Public Content Information The Village issued a Request For Proposal (RFP) on March 7, 2018 for Architectural Design services for the adaptive reuse of 799 Biermann Court for the new Police Headquarters. The RFP was advertised in the Daily Herald, posted online on the Village website, emailed directly to a number of experienced public safety Architects, and was made available at the Community Development counter. The deadline for submittals was March 28, 2018 at 3:00 pm. Six firms responded with proposals. Proposals were evaluated by a selection team of Village Staff from several departments including the Manager’s Office, the Police Department, Public Works, and Community Development. Evaluations were based upon four major criteria weighted equally: ?specific project understanding, ?a thorough understanding of the scope of work, ?the qualifications of the proposed design team members, and ?overall experience with Police projects. https://www.boarddocs.com/il/vomp/Board.nsf/Private?open&login6/6/2018 BoardDocs® ProPage 2 of 3 The six responding firms were Legat Architects, Cordogan Clark Architects, the DLR Group, Williams Architects, FGM Architects, and Wold Architects. It was a unanimous decision by the selection team that FGM Architects, Inc. is the most qualified of all the submittals because of their detailed statement of project understanding, their completeness in summary of the scope of work required to complete this project, the overall longevity and experience of their Staff dedicated to this project, and their overall experience with Police projects, more specifically with their nine previous adaptive reuse police stations. Their history working with the Village on previous building projects and the space needs study already performed, FGM Architects is uniquely qualified to perform the design of the new Police Headquarters. The second portion of the proposal evaluation was fee based. The low bidder was FGM Architects, Inc. with a bid of $1,197,085.00 while the next closest bidder was Wold Architects at $72,450.00 more expensive and they were th considered the 4 most qualified Architect of the group. The second most qualified bidder in staff evaluations was the DLR Group and they returned a fee proposal $223,722.00 higher than FGM.
