Public Content Information In the FY 2018 budget, the Police Department budgeted to facilitate the transfer of responsibilities for the analysis and processing of criminal case related evidence from the Illinois State Police Crime Laboratory System, which the police department currently uses, to the Northeast Illinois Regional Crime Laboratory. The Northeast Illinois Regional Crime Laboratory offers similar analysis and processing services to participating agencies as those offered by the Illinois State Police Crime Laboratory, such as DNA analysis, latent print identification, drug chemistry, toxicological analysis and firearms testing and analysis. The Illinois State Police Crime Laboratory offers their services free of charge to any police agency in the state. As such, they are the primary provider of crime scene evidence analysis for the majority of police agencies in northeastern Illinois, including the Chicago Police Department (CPD). With the high volume of evidence received by the lab on a daily basis from user agencies including CPD, the ISP Crime Lab acknowledges an enormous backlog of cases involving both property and violent crimes. Use of the Illinois State Police Crime Laboratory poses several drawbacks for the Mount Prospect Police Department. First, the location of the nearest state laboratory is at Damen Avenue and Roosevelt Road in Chicago. Travel times from the police department to this location in good weather at optimal times are on average fifty to sixty minutes each way. Inclement weather and traffic issues can compound these travel times as much as threefold. Second, the previously mentioned case analysis backlog affects criminal case resolution and court prosecution. Analysis of DNA evidence typically exceeds eight months. Additionally, when https://www.boarddocs.com/il/vomp/Board.nsf/Private?open&login6/6/2018 BoardDocs® ProPage 2 of 2 arrests can be made early on in a case, prosecutions are delayed because physical evidence submitted to the laboratory in a timely manner is waiting for analysis due to the backlog at the laboratory. Finally, on cases where a significant amount of evidence is collected, the lab will only accept a certain number of items of evidence for analysis, again due to the backlog. The Northeast Illinois Regional Crime Laboratory was selected through recommendation from officers and investigators from neighboring police agencies, who laud the laboratory’s evidence analysis turnaround times and resultant successful and timely case resolution. These turnaround times are much improved compared to the turnaround times offered by the Illinois State Police Crime Laboratory, resulting in greater efficiency for the department. Many neighboring agencies, including the Arlington Heights, Buffalo Grove, Glenview, Wheeling, and the Prospect Heights Police Departments currently use the Northeast Illinois Regional Crime Laboratory. The laboratory is the only alternate crime laboratory in the northeast Illinois region. In addition to the improved case evidence turnaround times and easy access, the Northeast Illinois Regional Crime Laboratory offers destruction of any drugs and firearms the police department takes in, regardless if the items were submitted for analysis and at no additional cost. Destruction of drugs and guns tend to be costly to the police department due to current laws and restrictions. The cost to the village for the services of the Northeast Illinois Regional Crime Laboratory is $1.3332 per person (54,171) based on the most recent U.S. Census Bureau report plus an annual $3,000 facility assessment ($75,221 per year). The transition from the current crime laboratory to the Northeast Illinois Regional Crime Laboratory is expected to be seamless and will result in no additional expenditures, as their LIMS database interfaces with our police department’s property and evidence management system. Alternatives 1. Accept the proposal from Northeast Illinois Regional Crime Laboratory for evidence related analysis and processing not to exceed $75,221. 2. Action at discretion of Village Board. Staff Recommendation Staff recommends that the Village Board accept the proposal from the Northeast Illinois Regional Crime Laboratory for criminal case evidence analysis and processing in an amount not to exceed $75,221.
