Public Content Information To assure that high quality asphalt and concrete materials are utilized by contractors in this year’s street resurfacing and sidewalk improvement programs, the Public Works Department requires the services of a materials testing consultant. To procure these services, staff prepared and distributed a detailed request for proposals (RFP). A copy of this document is attached. Tasks defined in the scope of work included: Project Management / Report Review 1. Engineering Technician 2. Vehicle Charge 3. Page 2 of 3 Cylinder pickup 4. Compression Testing per cylinder 5. Nuclear Density Gage Usage 6. Maximum Theoretical Specific Gravity 7. Bulk Specific Gravity 8. Ignition oven test / Reflux extraction and sieve analysis 9. RFP Results The consultants' proposals were reviewed on the basis of their understanding of Village goals and their testing methodologies. They were rated (with a maximum score of 100 points) according to these specific categories: background, experience, scope of work proposed, schedule, work effort, proposal content, and cost. They are prequalified by IDOT to perform this work and have the capability to respond to our specific project needs. They have successfully performed these same services for numerous communities in recent years and received positive references from those communities. Rubino Engineering, Inc. provided these services to the Village for 8 years (2009 to 2016). Applied Geoscience, the Village’s materials testing service provider last year, submitted the lowest cost proposal but was not selected for performance reasons. Notably, performance last year was below average. Specifically, concrete cylinders were not picked up in a timely fashion and laboratory analysis reports were often late. Staff is concerned that delays like these cloud the chain of control and could lead to problems correcting defects if laboratory analyses indicate poor quality. It is Village staff’s opinion that Rubino Engineering, Inc. will provide high quality material testing services at a reasonable cost. Page 3 of 3 The services listed in the proposal are based on estimated jobsite work hours using averages from previous years and prorated for the anticipated work for this year. Many factors can influence the actual jobsite work hours for quality assurance testing. In order to allow for contingencies and the possible need for additional testing, staff recommends that the contract award include a 10% contingency ($35,056 + $3,505 = $38,561.00). Alternatives 1. Accept Rubino Engineering, Inc. proposal to provide materials testing services for 2019 Street Resurfacing and Sidewalk Improvement Programs. 2. Action at discretion of Village Board. Staff Recommendation Staff recommends that the Village Board accept the proposal from Rubino Engineering, Inc. to provide material testing services for the 2019 Street Resurfacing and Sidewalk Improvement projects for a not to exceed amount of $38,561. There will be no separate discussion of those items unless a Board member or member from the audience so requests, in which the item will be removed from the Consent Agenda and considered in its sequence on the agenda.
