VB Minutes 01/06/2015 MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT January 6, 2015 CALL TO ORDER Mayor Juracek called the meeting to order at 7:04 p.m. ROLL CALL Present: Mayor Arlene Juracek Trustee Paul Hoefert Trustee John Korn Trustee Steven Polit Trustee Richard Rogers Trustee Michael Zadel Absent: Trustee John Matuszak PLEDGE OF ALLEGIANCE Pledge of Allegiance led by Trustee Zadel. INVOCATION Trustee Rogers gave the Invocation. MINUTES Trustee Hoefert, seconded by Trustee Polit, moved to approve the minutes of the regular Village Board meeting held December 16, 2014. Mayor Juracek stated corrections had been made to the draft minutes; page six (6). MONTHLY FINANCIAL REPORT AND APPROVE BILLS Mayor Juracek stated the next item on the MONTHLY FINANCIAL REPORT AND APPROVE 1 page of 3 Village Board Meeting Minutes January 6, 2015 REPORT A. ACCOLADES B. Prospect Mayor Juracek presented for a first (1st) reading an ordinance amending Chapter 13 (Alcoholic Liquors) of the Mount Prospect Village Code. This ordinance amends the Village Code by decreasing the number S-3Elto Restaurant Corporation d/b/a Ye Olde Town Inn, 18 West Busse Avenue. Mayor Juracek stated that in compliance with the Village Code the liquor license for this establishment was forfeited; any licensed establishment that has discontinued the sale or service of alcoholic beverages or that has not been open for business at least four (4) days per week for a period of thirty (30) days or more shall automatically forfeit its license. Trustee Hoefert, seconded by Trustee Zadel, moved to waive the rule requiring two (2) readings of an ordinance: Upon roll call: Ayes: Hoefert, Korn, Polit, Rogers, Zadel Nays: None Motion carried. Trustee Korn, seconded by Trustee Hoefert, moved for approval of Ordinance No. 6175: AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE MOUNT PROSPECT VILLAGE CODE Upon roll call: Ayes: Hoefert, Korn, Polit, Rogers, Zadel Nays: None Motion carried. C. APPOINTMENTS No appointments. COMMUNICATIONS AND PETITIONS CITIZENS TO BE HEARD CONSENT AGENDA Mayor Juracek stated the next item on the agenda, unless there was a request to remove an item(s), all items further listed in that manner would be Trustee Rogers, seconded by Trustee Polit, moved to approve the following business items: 1. Bills dated December 11 December 31, 2014 Upon roll call: Ayes: Hoefert, Korn, Polit, Rogers, Zadel Nays: None Motion carried. 2 page of 3 Village Board Meeting Minutes January 6, 2015 OLD BUSINESS None NEW BUSINESS None V Acting Village Manager Dave Strahl made the following announcement regarding community meetings: th Coffee with Council Saturday, January 10 9-11 am Village Hall Community Center OTHER BUSINESS Mayor Juracek stated a list of warming centers would be made available to public; press release and on Trustee Korn stated that while there is no ordinance requiring the removal of snow from public sidewalks, the removal of snow from the public sidewalks is beneficial to pedestrians. Trustee Rogers acknowledged the tremendous job public works staff have done in keeping the streets clear of ice and snow. ADJOURNMENT There being no further business to discuss Mayor Juracek asked for a motion to move into Closed Session to discuss: REVIEW OF MINUTES 5 ILCS 120/2.06 (c)(21) - Discussion of minutes of meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. LAND ACQUISITION 5 ILCS 120/2 (c) (5) - The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. LITIGATION 5 ILCS 120/2 (c) (11) - Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. Trustee Zadel, seconded by Trustee Polit, moved to enter Closed Session. Upon roll call: Ayes: Hoefert, Korn, Polit, Rogers, Zadel Nays: None Motion carried. The Village Board entered closed session at 7:12 pm. The Closed Session meeting ended at 8:32 pm at which time the Village Board reconvened in Open Session and immediately adjourned. M.
