Juracek Trustee Paul HoefertTrustee Steven Polit Trustee John KornTrustee Richard Rogers Trustee John MatuszakTrustee MichaelZadel II.APPROVAL OF MINUTES OF THE COMMITTEE OF THE WHOLE FOR NOVEMBER25, 2014 III.CITIZENS TO BE HEARD IV.HUMAN SERVICES DEPARTMENT UPDATE -2015 This Committee of the Whole discussion will provide a general outline and update of the activities of theHuman Services Department. The new Director has been in place for just short of a year and this meeting will be an opportunity for the senior management team of Human Services to highlight the processes they have begun to put in place to track service needs and changes to the service delivery methods as the residential population needs change as demographics evolve. Among the changes the department is implementing is the use of service satisfaction survey and conversion of paper records to electronic for improved access among staff. The Human Services Director will also be requesting a change in staff at the Community Connections Center(CCC). When the CCC was established the intake receptionist position was originally approved and budgeted as a full time position, but due to the budget at the time in 2010 the recruitment focused on hiring two part time employees. The two part time employees were highly qualified for the position and remained in the position for four years which is longer than typical for most part time employees. However, it is unlikely that the Village will be able to obtain the services of two quality part time employees for the intake receptionist position that meet the same standard as the previous incumbents. Therefore, the department is requesting the Village Board consider converting the two part time receptionist positions to a full time position. The additional cost is projected at $13,000 for benefits over and above the current expenses budgeted for the two part time positions. The Human Services department management staff will be on hand to present the outline of their program model and plan for monitoring the changes in service delivery as the demographics of the community continue to evolve and discuss their request to change the two part-time positions to a full time position. This discussion will support the elements of the Strategic Plan in the following areas: Governance-Quality Service-Provide high-value, relevant municipal services.
