SUBJECT: 2013 CDBG SIDEWALK PROGRAM CONTRACT AWARD - $40,067.50
Background
The Community Development Block Grant (CDBG) Sidewalk Program includes the installation of new
sidewalk at eligible locations in the Village where sidewalk is missing. Staff has identified the north side
of Kensington Road, from Hemlock Lane to Westgate Road, to be this year's project location.
Bid Results
A Notice to Bidders was published in a local newspaper as required and invitations were sent to
contractors familiar with this program. At 1:30 P.M. on May 6, 2013 sealed bids were publicly opened
and read aloud.
Seven (7) contractors submitted bids for this project. The bids ranged from a low of $40,067.50 by Globe
Construction, Inc. to a high of $76,745.90 by D'Land Construction, LLC. The engineer's estimate for the
project was $36,160.00.
Each of the bidders submitted a bid bond in the amount of 10% of the total bid as required in the bid
proposal packet. All bids were checked for accuracy. No errors were found. All bidders correctly signed
their bids and bid bonds. Below is a summary of the bids:

Discussion
The low bidder, Globe Construction, Inc., is prequalified by the Illinois Department of Transportation for
concrete construction projects and meets the requirements of the contract documents. The Villages of
Westchester, Glen Ellyn, and City of Naperville all indicated Globe Construction, Inc. has done quality
work in their communities in recent years.

Recommendation
I recommend the low bidder, Globe Construction, Inc. of Addison, IL, be awarded the contract for the
2013 CDBG Sidewalk Program in the amount not to exceed $40,067.50. There are sufficient funds in the
2013 Budget to cover this proposed contract.
Please include this item on the May 21" Village Board Meeting Agenda.
