INVOCATION Mayor Juracek gave the Invocation. MINUTES Trustee Hoefert, seconded by Trustee Polit, moved to approve the minutes of the regular Village Board meeting held January 6, 2015. Upon roll call: Ayes: Hoefert, Korn, Polit, Rogers, Zadel Nays: None Abstain: Matuszak Motion carried. MONTHLY FINANCIAL REPORT AN DAPPROVE BILLS Mayor Juracek stated the next item on the agenda, "MONTHLY FINANCIAL REPORT AND APPROVE BILLS" was noted by an asterisk and unless there was a request to remove an item(s), all items further listed in that manner would be considered with one (1) vote as business item "IX. CONSENT AGENDA." MAYOR'S REPORT A. ACCOLADES B. 1 st reading of An Ordinance Amending Chapter 13, "Alcoholic Liquors," of the Village Code of Mount Prospect Mayor Juracek presented for a first (1st) reading an ordinance amending Chapter 13 (Alcoholic Liquors) of the Mount Prospect Village Code. This ordinance amends the Village Code by decreasing the number of Class "F-3" liquor licenses by one (1), Billy Goat Tavern X, Inc. d/b/a Billy Goat Tavern & Grill, 164 Randhurst Village Drive. Trustee Korn, seconded by Trustee Zadel, moved for approval of Ordinance No. 6176: AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE MOUNT PROSPECT VILLAGE CODE Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Rogers, Zadel Nays: None Motion carried. C. 1st reading of An Ordinance Amending Chapter 13, "Alcoholic Liquors," of the Village Code of Mount Prospect Mayor Juracek presented for a first (1st) reading an ordinance amending Chapter 13 (Alcoholic Liquors) of the Mount Prospect Village Code. This ordinance amends the Village Code by increasing the number of Class "F-3" liquor licenses by one (1), Truco MP LLC d/b/a Truco Taqueria & Margarita Bar, 211 Randhurst Village Drive. Acting Village Manager Dave Strahl provided background information stating the applicants/owners, Ms. Carrie Nahlawl and Mr. Richard Munoz, have met Village requirements and submitted all required documentation. In addition, Ms. Nahlawl and Mr. Munoz have met with staff to review the Village's rules and regulations, including the Village's particular sensitivity to the sale of alcohol to minors and clearly intoxicated individuals. Ms. Carrie Nahlwal was in attendance to provide additional information and respond to questions from the Village Board. Ms. Nahlwal provided background information including ownership/management of other area Chicago restaurants including Mago Grill & Cantina in Arlington Heights. She stated Truco Taqueria & Margarita Bar is a new concept which they are excited to bring to the Randhurst location. Ms. Nahlwal thanked Village staff for their guidance through the process. Mr. Juan Luis Gonzales, chef for Truco, distributed menus and provided an overview of the wide array of "Mexican Street" food and drinks the restaurant will serve. He indicated the restaurant is expected to open the third (3rd) week of March. Trustee Rogers, seconded by Trustee Matuszak, moved to waive the rule requiring two (2) readings of an ordinance: Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Rogers, Zadel Nays: None Motion carried. On behalf of the Village Board, Mayor Juracek welcomed and thanked the owners for choosing to locate their restaurant in Mount Prospect. D. APPOINTMENTS No appointments. COMMUNICATIONS AND PETITIONS — CITIZENS TO BE HEARD None. AN ORDINANCE AUTHORIZING AN ADDENDUM TO MUTUAL AID BOX ALARM SYSTEM AGREEMENT Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Rogers, Zadel Nays: None Motion carried. OLD BUSINESS None NEW BUSINESS A. An Ordinance Authorizing an Addendum to Mutual Aid Alarm Box System Agreement Approved under the Consent Agenda. B. 1st reading of An Ordinance Amending Chapter 18 (Traffic) of the Village Code Mayor Juracek presented for a first (1S) reading An Ordinance Amending Chapter 18 (Traffic) of the Village Code. This ordinance amends Section 18.2002, "Prohibited Turns," Section 18.2003, "One -Way Streets" and Section 18.2004A — Schedule IV, "Stop and Yield Signs" of the Village Code. The proposed ordinance would allow right hand turns from Millers Lane onto Central Road. The Transportation Safety Commission recommended approval by a vote of 7-0. Traffic Engineer Matt Lawrie provided background information including history of the Millers Station Subdivision traffic design (1993) and current traffic activity at Cathy Lane and Central Road. Mr. Lawrie page 3 of 6 Village Board Meeting Minutes January 20, 2015 stated Millers Lane is included in the Village's 2015 resurfacing program. Over the years the Engineering Division has received requests to increase access at the Millers Lane and Central Road intersection. As that improvement could be included in the resurfacing program, the Engineering Division sought input from residents that would be affected by the proposed change. IDOT was also notified; IDOT indicated they would not object to the proposal as long as all permitting requirements were met. Surveys were sent to residents on Millers Lane, Cathy Lane, the two (2) properties on Central Road immediately west of Millers Lane and the Central Community Center (CCC). Of the twenty-three returned surveys, fifteen supported the proposal to allow right turns from Millers Lane onto Central Road; seven (7) opposed and one (1) was indifferent. Staff presented the proposal to the Transportation Safety Commission; December 2014 meeting. Residents both in support and in opposition of the proposal were in attendance. The Commission and residents agreed the proposal, if approved, should include measures to discourage CCC visitors from driving around to Millers Lane to exit onto Central Road. By a vote of 7-0, the Transportation Safety Commission recommended the intersection at Millers Lane and Central Road be modified to permit right turns from southbound Millers Lane onto westbound, and to continue to permit right turns from westbound Central Road onto northbound Millers Lane. The Commission further recommended 1) the Village request the Mt. Prospect Park District to install signs prohibiting left turns from the Central Community Center parking lot onto Cathy Lane and 2) the Village install, a No Thru Traffic sign north of the CCC. In response to questions from the Village Board Mr. Lawrie provided the following: ■ All drivers must use Cathy Lane to exit; usage would be the same whether at Cathy or Millers ■ Traffic count from a few years ago: approximately 400 vehicles use exit per day. ■ Residents of subdivision — more comfortable if only residents allowed to use exit at Millers Lane; support sign at CCC discouraging people from turning left at Cathy Lane. ■ Police Commander Bob Smith provided traffic accident data over the last 3-4 year period at Transportation Safety Commission meeting. Low accident area; none at Millers and Central and 2-3 at Lancaster. ■ Mt. Prospect Park District at installing traffic signal at Cathy and Central; at that time IDOT indicated warrants were not met for a traffic signal. ■ Survey response — address optional. Village Board Comments ■ Volume of traffic from CCC; need to explore other options to alleviate traffic at Cathy Lane. Reconfiguration of north Cathy Lane at Central — widen the intersection to include right turn lane. ■ Timing of traffic lights allows for easy ingress/egress from adjacent business on Central Road. ■ Original development agreement regarding traffic pattern is key in decision. Agreement addressed safety concerns raised by residents on Central Road; exiting their driveways. ■ Analyze agreements and look at options to widen Cathy Lane. ■ Development agreement made twenty (20) years ago — no residents nor park district building. Traffic has changed. ■ Same number of cars whether exiting from only Cathy or Cathy and Millers. ■ Vehicles exiting at Cathy and going west on Central — travelling at higher rate of speed than cars exiting at Millers when they approach homes on Central Road. Public Comment Ms. Judy Kirman 1042 West Central Road page 4 of 6 Village Board Meeting Minutes January 20, 2015 Ms. Kirman addressed the Village Board with a prepared statement opposing the proposed modification at Millers Lane at Central Road. Her concerns included: ■ Safety issue — exiting from drive -ways on Central Road just west of Millers Lane. ■ Notification to residents; notification regarding proposal not sent to all residents of Centralwood subdivision (residential homes between Lancaster Street and Kenilworth Avenue). ■ Access to Central Road at Millers Lane — not part of the original development agreement. Review and compliance with original development agreements. ■ Survey — inadequate/insufficient for feedback. ■ Concerned the opening of Millers Lane may be the first phase of Mt. Prospect Park District plan to access more parking and open up access to streets in Centralwood subdivision. ■ Ms. Kirman submitted a FOIA request to the Village Clerk. Mr. John Mc Glynn 7 North Lancaster Street Mr. Mc Glynn shared the following concerns: ■ Opposed to modifications — traffic safety and impact on residents in Centralwood subdivision. ■ Number of accidents on Central — recommended reduction of the speed limit on westbound Central from the train tracks to Busse Road. ■ Lack of notification to the residents in the Centralwood subdivision regarding the proposed modifications at Millers Lane and Central Road. Mr. Fred Steinmiller — President of Millers Station Homeowners Association ■ At the Association's meeting held this evening — all in attendance support the Village's proposal. ■ Congestion created by Park District activities problematic for residents trying to leave subdivision. Cathy Lane only option to exit subdivision. ■ Drivers outside of subdivision often unaware of prohibited access to Central Road at Millers — difficult time turning around. ■ Residents somewhat concerned the change would increase traffic on Millers and Cathy. In response to requests from the Village Board for additional information, Mayor Juracek stated the ordinance would be held for second (2) and summarized the information staff would provide prior to the second (2) reading. Information to include: ■ Traffic crash data — between Cathy and Lancaster; five (5) years. ■ Investigate feasibility/cost of widening southbound Cathy Lane to include a right turn lane. ■ Agreements/Village Board meeting minutes from discussion of Millers Station Subdivision development; restriction of turn movements on Millers Lane. ■ Contact IDOT — installation of traffic light at Cathy Lane. ■ Map showing driveways on Central Road — distances from intersections. ■ Number of residential homes in Centralwood subdivision. Public Comment Ms. Carol Bonavich 6 Millers Lane ■ Indifferent to proposed modifications. ■ Cathy Lane is the only street residents of Millers Station subdivision have to exit the subdivision. ■ Residents between Lancaster and Kenilworth have access to three (3) streets along Central Road. Ms. Joan Fack 4 Millers Lane page 5 of 6 Village Board Meeting Minutes January 20, 2015 ■ Replaced mailbox several times — drivers using their drive -way to turn -around after seeing they cannot exit on Millers Lane. ■ If approved — stop sign at Millers Lane would be helpful. ■ Benefits either way. In consideration of the volume of information requested, Acting Village Manager Strahl, recommended the second (2) reading be deferred until the February 17, 2015 Village Board meeting. Mayor Juracek concurred with the recommendation and called for a motion to defer the second (2nd) reading of the ordinance. Trustee Hoefert, seconded by Trustee Zadel, moved to approve deferral of the second (2nd) reading of the Ordinance Amending Chapter 18 (Traffic) of the Village Code until the February 17, 2015 Village Board meeting. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Rogers, Zadel Nays: None Motion carried. Mayor Juracek stated the second (2nd) reading of the ordinance was deferred until the February 17, 2015 Village Board meeting. VILLAGE MANAGER'S REPORT Acting Village Manager Dave Strahl made the following announcement regarding community meetings: ■ Celestial Celebration — Friday, February 6th Shining Stars OTHER BUSINESS Trustee Korn provided a friendly reminder to residents regarding the Village's regulation for the removal of outside holiday lights. ADJOURNMENT There being no further business to discuss Mayor Juracek asked for a motion to adjourn. Trustee Hoefert, seconded by Trustee Polit, moved to adjourn the meeting.
