Juracek Trustee Paul HoefertTrustee Steven Polit Trustee John KornTrustee Richard Rogers Trustee John MatuszakTrustee Michael Zadel II.APPROVAL OF MINUTES OF THE COMMITTEE OF THE WHOLE FOR JANUARY 27, 2015 III.CITIZENS TO BE HEARD IV.COOK COUNTY MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN The federal Disaster Mitigation Act of 2000 (Public Law 106-390) requires public agencies to prepare and implement a disaster mitigation plan. The purpose of this plan is to identify potential hazards, such as flooding or severe winter weather, that are likely to impact the agency’s jurisdiction. The plan also identifies action items that the agency can take to mitigate the damages associated with each type of hazard. Utilizing a federal grant, the Cook County Department of Homeland Security and 115 participating municipalities, including the Village of Mount Prospect, have completed a multi-jurisdictional hazard mitigation plan for all of Cook County. Appropriate staff will be on hand to discuss key components and general overview of this plan. Subsequent to this discussion, staff will present on ordinance signifying formal adoption of this plan at an upcoming Regular Meeting of the Village Board. Strategic Plan Element: Governance-Quality Service V.NEIGHBORHOOD DRAINAGE PROGRAM Since 2009, the Village of Mount Prospect has periodically funded an infrastructure improvement program intended to alleviate overland flooding on private property. Generally, this program involves the installation of storm sewers, catch basins, and rain gardens in the backyards of single-family residential homes. Demand for this program has greatly exceeded available funding. Presently, there is a backlog of over 142 sites awaiting construction. Present funding levels can only support construction of 4 sites per year. Staff will be attendance to facilitate a discussion about the details of this program as well as potential funding options that could help accelerate the pace of the program.
