the Police Headquarters in the amount of $567,303.23
Information
On December 21, 2018 the Village, in conjunction with the Police HQ construction manager, Camosy Construction, advertised
an early release bid package for selective demolition, site clearing and grubbing, temporary construction fencing, existing
concrete crushing, temporary lighting installation, and interior utility disconnection work to the public. Advertisements went out
in the Daily Herald, across a multitude of contractor invitation programs, and via direct invitation to known demolition
contractors. As this package includes a number of trades other than demolition, it was expected that the bid results would be
limited in the amount of bidders because of its complexity and number of individual trades involved.
A pre-bid walk through was held on December 27, 2018, along with a number of follow up meetings with additional contractors
over that next week.
Bids were returned to the Village on January 10, 2019 by 2:00 pm where staff and Camosy opened the packets. The results
were as follows:
McDonagh Demolition $522,303.23
American Demolition $572,414.00
Camosy Construction $613,000.00
Alpine Demolition $1,159,500.00
McDonagh Demolition was the lowest responsible bidder and is a reputable demolition firm. Their portfolio of demolition
includes countless projects for the City of Chicago, the Federal Aviation Administration, Chicago Department of Aviation (both
O"Hare and Midway), and local suburban municipalities. In addition, McDonagh Demolition provided a voluntary alternate t*
deduct $10,000 from their bid if the concrete crushing on-site was eliminated in favor of them providing the appropriatc
amount of stone fill in exchange. As a crushing operation is noisy, messy, and could disturb the neighboring businesses, the
alternate has been included in the demolition scope of work, reducing the overall bid for demolition to $512,303.23. All
concrete from the demolition process will be hauled to an approved recycling facility.
The budgeted amount of work that coincides with this bid package was about $800,000 including allowances for ComEd fees,
future demolition of temporary lighting, Nicor fees, and unsuitable material discovery. The allowances total to $175,000 and

when added to the McDonagh Demolition costs the project demolition work is well under budget. An updated project budget is
included with this Board item, which shows individual line items for all the demolition allowances, plus a surplus of $120,486.00
which has been added to the project contingency for now. In the updated budget sheet attached, all items 2.30 through 17.00
are yet to be bid and are subject to change.
In addition to the demolition bid costs, Camosy Construction will be paid $55,000.00 for on-site Construction Management
services, demolition layout, utility coordination, and daily reporting, along with off-site project management, billing, certified
payroll documentation, and payment management. Most importantly, the project risk in the form of insurance will be carried by
Camosy Construction and the subcontractor, as opposed to the Village.
The rest of the bid packages (2.30 through 17.00) were released to the public on January 18, 2019 with advertisement in the
Daily Herald, direct invitation, and through multiple contractor bid notification sites. Notice of prequalification for these bids was
shared on the Village website in December - January and advertised in local newspapers. An on-site pre-bid meeting for all
bidders was held on January 31, 2019. Final bid submittals are due on February 14, 2019 at the Village Hall, where they will bc
opened by Staff and Camosy Construction. Once bids are opened and qualified for scope and qualifications, a Guaranteed
Maximum Price (GMP) will be set by Camosy Construction. The anticipated date for GMP presentation and approval by thc
Village Board is expected to be March 5, 2019.
This demolition and Construction Management package of work will be included within the overall GMP to be approved on March
5, 2019.
Alternatives
1. Motion to Authorize Camosy Construction to Begin Selective Demolition at 799 Biermann Court for Phase I of the Police
Headquarters in the amount of $567,303.23
2. Action at discretion of Village Board.
Staff Recommendation
As the Village is only contracting with Camosy Construction as a construction manager and not directly with McDonag
Demolition, there is no direct contract to approve by the Village Board at this time. Instead, staff respectfully requests Boar
approval to allow Camosy Construction to move forward with the demolition contract and construction oversight in the amoun

of $567,303.23 now, which will be added into the overall GMP approval by the Board on March 5, 2019. 1
