Background In the current budget, staff requested funds for continuing the combined and separate sewer system repairs. The combined sewer repairs were identified during the review of the Combined Sewer System Evaluation Study (CSSES) completed in 2015. The separate sanitary sewer repairs were identified during our in house televising program that is part of the revised inflow and Infiltration Control Program (IICP) of the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC). The Village is beginning the third year of this renewal effort based on the 2015 study. Preparation of plans and bid documents were completed by Village staff and a construction contract was awarded during April 3, 2018 Village Board meeting to Hoerr Construction of Goodfield, IL. The Village has been performing cured -in-place pipelining (CIPP) since the late 1970s. To effectively monitor the Hoerr's work quality and assure end -product quality, specific technical skills and experience are required. Specifically, technical monitoring of the pipe cleaning process, liner inversion, curing, material core laboratory analysis, and post -construction video review are some of tasks required to successfully prosecute the project. Staff prepared a detailed request for proposals (RFP) necessary to solicit these services. A copy of this RFP document is attached. Request for Proposals (RFP), Consulting engineers were asked to submit a technical proposal detailing the firm's background, key personnel, and approach to the project. In addition, each firm was also asked to submit a separate cost proposal indicating work effort anticipated and a not -to -exceed fee. RFPs were distributed to five (5) engineering firms with expertise in the in construction rehabilitation of sewer main by means of cured -in-place pipe lining. Three (3) technical proposals and three (3) cost proposals were received. Each proposal was evaluated based on the background of the firm, related project experience, proposed services and scope of work, schedule work effort and proposal content. Each firm received a point ranking (total points = 100) for each criteria. The technical proposals indicated all of the participating firms were qualified to perform the specified work. All of the firms had adequate experience and appropriately trained staff to provide technical monitoring and construction observation for CIPP projects. Accordingly, the evaluation results were closely distributed. The highest rated firm was Baxter & Woodman of Crystal Lake, IL. Baxter & Woodman has performed this type of work for the Village for the past two years. They have performed exceptionally well and understand performance expectations. Notably, Baxter & Woodman's key staff assigned to this project are all certified in National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program. This certification is the industry standard for sewer main condition assessment. Furthermore, the project engineer is a licensed professional engineer with over 20 years of experience designing and field supervising the installation of CIPP systems. A copy of Baxter & Woodman's proposal is attached. All other references indicated that Baxter & Woodman performed well. In addition, Baxter & Woodman has successfully completed several engineering projects for the Village over the course of the last 10 years. These projects include sanitary flow monitoring, spot repair projects, sewer pipe inspection and condition assessment, CIPP lining observation, and water main replacement. Each firm was asked to submit a cost proposal as well. The table below summarizes staff's analysis of costs. Gewalt Hamilton 1,164 147770 The lowest cost proposal was submitted by Burns & McDonnell. However, it is the opinion of staff that Burns & McDonnell has not allocated work effort (518 hours) to successfully prosecute this project. Staff specifically finds the work hours allocated insufficient when the long cure times (up to 8 hours) of larger diameter pipes are considered. Furthermore, the firm did not supply sufficient evidence of comparable work experience. Only one (1) reference pertaining to field supervision of cured -in-place pipelining was provided. Furthermore, Burns & McDonnell did not allocate work effort for other requisite tasks including cost analysis, pre lining video review, materials testing, and weekly project updates. It is the staff opinion that Baxter & Woodman fully understands the proposed project, has prepared a thorough proposal based on extensive experience, and is best qualified to perform the work. Baxter & Woodman has not increased their rates for this type of work since 2016. Furthermore, their rate is competitive ($131.85/hour) and reasonable remuneration for the field time of an experienced, licensed professional engineer. Staff recommends including a 10% contingency in the award for this proposed contract due to the fact that time spent on construction engineering and inspection can vary due to circumstances beyond the engineering consultant's control. For example, contractor delays, material availability and inclement weather are all parameters that can lengthen anticipated construction time. Alternatives 1. Accept Baxter & Woodman's proposal to provide construction observation for the 2018 Cured -In -Place Pipe Lining Project. 2. Action at discretion of Village Board.
