JANONIS FROM: WATER /SEWER SUPERINTENDENT DATE: APRIL 28, 2011 SUBJ: PROFESSIONAL SERVICES AGREEMENT FOR ENGINEERING ASSISTANCE FOR CLEANING AND PAINTING OF RESERVOIR 16 ($18,200) BACKGROUND On August 19, 2010 the reservoir roof collapsed at our Station 16 Reservoir and Booster Station located on West Algonquin. The Village retained the professional services of Tank Industry Consultants of Bolingbrook, Illinois to assist with the damage assessment and repairs to the tank. Repairs have since been made to the tank and the roof and tank is ready for paint. All visible repairs have been made to the tank. The tank was last painted in late 2001. The roof repair left the new roof in a shop primed condition and the existing sidewall paint was marred as the roof rafters collapsed inward. Our engineering consultant, Tank Industry Consultants, Inc. (TIC) prepared the plans and specifications for the cleaning and painting of the tank. The Bid for the cleaning and painting project was advertised and contractor bids were opened on April 25, 2011. That project award will be considered under another separate Board item. The cleaning and painting project is expected to be completed with the tank returned to service before the end of June 2011. DISCUSSION Staff is recommending the continued use of consulting engineer, Tank Industry Consultants of Bolingbrook, Illinois on a part -time basis to provide engineering assistance and project monitoring of the cleaning and painting of Reservoir 16. At staff's request, TIC submitted a proposal to supply limited engineering assistance after contract award that includes oversight of the project and contract administration for the cleaning and painting project. Their fee to assist the Village with this project for 2011 is $18,200 based on an estimated four (4) weeks of onsite assistance. Engineering services for this type of work usually range between 8 -10% of the overall project costs. When the fee is compared to the $285,450 painting bid award being considered by the Board, the fee is 6.4 % of the proposed award amount. Page 2 of 2 PROFESSIONAL SERVICES AGREEMENT FOR ENGINEERING ASSISTANCE FOR CLEANING AND PAINTING OF RESERVOIR 16 (TANK INDUSTRY CONSULTANTS - $18,200) April 28, 2011 Recommendation I recommend that the Village Board authorize a professional services agreement with Tank Industry Consultants of Bolingbrook, Illinois for engineering assistance and contract administration with Cleaning and Painting of Reservoir 16 project in an amount not to exceed $18,200.00.
