MOUNT PROSPECT DOWNTOWN DEVELOPMENT
STRATEGY SESSION
NOVEMBER 19, 1990

ROLL CALL
There was a box supper beginning at 6:00 p.m. The meeting was called to order
at 6:30 p.m. Present were: Mayor Gerald Farley; Trustees Ralph Arthur, Mark
Busse, Timothy Corcoran, Leo Floros, George Van Geem and Theodore
Wattenberg. Business District Development and Redevelopment Commission
members present were: Chairman Hal Predovich, Irvana Wilks, Joe Janisch, John
Eilering, Earl Johnson and Paul Hoefert. Also present were: Village Manager
John Dixon, Assistant Village Manager John Burg, Director of Planning and
Zoning Dave Clements, Finance Director Dave Jepson, Economic Development
Director Ken Fritz, Camiros Consultants Jack Gorguechon and Laura Christensen,
Chamber of Commerce Executive Director Janet Hansen, Jerome Svec of
Marketing Services and Associates and three members of the press.
II. PRESENTATION OF DOWNTOWN SURVEY RESULTS AND MARKET
ANALYSIS
Jack Gorguechon and Laura Christensen of Camiros, Ltd., presented a report on
the downtown survey results and the market analysis. Some of the strengths of
the downtown include government uses, restaurants and many professional
businesses and service uses. In regard to uses that would attract more people
downtown, the survey indicated that additional restaurants and grocery/food stores
would be desirable. Mr. Gorguechon outlined the recommendations of the study.
He also said it is very important to identify the area to be packaged for
developers.
There was discussion about the appropriate location for the Public Safety Facility.
Trustee Arthur favored the Pine Street location. Trustee Wattenberg said the
selection has been made; the location of the current building. Trustee Busse
requested a cost/benefit analysis of the various redevelopment scenarios before
making a decision on the site selection. Trustee Van Geem did not feel a
decision on the site of the Public Safety Facility had to be made that night. He
wanted to know what benefit the taxpayer would receive for the redevelopment.
Irvana Wilks felt it was time to revisit other alternatives for the Public Safety
Facility.
Trustee Corcoran said he is comfortable with the current location, noting that
redevelopment involves shades of grey.
Trustee Floros said the School Districts have gone back many times with the same
Referendum until it is successful. He said we need to do a better job of -
educating
the public about the need for the Public Safety Facility. He again
stressed the need to move forward with redevelopment.
Planning and Zoning Director Dave Clements suggested preparing various site
plan alternatives so that developers could get an idea of what the Village is
looking for.
Village Manager John Dixon recommended creating a new TIF District.
Jack Gorguechon suggested preparing a conceptual plan including the following
components: Physical, design, financial and market. A recent plan prepared for
Glenview cost $36,000.
The Committee was not interested in further studies. The Committee asked staff
to go back to the six developers who had interest in the project and provide them
with our market studies. The staff should screen the qualifications. The
Committee could then interview possible candidates in order to pick a preferred
developer. The Target Area would include the Village -owned property at Pine
Street and the Aldi's site.
The next meeting was set for 9:00 a.m. on Saturday, January 5 to interview three
possible preferred provider candidates.
It appeared that the consensus was to keep the Public Safety Building at the
current location. However, Mayor Farley requested that the Public Safety Facility
issue be placed on an upcoming Committee of the Whole Agenda.

The meeting was adjourned at 9:30 p.m.
