Public Content "Turs=- t ms The Police Department's squad number P-5 is budgeted for replacement in 2019. This vehicle is a 201 Ford Expedition extended length (EQ 4 wheel drive vehicle with approximately 63,600 miles and currentl serves in multiple capacities. In addition to serving as a front line patrol vehicle, squad P-5 is also used b the Department"s Evidence Technicians. I Replacement Poligy Squad P-5 has been evaluated utilizing Public Work"s detailed comprehensive replacement policy. Th policy uses a point -based criterion that rates the following four (4) major factors: age, mileage, repair an maintenance (R&M) costs, and condition of the body/mechanical components. A point total equaling o I exceeding eleven (11) out of sixteen (16) indicates that a vehicle should be replaced. I Squad P-5 scored a total of thirteen (13) points, which indicates that the vehicle is recommended fo replacement. This vehicle has operated as an emergency vehicle, which is taxing on the power train. Thi vehicle has exceeded its life expectancy (13 points) and major repairs will be needed if service life il Page 2 of 3 extended any longer based on current conditions. A copy of the Public Works Vehicle Evaluation Forms (Exhibits A, B, and Q are attached. Replacement Recommendation Staff would like to utilize the new P-5 as the police department's marked K-9 vehicle. The Village is a member of the Northwest Municipal Conference (NWMC) which has pricing available through the Suburban Purchasing Cooperative (SPQ. The Chevrolet Tahoe Police Pursuit Vehicle is included in the 2019 Joint Purchasing Contract #185. This is a publicly bid contract that satisfies the procurement requirements of the Village of Mount Prospect Purchasing Policy. The Chevrolet Tahoe Police Pursuit Vehicle is a full sized SUV with a large cargo area. The cargo area will be used to store K-9 related training gear and equipment. Some of the bulkier equipment include a bite suit and tracking equipment, as well as the standard emergency equipment, which is stored in all departmental police vehicles (traffic cones, flares, etc.). The Chevrolet Tahoe also has separate controls for rear seat area air conditioning that is crucial for the comfort and protection of the K-9, keeping the K-9 cool in the summer and warm in colder months. The additional room in the rear passenger area will also provide additional comfort for the K-9. Funding for the replacement of squad P-5 is provided in the 2019 Annual Budget on page 423 of the Community Investment Program section and listed under account number 061.60.90.00.1.708.660.003. The total budgeted amount for this purchase is $54,000, which reflects the price of the vehicle as well as the aftermarket K-9 cage, electronics, emergency lighting, storage cabinetry and vehicle markings.
