JANONIS FROM: SUPERINTENDENT OF STREETS & BUILDINGS DATE: APRIL 25, 2011 SUBJECT: ACCEPT BID FOR 2011 & 2012 CRACK SEALING PROGRAM (NOT TO EXCEED $58,448) BACKGROUND As part of our annual preventive street maintenance program we typically select streets that have been paved in the last 4 -5 years for crack sealing. At 4 -5 years, the pavement develops transverse and longitudinal cracks, which are sealed to prevent further deterioration of the pavement, thereby extending the life of the street. The program is no longer available through the NWMC. This is the third year we have let our own cracking sealing contract with IDOT's approval since we will be using Motor Fuel Tax money for funding. BID RESULTS Sealed bids were opened at 1:00 P.M. on April 18, 2011 for the 2011& 2012 Crack Sealing Contract. Four invitational bids were mailed, and a bid notice was placed in the local paper. Also because State of Illinois Motor Fuel tax money is funding a portion of these services, IDOT also advertised this bid in the IDOT bulletin. Four bids were received, and bid results are as follows: Bidder North Suburban Asphalt Maintenance, Park Ridge, IL Denler, Inc., Mokena, IL Behm Pavement Maintenance, Inc., Crystal Lake, IL SKC Construction, Inc, West Dundee, IL Bid Price. $52,500.00 $53,200.00 $55,450.00 $61,050.00 H:\Administration\BIDS \RESULTS \CRCKSLNG.201LREC.doc Page 1 of Page 2 of 2 2011 Crack Sealing Award April 25, 2011 DISCUSSION North Suburban Asphalt Maintenance has previously performed our crack sealing contract and they completed the work satisfactorily. The bids received were based on estimated quantities which will be adjusted so the total expenditure does not exceed the budgeted amount. There is $58,448 of funds available for crack sealing in this year's budget. In 2008 the North West Municipal Conference contractor defaulted, thereby creating a year's back log of streets that are due for crack sealing. We are requesting to use the total budgeted amount for 2011 to reduce the back log of streets that need to be sealed. RECOMMENDATION I recommend acceptance of the lowest bid as submitted by North Suburban Asphalt Maintenance for an amount not to exceed $58,448.00.
