curbs, and sidewalks is necessary throughout the year following emergency repair excavations. This contract provides for monthly services, thus reducing the time our residents are waiting for restoration. This contract is for a one (1) year agreement. BID RESULTS Sealed bids were publicly opened at 1:00 P.M. on March 16, 2015 for a proposed concrete restoration contract. Bid prices were based on estimated quantities. Eight (8) invitational bids were mailed, and a bid notice was placed in the local paper. Four (4) companies attended the mandatory pre-bid meeting. A Lamp Concrete Contractors, Inc. has performed street resurfacing, concrete restoration and is currently completing the Isabella drainage improvements. All previous work completed by A Lamp was satisfactory. Supplied references were contacted and said that A Lamp Concrete Contractors, Inc. completed their contracts performing satisfactorily and that they would hire then, again. RECOMMENDATION I recommend the Village Board award a one (1) year contract to the lowest qualified bidder, A Lamp Concrete Contractors, Inc. in an amount not to exceed $61,200. BECKNER, SENIOR PLANNER DATE: MARCH 30, 2015 SUBJECT: DOWNTOWN WAYFINDING SIGNAGE PROGRAM — PHASE I: DESIGN PROCESS BACKGROUND The Downtown Implementation Plan includes a recommendation to implement a wayfinding signage program. Wayfinding, such as directional signs, information kiosks, and gateway signage is discussed and would be scaled to direct both vehicular and pedestrian traffic to downtown services, shops, parking and transit. The plan proposes sign locations throughout the downtown and denotes Prospect Avenue as a potential special district that could be highlighted through the wayfinding signage program. REQUEST FOR PROPOSALS On February 27, 2015 the Community Development Department posted a Request for Proposals (RFP) to address the Phase I Design Process of the Wayfinding Signage Program implementation. The Community Development Department has budgeted $50,000 for this phase, which includes: • An assessment/analysis of pedestrian and auto -oriented wayfinding needs. • A unified design for all sign types [pole -mounted directional wayfinding, information kiosks, and gateway signs], the final deliverable resulting in bid -ready drawings for accurate cost estimation. • Location and wording for each proposed sign. This document will be detailed and may be used for accurate bidding to kick-off Phase II — Fabrication and Installation of the wayfinding signage program. CONCLUSION Media Objectives addressed all of the department's requested elements for the design portion of the wayfinding signage program in the RFP at the lowest cost. Staff recommends retaining Media Objectives to complete the Design Phase of the downtown Wayfinding Signage Program. Sufficient funds are available in account 022.40.90.00.0.710.636.028 on page 313 of the Budget. Please forward this memorandum and attachments to the Village Board for their review at their April 8, 2015 meeting. Staff will be present to answer any questions related to this matter.
