DISCUSSION
The Village has offered relief from various permits and fees for numerous non-profit and
governmental agencies historicallyas an unwritten policy. Requests are submitted for
consideration in written form to the Village Manager. The Village Manager has granted the
majority of these requests in the past administratively. The justification for such relief has been
that the projects are funded by agenciesthat are either community based or supported by Village
taxpayers.The typical requester is a non-profit (501 (3) (c)) organization, religious institution, or
governmental agency (consisting of other taxing bodies).
In order to establish a consistent policy and parameters in application of a policy,staff is
requesting Village Board direction as to an equitable policy. Appropriate staff will be present to
participate in the discussion.
